Energy Conservation Program: Energy Conservation Standards for Consumer Boilers
The Energy Policy and Conservation Act, as amended (EPCA), prescribes energy conservation standards for various consumer products and certain commercial and industrial equipment, including consumer boilers. DOE previously proposed amended energy conservation standards for consumer boilers in a notice of proposed rulemaking (NOPR) published in the Federal Register on August 14, 2023, which also announced a public meeting via webinar to receive input on these proposed standards and associated analyses and results. On August 15, 2023, DOE received a letter from the Air-Conditioning, Heating & Refrigeration Institute (AHRI) asking the Department to extend the NOPR comment period by 30 days and also to hold an in-person public meeting regarding the NOPR. In this document, DOE grants AHRI's request for an in-person meeting and announces that the public meeting will now be held in person, in addition to being broadcast as a webinar. DOE is denying AHRI's request for a comment period extension for the reasons explained in this document.
Boulder Canyon Project
The Deputy Secretary confirms, approves, and places into effect on a final basis the Boulder Canyon Project base charge and rates for fiscal year 2024 under Rate Schedule BCP-F11. The base charge increased 11.3 percent from $66.8 million in FY 2023 to $74.3 million in FY 2024. The change is primarily the result of an increase in the Bureau of Reclamation's (Reclamation) replacement costs, an increase in WAPA's operations and maintenance (O&M) expenses and replacement costs, and a decrease in prior year carryover funds from FY 2023.
Energy Conservation Program: Energy Conservation Standards for Air Cleaners
The U.S. Department of Energy (``DOE'') published a direct final rule to establish new energy conservation standards for air cleaners in the Federal Register on April 11, 2023. DOE has determined that the comments received in response to the direct final rule do not provide a reasonable basis for withdrawing the direct final rule. Therefore, DOE provides this document confirming adoption of the energy conservation standards established in the direct final rule and announcing the effective date of those standards.
Energy Conservation Program: Test Procedure for Room Air Conditioners
On March 29, 2021, the U.S. Department of Energy (``DOE'') published a final rule that amended the test procedure for room air conditioners (``room ACs''). This document corrects errors in the amended regulatory text as it appeared in the March 2021 final rule. Neither the errors nor the corrections in this document affect the substance of the rulemaking or any conclusions reached in support of the final rule.

This rate extension makes no changes to the existing rates and extends them through September 30, 2024.

Form DOE-417 collects information for DOE to monitor electric emergency incidents and disturbances in the United States (including all 50 States, the District of Columbia, Puerto Rico, the U.S. Virgin Islands, and the U.S. Territories). The information collected allows DOE to conduct post-incident reviews examining significant interruptions of electric power or threats to the national electric system.

The Sierra Nevada Region (SN) of the Western Area Power Administration (WAPA) proposes new formula rates for the Central Valley Project (CVP) power, transmission, and ancillary services; and California-Oregon Transmission Project (COTP) transmission service. The existing formula rates for these services expire on September 24, 2024, and December 31, 2024. SN proposes to keep the same formula rates, without adjustments, for these services. SN proposes no material changes aside from updating the effective dates.
