Saguaro requests authorization from the Commission to construct, install, operate, and maintain an approximate 1,000-foot, 48-inch-diameter natural gas pipeline in Hudspeth County, Texas. The proposed Project would cross the United States and Mexico International Boundary below the Rio Grande. According to Saguaro, the Project would serve as an interconnection to transport natural gas produced in Texas to a pipeline in Chihuahua, Mexico. The 48inch-diameter natural gas pipeline is designed for a capacity of 2.834 billion standard cubic feet per day. The Project would not have permanent aboveground facilities. The FERC staff concludes that approval of the proposed project, with appropriate mitigating measures, would not constitute a major Federal action significantly affecting the quality of the human environment. The Project includes the following components: • approximately 1,000 feet of 48-inchdiameter natural gas pipeline; • approximately 1,000 feet of 50-footwide permanent right-of-way; • additional temporary workspaces (total of 14.2 acres); and • 6.9 miles of temporary access road (Indian Hot Springs Road). The Commission mailed a copy of the Notice of Availability of the EA to Federal, State, and local government representatives and agencies; elected officials; environmental and public interest groups; Native American tribes; potentially affected landowners and other interested individuals and groups; and newspapers and libraries in the project area. The EA is only available in electronic format.
