Assistance to Foreign Atomic Energy Activities
On December 29, 2022, the Secretary of Energy (``Secretary'') issued determinations modifying the generally authorized destination status of Mexico and revoking the general authorizations for exports of controlled nuclear technology and assistance to Colombia and Egypt under DOE's regulation on Assistance to Foreign Atomic Energy Activities. Accordingly, DOE is issuing this final rule to remove the restriction on the general authorization previously applicable to Mexico and to remove Colombia and Egypt from the generally authorized destinations list in appendix A.

Pursuant to the Federal Advisory Committee Act, and following consultation with the Committee Management Secretariat, General Services Administration, notice is hereby given that the charter for the Defense Programs Advisory Committee (DPAC) will undergo a major amendment and DPAC will be renamed the Advisory Committee for Nuclear Security (ACNS or the Committee). The charter is being renewed for a two-year period.
Energy Conservation Program: Test Procedure for Cooking Products; Correction
On August 22, 2022, the U.S. Department of Energy (``DOE'') published a final rule adopting test procedures for a category of cooking products, i.e., conventional cooking tops. This document corrects errors and omissions in that final rule. Neither the errors and omissions nor the corrections affect the substance of the rulemaking or any conclusions reached in support of the final rule.
Energy Conservation Program: Consumer Refrigeration and Miscellaneous Refrigeration Products
On July 18, 2016, the U.S. Department of Energy (DOE) published a final rule that amended the test procedure for refrigerators and refrigerator-freezers and established both coverage and procedures for testing miscellaneous refrigeration products (``MREFs''). That final rule also established provisions within DOE's certification requirements to provide instructions regarding product category determinations, which were intended to be consistent with the definitions established for MREFs and refrigerators, refrigerator- freezers, and freezers. This final rule corrects certain inconsistencies between the instructions for determining product categories and the corresponding product definitions to avoid confusion regarding the application of those definitions.
Energy Conservation Program: Energy Conservation Standards for Small Electric Motors
The Energy Policy and Conservation Act, as amended (``EPCA''), prescribes energy conservation standards for various consumer products and certain commercial and industrial equipment, including small electric motors. EPCA also requires the U.S. Department of Energy (``DOE'') to periodically determine whether more-stringent, amended standards would be technologically feasible and economically justified, and would result in significant energy savings. In this notification of proposed determination (``NOPD''), DOE has initially determined that amended energy conservation standards for small electric motors would not be cost-effective, and, thus, is not proposing to amend its energy conservation standards for this equipment. DOE requests comment on this proposed determination and the associated analyses and results.
Environmental Management Site-Specific Advisory Board, Oak Ridge
This notice announces an in-person/virtual hybrid meeting of the Environmental Management Site-Specific Advisory Board (EM SSAB), Oak Ridge. The Federal Advisory Committee Act requires that public notice of this meeting be announced in the Federal Register.
Commission Information Collection Activities (FERC-725M); Comment Request; Extension
In compliance with the requirements of the Paperwork Reduction Act of 1995 (PRA), the Federal Energy Regulatory Commission (Commission or FERC) is soliciting public comment on the currently approved information collection, FERC-725M (Mandatory Reliability Standard: Transmission Vegetation Management), which will be submitted to the Office of Management and Budget (OMB) for review.

Energy Conservation Program: Energy Conservation Standards for External Power Supplies
The Energy Policy and Conservation Act, as amended (``EPCA''), prescribes energy conservation standards for various consumer products and certain commercial and industrial equipment, including external power supplies (``EPSs''). EPCA also requires the U.S. Department of Energy (``DOE'') to periodically determine whether more-stringent, standards would be technologically feasible and economically justified, and would result in significant energy savings. In this notice of proposed rulemaking (``NOPR''), DOE proposes amended energy conservation standards for EPSs, and also announces a public meeting to receive comment on these proposed standards and associated analyses and results.
Energy Conservation Program: Energy Conservation Standards for Consumer Conventional Cooking Products
The Energy Policy and Conservation Act, as amended (``EPCA''), prescribes energy conservation standards for various consumer products and certain commercial and industrial equipment, including consumer conventional cooking products. EPCA also requires the U.S. Department of Energy (``DOE'') to periodically determine whether more-stringent standards would be technologically feasible and economically justified, and would result in significant energy savings. In this supplemental notice of proposed rulemaking (``SNOPR''), DOE proposes new and amended energy conservation standards for consumer conventional cooking products, and also announces a public meeting to receive comment on these proposed standards and associated analyses and results.
