Amended Record of Decision for Offsite Secondary Waste Treatment and Disposal From the Hanford Site, Washington
This is an amendment to the U.S. Department of Energy's (DOE) 2013 Record of Decision (ROD) for the Final Tank Closure and Waste Management Environmental Impact Statement for the Hanford Site, Richland, Washington (DOE/EIS-0391, December 2012) (TC&WM EIS). In accordance with DOE's implementing procedures for the National Environmental Policy Act (NEPA), DOE prepared a supplement analysis (DOE/EIS-0391-SA-03; SA), which evaluated DOE's proposal to transport and treat certain solid and liquid secondary wastes at licensed and permitted commercial treatment facilities off the Hanford Site. DOE also proposes to potentially dispose of some of these secondary wastes (after treatment) offsite at a licensed and permitted commercial disposal facility. This action would be implemented on an interim basis until such time as an enhanced onsite treatment capability is available for Direct-Feed Low-Activity Waste (DFLAW) operations (estimated to be approximately 10 years). This amended ROD addresses the differences in the planned management of secondary wastes from that addressed by the 2013 TC&WM EIS ROD document.
Notice of Availability of Final Waste Incidental to Reprocessing Evaluation for Vitrified Low Activity Waste and Secondary Wastes at the Hanford Site, Washington and Waste Incidental to Reprocessing Determination
The U.S. Department of Energy (DOE) announces the availability of the Final Waste Incidental to Reprocessing Evaluation for Vitrified Low-Activity Waste and Secondary Wastes at the Hanford Site, Washington (Final WIR Evaluation) and associated Waste Incidental to Reprocessing Determination for Vitrified Low-Activity Waste and Secondary Wastes at the Hanford Site, Washington (WIR Determination). The WIR Determination documents DOE's determination that vitrified low-activity waste (VLAW) and secondary wastes generated by, or derived from, such vitrification using the direct feed low-activity waste (DFLAW) approach are wastes that are incidental to the reprocessing of spent nuclear fuel, are not high-level radioactive waste (HLW), and are to be managed as low-level radioactive waste (LLW), pursuant to DOE Order 435.1, Radioactive Waste Management, and DOE Manual 435.1-1, Radioactive Waste Management Manual. DOE consulted with the Nuclear Regulatory Commission (NRC) and considered comments from States, Tribal Nations, stakeholders and the public before preparing the Final WIR Evaluation and WIR Determination.
Assistance to Foreign Atomic Energy Activities; Secretarial Determination
On December 29, 2022, the Secretary of Energy (Secretary) issued a determination modifying the generally authorized destination status of Mexico for exports of controlled nuclear technology and assistance under DOE's regulation on Assistance to Foreign Atomic Energy Activities. Accordingly, DOE is publishing this determination.

Notice of Request for Information (RFI) Regarding Inflation Reduction Act Home Efficiency and Electrification Rebate Programs
The U.S. Department of Energy's (DOE) Office of State and Community Energy Programs (SCEP) invites public input for its Request for Information (RFI) number DE-FOA-DE-FOA-0002981 regarding the development of best practices for the Home Energy Rebate programs in accordance with the Inflation Reduction Act (IRA). Responses to this RFI will be used for planning purposes to develop one or multiple opportunities to assist states, territories, Indian Tribes, as well as potentially other entities, in designing, managing, and improving the Home Energy Rebate programs.
Annual Update of Filing Fees
In accordance with the Commission's regulations, the Commission issues this update of its filing fees. This document provides the yearly update using data in the Commission's Financial System to calculate the new fees. The purpose of updating is to adjust the fees on the basis of the Commission's costs for Fiscal Year 2022.
Notice of Request for Information (RFI) Regarding Grant Program To Facilitate the Siting of Interstate Electricity Transmission Lines
The Department of Energy (DOE) Grid Deployment Office (GDO) invites public input for its Request for Information (RFI) regarding issues related to the provision of grants to facilitate the siting of interstate and offshore electricity transmission lines, as authorized under the Inflation Reduction Act (IRA). This provision of the IRA authorizes the issuance of grants to siting authorities to facilitate the siting of interstate and offshore electricity transmission lines and to siting authorities and State, local, and Tribal governments to undertake economic development activities for communities impacted by such projects. Information collected from this RFI will be used by DOE for program planning purposes and the potential development of a Funding Opportunity Announcement (FOA).

The information collection described in this notice is currently part of DOE's Environment, Safety, and Health collection under OMB Control Number 1910-0300. The DOE office (Office of Enterprise Assessments) that administers the information collection described herein differs from the DOE office (Office of Environment, Health, Safety and Security) that administers the other collections under OMB Control Number 1910-0300. DOE is seeking a separate OMB control number for this collection.

Energy Conservation Program: Test Procedures for Central Air Conditioners and Heat Pumps
The U.S. Department of Energy (``DOE'') is undertaking the preliminary stages of a rulemaking to consider amendments to the test procedure for central air conditioners and heat pumps. Through this request for information (``RFI''), DOE seeks data and information regarding issues pertinent to whether amended test procedures would more accurately or fully comply with the requirement that the test procedure produces results that measure energy use during a representative average use cycle or period of use for the product without being unduly burdensome to conduct, or reduce testing burden. DOE welcomes written comments from the public on any subject within the scope of this document (including topics not raised in this RFI), as well as the submission of data and other relevant information.
Commission Information Collection Activities (FERC-551) Comment Request; Extension
In compliance with the requirements of the Paperwork Reduction Act of 1995, the Federal Energy Regulatory Commission (Commission or FERC) is soliciting public comment on a renewal of currently approved information collection, FERC-551, (Reporting of Flow Volume and Capacity by Interstate Natural Gas Pipelines), which will be submitted to the Office of Management and Budget (OMB) for review. No Comments were received on the 60-day notice published on September 29, 2022.
