Agency Information Collection Extension
EIA is proposing revisions and requesting a three-year extension of the Coal Markets Reporting System as required under the Paperwork Reduction Act of 1995. The Coal Markets Reporting System (CMRS) consists of 5 surveys including, Form EIA-3 Quarterly Survey of Non-Electric Sector Coal Data, Form EIA-7A Annual Survey of Coal Production and Preparation, Form EIA-8A Annual Survey of Coal Stocks and Coal Exports, Form EIA-6 Emergency Coal Supply Survey (Standby), and Form EIA-20 Emergency Weekly Coal Monitoring Survey for Coal Burning Power Producers (Standby.) The CMRS collects data on U.S. coal production, quality, consumption, receipts, stocks, and prices. EIA proposes to make changes to instructions to Forms EIA-3, EIA-7A, and EIA-8A and requests an extension to Forms EIA-6 and EIA-20 with no changes. The changes to Forms EIA-3, EIA-7A, and EIA-8A will reduce the burden of this collection while maintaining the utility and integrity of the data.
Agency Information Collection Proposed Extension
DOE invites public comment on the proposed collection of information, FE-746R ``Natural Gas Imports and Exports'', as required under the Paperwork Reduction Act of 1995. DOE is requesting a three- year extension with changes of Form FE-746R, ``Natural Gas Imports and Exports''. The information collection request supports DOE's Office of Fossil Energy and Carbon Management (FECM) in gathering critical information on the U.S. trade in natural gas, including liquefied natural gas (LNG). The data are used to monitor natural gas trade, assess the adequacy of U.S. energy resources to meet near and longer term domestic demands, and support various market and regulatory analyses done by FECM.
Assistance to Foreign Atomic Energy Activities
DOE issues procedures for the imposition of civil penalties for violations of the provisions of the Atomic Energy Act of 1954 (AEA) that restrict participation by U.S. persons in the development or production of special nuclear material outside of the United States. This final rule provides procedures to implement a statutory amendment contained within the John S. McCain National Defense Authorization Act for Fiscal Year 2019.
Request for Information Regarding Categorical Exclusions
On November 15, 2022, the U.S. Department of Energy (DOE) published a request for information to help inform potential updates to categorical exclusions in its regulations implementing the National Environmental Policy Act (NEPA). Through the request for information, DOE sought recommendations and supporting information from interested individuals and organizations on establishing new categorical exclusions and revising existing ones. In response to public request, DOE is re-opening the comment period for 30 days to allow interested parties additional time to provide input.
Civil Monetary Penalty Inflation Adjustments
The Federal Energy Regulatory Commission (Commission) is issuing a final rule to amend its regulations governing the maximum civil monetary penalties assessable for violations of statutes, rules, and orders within the Commission's jurisdiction. The Federal Civil Penalties Inflation Adjustment Act of 1990, as amended most recently by the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015, requires the Commission to issue this final rule.
Energy Conservation Program: Energy Conservation Standards for Distribution Transformers
The Energy Policy and Conservation Act, as amended (``EPCA''), prescribes energy conservation standards for various consumer products and certain commercial and industrial equipment, including distribution transformers. EPCA also requires the U.S. Department of Energy (``DOE'') to periodically determine whether more-stringent, standards would be technologically feasible and economically justified, and would result in significant energy savings. In this notice of proposed rulemaking (``NOPR''), DOE proposes amended energy conservation standards for distribution transformers, and also announces a public meeting to receive comment on these proposed standards and associated analyses and results.
Energy Conservation Program: Energy Conservation Standards for General Service Lamps
The Energy Policy and Conservation Act, as amended (EPCA), directs the U.S. Department of Energy (DOE) to initiate two rulemaking cycles for general service lamps (GSLs) that, among other requirements, determine whether standards in effect for GSLs should be amended. EPCA also requires DOE to periodically determine whether more-stringent, standards would be technologically feasible and economically justified, and would result in significant energy savings. In this notice of proposed rulemaking (NOPR), DOE proposes amended standards for GSLs pursuant to its statutory authority in EPCA, and also announces a webinar to receive comments on its proposal and associated analyses and results.
Notice of Availability of the Final Supplemental Environmental Impact Statement for the Alaska LNG Project
The Department of Energy (DOE) announces the availability of the Final Supplemental Environmental Impact Statement (SEIS) for the Alaska LNG Project (DOE/EIS-0512-S1). The Final SEIS evaluates the potential environmental impacts associated with Alaska LNG Project LLC's (Alaska LNG) existing authorization to export liquefied natural gas (LNG) from Alaska Gasline Development Corporation's (AGDC) proposed Alaska LNG Project to non-free trade agreement countries. DOE prepared the Final SEIS in accordance with the National Environmental Policy Act of 1969 (NEPA) to inform its decision on rehearing under the Natural Gas Act (NGA).
Nuclear Energy Advisory Committee
This notice announces a hybrid virtual and in-person open meeting of the Nuclear Energy Advisory Committee. The Federal Advisory Committee Act requires that public notice of this meeting be announced in the Federal Register.
