Proposed Rate Adjustment, Jim Woodruff Project
Southeastern Power Administration (Southeastern) proposes to revise existing schedules of rates and charges applicable to the sale of power from the Jim Woodruff Project, effective October 1, 2021, through September 30, 2026. Interested persons may review the rates and supporting studies and submit written comments. Southeastern will consider all comments received in this process.
Fall 2019 Unified Agenda of Regulatory and Deregulatory Actions
The Department of Energy (DOE) has prepared and is making available its portion of the semi-annual Unified Agenda of Federal Regulatory and Deregulatory Actions (Agenda), including its Regulatory Plan (Plan), pursuant to Executive Order 12866, ``Regulatory Planning and Review,'' and the Regulatory Flexibility Act.
Commission Information Collection Activities (FERC-725X); Comment Request; Extension
In compliance with the requirements of the Paperwork Reduction Act of 1995, the Federal Energy Regulatory Commission (Commission or FERC) is soliciting public comment on the currently approved information collection, FERC 725X (Mandatory Reliability Standards: Voltage and Reactive (VAR) Standards).
National Coal Council; Meeting
This notice announces a virtual meeting of the National Coal Council (NCC) via WebEx. The Federal Advisory Committee Act requires that public notice of this meeting be announced in the Federal Register.
Participation of Distributed Energy Resource Aggregations in Markets Operated by Regional Transmission Organizations and Independent System Operators
In this order, the Federal Energy Regulatory Commission (Commission) addresses arguments raised on rehearing, sets aside in part, and clarifies in part its final rule amending its regulations to remove barriers to the participation of distributed energy resource aggregations in the capacity, energy, and ancillary service markets operated by Regional Transmission Organizations and Independent System Operators (RTOs/ISOs).
Notice of Request for Information (RFI) on Risks in the High-Capacity Batteries, Including Electric Vehicle Batteries Supply Chain
On February 24, 2021, President Biden issued an Executive order directing several Federal agency actions to secure and strengthen America's supply chains. One of these directions is for the Secretary of Energy to submit, within 100 days, a report to the President identifying risks in the high-capacity batteries, including electric- vehicle batteries, supply chain and policy recommendations to address these risks. The U.S. Department of Energy (DOE or Department) invites public comment on its Request for Information (RFI) number DE-FOA- 0002502 regarding the Risks in the High-Capacity Batteries, including Electric Vehicle Batteries Supply Chain.
Waiver of the Water Quality Certification Requirements of Section 401(a)(1) of the Clean Water Act
In this final rule, the Federal Energy Regulatory Commission (Commission) is amending its regulations pursuant to section 401(a)(1) of the Clean Water Act to establish a categorial reasonable period of time for a state or tribal certifying authority to act on a water quality certification request for proposed natural gas and liquified natural gas projects. The Commission is allowing certifying authorities up to one year after receipt of a request for water quality certification, filed in connection with a requested Commission-issued section 7 certificate of public convenience and necessity or section 3 authorization under the Natural Gas Act, to grant or deny the request.
Energy Conservation Program: Test Procedure for Room Air Conditioners
On June 11, 2020, the U.S. Department of Energy (``DOE'') issued a notice of proposed rulemaking (``NOPR'') to amend the test procedure for room air conditioners (``room ACs''). That proposed rulemaking serves as the basis for the final rule. Specifically, this final rule adopts the following updates to the test procedure for room ACs at appendix F: Incorporate by reference current versions of applicable industry standards; establish test provisions to measure energy use of variable-speed room ACs during a representative average use cycle; update definitions to define key terms and support provisions for testing variable-speed room ACs; and incorporate specifications and minor corrections to improve the test procedure repeatability, reproducibility, and overall readability. This final rule does not modify the test procedures for single-speed room ACs and does not affect the measured energy use for these models. The provisions established to measure energy use of variable-speed room ACs will improve the representativeness of the measured energy use of these models.
Procedures for the Issuance of Guidance Documents
In accordance with an Executive Order issued by the President on January 20, 2021, and for the reasons explained in the preamble of this proposed rule, the Department of Energy (DOE or ``the Department'') proposes to withdraw the Department's final rule on guidance implementing the Executive Order ``Promoting the Rule of Law Through Improved Agency Guidance Documents.''
Agency Information Collection Extension
The Department of Energy (DOE), pursuant to the Paperwork Reduction Act of 1995, intends to extend for three years, an information collection request with the Office of Management and Budget (OMB).
Agency Information Collection Proposed Extension
EIA invites public comment on the proposed three-year extension, with changes, to the Petroleum Marketing Program (PMP) as required under the Paperwork Reduction Act of 1995. EIA's PMP collects volumetric and price information needed for determining the supply of and demand for crude oil and refined petroleum products. PMP consists of 10 surveys that collect data on petroleum products. EIA uses this information to monitor volumes and prices for crude oil and petroleum products.
Energy Conservation Program: Test Procedure for Walk-In Coolers and Walk-In Freezers
This final rule amends the current test procedure for hot gas defrost unit coolers by making it consistent with a recent update to the industry testing standard that is incorporated by reference in the relevant Federal test procedure for walk-in freezer refrigeration systems. This final rule updates the equations used to calculate defrost energy and heat contributions applicable to these systems to provide a consistent performance evaluation between hot gas defrost and electric defrost unit coolers when tested alone.
Participation of Aggregators of Retail Demand Response Customers in Markets Operated by Regional Transmission Organizations and Independent System Operators
In this Notice of Inquiry, the Federal Energy Regulatory Commission seeks comment on whether to revise its regulations that require a Regional Transmission Organization or Independent System Operator not to accept bids from an aggregator of retail customers that aggregates the demand response of the customers of utilities that distributed more than 4 million megawatt-hours in the previous fiscal year, where the relevant electric retail regulatory authority prohibits such customers' demand response to be bid into organized markets by an aggregator of retail customers.
Energy Conservation Program: Energy Conservation Standards for Consumer Products; Early Assessment Review; Boilers
The U.S. Department of Energy (DOE) is undertaking an early assessment review for consumer boilers to determine whether to amend the applicable energy conservation standards for this product. Specifically, through this request for information (RFI), DOE seeks data and information to evaluate whether amended energy conservation standards would result in significant savings of energy, be technologically feasible, and be economically justified. DOE welcomes written comments from the public on any subject within the scope of this document (including those topics not specifically raised in this RFI), as well as the submission of data and other relevant information concerning this early assessment review.
Commission Information Collection Activities (FERC-512); Comment Request; Extension
