Title I-Improving the Academic Achievement of the Disadvantaged (Migrant Education Program)
The Secretary issues regulations to implement the Migrant Student Information Exchange (MSIX), a nationwide, electronic records exchange mechanism mandated under title I, part C, of the Elementary and Secondary Education Act of 1965, as amended (ESEA). As a condition of receiving a grant of funds under the Migrant Education Program (MEP), each State educational agency (SEA) must collect, maintain, and submit minimum educational and health information to MSIX within established time frames. The regulations are designed to facilitate timely school enrollment, grade and course placement, accrual of secondary course credits, and participation in the MEP for migratory children. Additionally, the regulations ultimately will help the Department to determine more accurate migratory child counts and meet other MEP reporting requirements.

The Assistant Secretary for Special Education and Rehabilitative Services announces a priority under the Training of Interpreters for Individuals Who Are Deaf or Hard of Hearing and Individuals Who Are Deaf-Blind program. The Assistant Secretary may use the priorities, requirements, definitions, and selection criteria for competitions for fiscal year (FY) 2015 and later years. We take this action in order to support the identification of strong and effective pilots that are likely to achieve significant improvements in educational, employment, and other key outcomes for disconnected youth.

NCES System Clearance for Cognitive, Pilot, and Field Test Studies; ED-2016-ICCD-0040; Correction
On April 5, 2016 the U.S. Department of Education published a 60-day comment period notice in the Federal Register (Page 19586, Column 2 and 3; Page 19587, Column 1) seeking public comment for an information collection entitled, ``NCES System Clearance for Cognitive, Pilot, and Field Test Studies.'' The number of responses and burden hours were incorrect. The responses are 600,000 and the burden hours are 240,000. The projected increase in burden is due to an increased projection of the need for developmental studies related to plans for beginning new studies and redesign activities for existing studies, including transitions to more online surveys and assessments in the next three years. The Acting Director, Information Collection Clearance Division, Office of the Chief Privacy Officer, Office of Management, hereby issues a correction notice as required by the Paperwork Reduction Act of 1995.

Applications for New Awards; Innovative Approaches to Literacy Program; Supplemental Notice
On April 7, 2016, the Office of Elementary and Secondary Education of the U.S. Department of Education published in the Federal Register (81 FR 20376) a notice inviting applications for new awards for fiscal year (FY) 2016 for the Innovative Approaches to Literacy (IAL) program. This supplemental notice clarifies that, consistent with Congressional intent and the prior notices inviting applications for the IAL program, the Secretary reserves the right to award at least 50 percent of available IAL funds to local educational agencies (LEAs) that submit high-quality applications (on behalf of school libraries) for high-quality school library projects that increase access to a wide range of literacy resources (either print or electronic) and provide learning opportunities for all students. This notice provides clarification and does not change any portion of the April 7, 2016 notice inviting applications. Deadline for Transmittal of Applications: May 9, 2016.

On February 4, 2016, we announced our intention to establish a negotiated rulemaking committee prior to publishing proposed regulations to implement part A of title I, Improving Basic Programs Operated by Local Educational Agencies, of the Elementary and Secondary Education Act of 1965 (ESEA), as amended by the Every Student Succeeds Act (ESSA).
