Extension of the Application Deadline Date; Applications for New Awards; Expanding Opportunity Through Quality Charter Schools Program (CSP)-Grants to State Entities (CSP State Entities)
On January 27, 2020, we published in the Federal Register a notice inviting applications (NIA) for the fiscal year (FY) 2020 CSP State Entities competition, Catalog of Federal Domestic Assistance (CFDA) number 84.282A. The NIA established a deadline date of April 13, 2020 for the transmittal of applications. This notice extends the deadline date for transmittal of applications until May 15, 2020, and extends the deadline for intergovernmental review until July 14, 2020.
Proposed Priorities, Requirements, and Definitions-Rehabilitation Training: Vocational Rehabilitation Technical Assistance Center-Quality Management; and Vocational Rehabilitation Technical Assistance Center-Quality Employment
The Assistant Secretary for Special Education and Rehabilitative Services proposes priorities, requirements, and definitions to fund a Vocational Rehabilitation Technical Assistance Center for Quality Management (VRTAC-QM) and a Vocational Rehabilitation Technical Assistance Center for Quality Employment (VRTAC-QE), Catalog of Federal Domestic Assistance (CFDA) numbers 84.264J and 84.264K. The Assistant Secretary may use these priorities, requirements, and definitions for competitions in fiscal year (FY) 2020 and later years. We take this action to focus Federal financial assistance on identified national needs and to improve employment outcomes under the Vocational Rehabilitation (VR) program and raise expectations for all people with disabilities. We intend the VRTAC-QM to provide training and technical assistance to State VR agencies that will better enable VR personnel to manage available resources, improve effective service delivery, and increase the number and quality of employment outcomes for individuals with disabilities. We intend the VRTAC-QE to provide training and technical assistance to State VR agencies that will better enable VR personnel, especially VR counselors, to implement innovative and effective VR and employment strategies and practices to increase the number and quality of employment outcomes for individuals with disabilities.

Proposed Waiver and Extension of the Project Periods for Television Access Grants
The Secretary proposes to waive the requirements in the Education Department General Administrative Regulations that generally prohibit project periods exceeding five years and project period extensions involving the obligation of additional Federal funds. The proposed waiver and extension would enable five projects under Catalog of Federal Domestic Assistance (CFDA) number 84.327C to receive funding for an additional period, not to exceed September 30, 2021.
Distance Education and Innovation
The Secretary proposes to amend the general, establishing eligibility, maintaining eligibility, and losing eligibility sections of the Institutional Eligibility regulations issued under the Higher Education Act of 1965, as amended (HEA), related to distance education and innovation. In addition, the Secretary proposes to amend the Student Assistance General Provisions regulations issued under the HEA.

We intend this action to further develop and identify programs and practices that improve instruction and student learning outcomes, as well as increase access, affordability, and completion rates of students seeking postsecondary education degrees or other recognized credentials as a result of the development, enhancement, and use of open textbooks (as defined in this notice).
Indian Education Discretionary Grant Programs; (Demonstration Grants for Indian Children and Youth Program)
The Department of Education (Department) proposes to revise the regulations that govern the Demonstration Grants for Indian Children and Youth Program (Demonstration program), authorized under title VI of the Elementary and Secondary Education Act of 1965, as amended (ESEA), to implement changes to title VI resulting from the enactment of the Every Student Succeeds Act (ESSA). These proposed regulations would update, clarify, and improve the current regulations. The Secretary also proposes a new priority, and accompanying requirements and selection criteria, for applicants proposing to empower Tribes and families to decide which education services will best support their children to succeed in college and careers.

The mission of the Office of Special Education and Rehabilitative Services (OSERS) is to improve early childhood, educational, and employment outcomes and raise expectations for all people with disabilities, their families, their communities, and the Nation. The Department of Education (Department) is issuing a notice inviting applications for fiscal year (FY) 2020 for the Rehabilitation Long-Term Training program, Catalog of Federal Domestic Assistance (CFDA) number 84.129B. The Long-Term Training program will provide training in Rehabilitation Counseling. Projects funded under the Rehabilitation Long-Term Training competition must meet rigorous standards in order to provide rehabilitation professionals the knowledge, skills, and qualifications necessary to meet the current challenges facing State vocational rehabilitation (VR) agencies and related agencies and to assist youth and adults with disabilities in achieving competitive integrated employment outcomes and independent living. This priority fosters collaboration between education providers and employers and partnerships with one or multiple local or State entities to help meet the goals of the project.
