This system contains individually identifying information of principals, teachers, and students voluntarily provided by grantees, subgrantees, and individuals that participate in the Striving Readers Comprehensive Literacy (SRCL) program and the Comprehensive Literacy State Development (CLSD) program. The SRCL program and the CLSD program both provide high- quality literacy instruction to improve the reading and writing skills of students from birth through grade 12. The information in this system will be used to conduct a national evaluation of the SRCL program's implementation and outcomes and the CLSD program's implementation and effectiveness.

On June 16, 2020, the U.S. Department of Education published a 60-day comment period notice in the Federal Register (Vol. 85, No 116, Page 36385, Column 1, 2 and 3) seeking public comment for an information collection entitled, ``Certification and Agreement for the ESSER Fund Application.'' The total estimated number of annual burden hours of 260 was incorrect, and the correct number is 76,653 to include the LEA burden from the approved emergency collection under 1810-0744. The burden that relates to the Equitable Services Interim Final Rule will now be part of the 1810-0743 information collection. As defined in the Rehabilitation Act, a minority entity means an entity that is a historically Black college or university, a Hispanic-serving institution of higher education, an American Indian tribal college or university, or another institute of higher education whose minority student enrollment is at least 50 percent.

The Secretary amends the regulations that govern the Demonstration Grants for Indian Children and Youth Program (Demonstration program), authorized under title VI of the Elementary and Secondary Education Act of 1965, as amended (ESEA), to implement changes to title VI resulting from the enactment of the Every Student Succeeds Act (ESSA). These final regulations would update, clarify, and improve the current regulations. These regulations also add a new priority, and accompanying requirements and selection criteria, for applicants proposing to empower Tribes and families to decide which education services will best support their children to succeed in college and careers.
