SUPPLEMENTARY INFORMATION: The
Department of Education (ED), in
accordance with the Paperwork
Reduction Act of 1995 (PRA) (44 U.S.C.
3506(c)(2)(A)), provides the general
public and Federal agencies with an
opportunity to comment on proposed,
revised, and continuing collections of
information. This helps the Department
assess the impact of its information
collection requirements and minimize
the public’s reporting burden. It also
helps the public understand the
Department’s information collection
requirements and provide the requested
data in the desired format. ED is
soliciting comments on the proposed
information collection request (ICR) that
is described below. The Department of
Education is especially interested in
public comment addressing the
following issues: (1) Is this collection
necessary to the proper functions of the
Department; (2) will this information be
processed and used in a timely manner;
(3) is the estimate of burden accurate;
(4) how might the Department enhance
the quality, utility, and clarity of the
information to be collected; and (5) how
might the Department minimize the
burden of this collection on the
respondents, including through the use

Abstract: The Department of
Education is requesting an extension of
the currently approved information
collection. This information collection
is necessary for loan holders in the
FFEL, Direct Loan, and Perkins Loan
programs to obtain the information that
is needed to determine whether a
borrower qualifies for a closed school or
false certification loan discharge. The
loan discharge regulations in all three
loan programs require borrowers who
seek discharge of their FFEL, Direct
Loan, or Perkins Loan program loans to
request a loan discharge and provide
their loan holders with certain
information in writing. This information
collection includes the following five
loan discharge applications that are
used to obtain the information needed
to determine whether a borrower
qualifies for a closed school discharge,
false certification—ATB, false
certification—disqualifying status, false
certification—unauthorized signature/
unauthorized payment or unpaid refund
loan discharges.

State needs as States integrate their
Individuals with Disabilities Education
Act (IDEA) Part B data required to meet
the data collection requirements in
section 616 and section 618 of IDEA,
including information collected through
the IDEA State Supplemental Survey,
into their longitudinal data systems.
This will improve the capacity of States
to collect, report, analyze, and use highquality IDEA Part B data to establish
and meet high expectations for each
child with a disability. The Data
Management Center will help States
address challenges with data
management procedures and data
systems architecture and better meet
current and future IDEA Part B data
collection and reporting requirements.

the Technical Assistance on State Data

the amounts appropriated under Part B
