The notice established a deadline of May 2, 2016, for submission of FY 2016 SRSA grant applications. This notice reopens the application period until May 31, 2016, 4:30:00 p.m., Washington, DC time. All other requirements and conditions stated in the notice inviting applications remain the same.

The Assistant Secretary for Special Education and Rehabilitative Services announces a priority under the Training of Interpreters for Individuals Who Are Deaf or Hard of Hearing and Individuals Who Are Deaf-Blind program. The Assistant Secretary may use this priority for competitions in fiscal year 2016 and later years. We take this action to provide training to working interpreters in order to develop a new skill area or enhance an existing skill area.

On April 7, 2016, the Office of Elementary and Secondary Education of the U.S. Department of Education published in the Federal Register (81 FR 20376) a notice inviting applications for new awards for fiscal year (FY) 2016 for the Innovative Approaches to Literacy (IAL) program. This supplemental notice clarifies that, consistent with Congressional intent and the prior notices inviting applications for the IAL program, the Secretary reserves the right to award at least 50 percent of available IAL funds to local educational agencies (LEAs) that submit high-quality applications (on behalf of school libraries) for high-quality school library projects that increase access to a wide range of literacy resources (either print or electronic) and provide learning opportunities for all students. This notice provides clarification and does not change any portion of the April 7, 2016 notice inviting applications. Deadline for Transmittal of Applications: May 9, 2016.

The Assistant Secretary for Elementary and Secondary Education proposes priorities under the Enhanced Assessment Instruments Grant program, also called the Enhanced Assessment Grants (EAG) program. The Assistant Secretary may use one or more of these priorities for competitions using funds from fiscal year (FY) 2016 and later years. Depending on the availability of funds and the use of other priorities under the EAG authority, the Assistant Secretary may also choose not to use one or more of these priorities for competitions using funds from FY 2016 and later years. These proposed priorities are designed to support projects to improve States' assessment systems.

On February 4, 2016, we announced our intention to establish a negotiated rulemaking committee prior to publishing proposed regulations to implement part A of title I, Improving Basic Programs Operated by Local Educational Agencies, of the Elementary and Secondary Education Act of 1965 (ESEA), as amended by the Every Student Succeeds Act (ESSA). We also announced the schedule for three sessions of committee meetings and the location for each of those meetings. We now announce a change of location for the meeting on the first day of the third session.
