The Department of Education is correcting an interim final regulation that was published in the Federal Register on May 1, 2009. These interim final regulations implemented provisions of the Higher Education Act of 1965 (HEA), as amended by the Ensuring Continued Access to Student Loans Act of 2008 (ECASLA) and the Higher Education Opportunity Act of 2008 (HEOA), related to the Academic Competitiveness Grant (ACG) and National Science and Mathematics Access to Retain Talent Grant (National SMART Grant) Programs.

National Advisory Committee on Institutional Quality and Integrity; Notice of Members
Section 106 of the Higher Education Opportunity Act 2008 (HEOA) suspended the activities of NACIQI and terminated the existing membership on August 14, 2008. The law also stated that the appointment of any new members could not take place until after January 31, 2009. In addition, section 106 restructured the NACIQI's membership to provide for 18 members, six of whom shall be appointed by the Secretary of Education (Secretary). At this time, the Secretary invites interested parties to submit nominations for the six positions to be filled by the Secretary. Nomination Process: Any interested person or organization may nominate one or more qualified individuals for membership. If you would like to nominate an individual or yourself for appointment to NACIQI, submit the following information to the U.S. Department of Education's (the Department's) White House Liaison Office.

Striving Readers
The Assistant Secretary for Elementary and Secondary Education announces priorities, requirements, definitions, and selection criteria under the Striving Readers program grant competition. The Assistant Secretary may use these priorities, requirements, definitions, and selection criteria for competitions in fiscal year (FY) 2009 and later years. We take this action to support the implementation and evaluation of intensive, supplemental literacy interventions for struggling adolescent readers.

The Secretary announces the annual updates to the tables that will be used in the statutory ``Federal Need Analysis Methodology'' to determine a student's expected family contribution (EFC) for award year 2010-2011 for the student financial aid programs authorized under title IV of the Higher Education Act of 1965, as amended (HEA). An EFC is the amount a student and his or her family may reasonably be expected to contribute toward the student's postsecondary educational costs for purposes of determining financial aid eligibility. The Title IV programs include the Federal Pell Grant, Academic Competitiveness Grant, National Science and Mathematics Access to Retain Talent Grant, Federal Perkins Loan, Federal Work-Study, Federal Supplemental Educational Opportunity Grant, Federal Family Education Loan, and William D. Ford Federal Direct Loan Programs (Title IV, HEA Programs).
