The Department of the Air Force is deleting an exemption rule for the system of records F031 DOD A, entitled ``Joint Personnel Adjudication System (JPAS)''. The system of records was transferred to the Defense Security Service and assigned the identifier V5-05, entitled ``Joint Personnel Adjudication System (JPAS)'', which was published in the Federal Register on July 1, 2005 (70 FR 38120). The exemption rule for the system of records also was transferred to the Defense Security Service and incorporated into its existing rules at 32 CFR 321.13(h) which was published in the Federal Register on July 1, 2005 (70 FR 38009). The exemption rule for the system of records is therefore being deleted.

Pursuant to the National Environmental Policy Act (NEPA) of 1969, as amended (42 U.S.C. 4321, et seq.), the Council on Environmental Quality Regulations for implementing the procedural provisions of NEPA (40 Code of Federal Regulations (CFR) parts 1500- 1508), and Air Force's Environmental Impact Analysis Process as implemented by 32 CFR part 989, the United States Air Force (Air Force) is issuing this notice to advise the public of our intent to prepare a Draft Programmatic Environmental Impact Statement (DPEIS) for the proposed basing of the Global Strike Task Force (GSTF) at Andersen Air Force Base (AFB), Guam. The DPEIS will analyze and evaluate the impacts of alternatives for the proposed establishment of an intelligence, surveillance, and reconnaissance, strike, and aerial refueling capability at Andersen AFB, as part of Pacific Command's GSTF initiative. The proposed action would base three Global Hawk unmanned aerial intelligence, surveillance, and reconnaissance aircraft and 12 aerial refueling aircraft at Andersen AFB. Additionally, 48 fighter and 6 bomber aircraft would rotate to Andersen AFB from bases in the 50 states. Approximately 2,400 additional military, civilian and contractor personnel would be required to support the proposed action. The action would also result in facility construction, addition, and alteration projects to support basing and operation. This notice is being provided to obtain suggestions and information from other agencies and the public on the scope of issues to be addressed in the DPEIS, to include alternatives to the proposed action and the potential for impacts. Public comments on the scope of the DPEIS, reasonable alternatives that should be considered, anticipated environmental concerns, and actions that might be taken to address these issues are requested. A public scoping meeting will be held to obtain agency and community input to ensure that all relevant concerns are identified and addressed in the DPEIS. Notification of the meeting location and time will be made in the local area and will be announced via local news media. Written comments will also be accepted at the address listed below.

The EA will analyze and evaluate the effects of alternatives for the proposed basing of training and support initiatives at Northwest Field. The Air Force evaluated various initial basing alternatives early in the planning process. Suitable installations were identified during this process, with Andersen AFB emerging as the alternative best meeting the underlying purpose and need for the action. Consequently, Andersen AFB is being considered as the Proposed Action. The proposed action would support the Nation's military deployable engineering, security and communications units in the Pacific Command and worldwide. The proposed action would enable engineers to train with security and communications functions at a common location, with a combat deployable civil engineering unit being relocated with security forces and combat communications at the same location. It is estimated that approximately 400 additional military, civilian and contractor personnel would be required to support the proposal. The action would result in facility construction, addition, and alteration projects to support basing and operation. This notice is being provided to obtain suggestions and information from other agencies and the public on the scope of issues to be addressed in the EA, to include alternatives to the proposal and the potential for significant impacts. A public scoping meeting will be held to provide agencies and the public the opportunity to address the scope of the EA. The EA will end with either a Finding of No Significant Impact or a determination that an Environmental Impact Statement (EIS) is required. This scoping process may be used to scope for the EIS, should an EIS be deemed appropriate. The Air Force will conduct a public scoping meeting from 6:30 to 8:30 p.m., Thursday, March 31, 2005 at the University of Guam, College of Arts and Science, Lecture Hall B, in Mangilao, Guam. Public comments on the scope of the Draft EA, reasonable alternatives that should be considered, anticipated environmental concerns, and actions that might be taken to address these issues are requested. Written comments will also be accepted at the address listed below.

This notice informs the public that the Joint Services Data Exchange (JSDE), in conjunction with the Air Force Space and Missile Systems Center (SMC) NAVSTAR GPS Joint Program Office and the Embedded GPS INS {Inertial Navigation System{time} (EGI) Program Office, will host a U.S. Government-wide Joint Navigation Conference (JNC) at the Rosen Centre, Orlando, FL, 11-14 April 2005. The 2005 JNC will be the largest U.S. military navigation conference of the year. This conference will focus on battlefield applications of GPS and other navigation solutions, as well as advances in Guidance, Navigation, and Control (GN&C), with emphasis on joint development, test, and support, logistics, and integration of the affordable GN&C systems. This is the only Navigation Systems Conference focused exclusively on Warfighter needs, issues, and experiences. Operational user participation is vital to the overall understanding of navigation warfare and is critical to the success of the JNC. The Conference will be held at the For Official Use Only (FOUO) designation and Secret levels. Attendance is restricted to U.S. Government, contractors, and invited Allied personnel. Pursuant to the National Environmental Policy Act (NEPA) of 1969, as amended (42 United States Code 4321, et seq.), the Council on Environmental Quality (CEQ) Regulations for implementing the procedural provisions of NEPA (40 Code of Federal Regulations (CFR) Parts 1500- 1508), and Air Force's Environmental Impact Analysis Process (EIAP) as implemented by 32 CFR Part 989, the United States Air Force (Air Force) is issuing this notice to advise the public of our preparation of an Environmental Impact Statement (EIS) for the Housing Privatization Phase II at Hickam Air Force Base (AFB) and Bellows Air Force Station (AFS), O'ahu, Hawaii (Including Privatization of Housing in Historic Districts Eligible for Inclusion on the National Register of Historic Places). The project will require Section 106 consultation pursuant to the National Historic Preservation Act to run concurrently with the NEPA documentation. The Air Force proposes to transfer 1,332 housing units (1,326 units on Hickam AFB and six units on Bellows AFS) and associated facilities (e.g., sidewalks and roads) to a successful offeror (SO) and implementation of a long-term lease to the SO for land associated with the housing units. The current proposal evaluates four alternatives(1) No Action; (2) Proposed Action: Privatization of remaining housing units on Hickam AFB and Bellows AFS to include the removal of historic homes from the housing inventory (demolition, relocate from the site, redesignation as non-residential units or a combination of these three sub alternatives); (3) privatization of remaining housing units on Hickam AFB and Bellows AFS with terms and conditions to insure preservation of historic property; and (4) privatization of remaining housing units on Hickam AFB and Bellows AFS with the exception of housing units in the historic districts that would remain under Government control. Information: The Air Force, through the 15 Airlift Wing (AW), will conduct a Public Scoping Meeting on February 17, 2005, 6 p.m. at the Best Western Plaza Hotel, 3253 N. Nimitz Highway, Honolulu, Hawaii. The meeting's purpose is to determine the environmental issues and concerns to be analyzed, to solicit comments on the Proposed Action and alternatives, and to solicit input for other alternatives to be considered in the EIS.
