Cost Sharing Cooperative Agreement Applications
The Defense Logistics Agency (DLA) executes the DoD Procurement Technical Assistance Program by awarding cost sharing cooperative agreements to assist states, local governments, private nonprofit organizations, tribal organizations and economic enterprises in establishing or maintaining procurement technical assistance centers (PTACs) pursuant to Chapter 142 of title 10, United States Code. These centers help business firms market their goods and services to the Department of Defense (DoD), other federal agencies, and state and local governments. The Consolidated Security, Disaster Assistance, and Continuing Appropriations Act, 2009 (Pub. L. 110-329) provided funds for the continuance of the program in FY 2009, requiring DoD to make available not less than $3.6 million for applicants that meet the definition of 10 U.S.C 2411 (1) (D).

Certifications and Exemptions Under the International Regulations for Preventing Collisions at Sea, 1972
The Department of the Navy is amending its certifications and exemptions under the International Regulations for Preventing Collisions at Sea, 1972 (72 COLREGS), to reflect that the Deputy Assistant Judge Advocate General (Admiralty and Maritime Law) has determined that USS NEW YORK (LPD 21) is a vessel of the Navy which, due to its special construction and purpose, cannot fully comply with certain provisions of the 72 COLREGS without interfering with its special function as a naval ship. The intended effect of this rule is to warn mariners in waters where 72 COLREGS apply.

Notice of Partially Closed Meeting of the U.S. Naval Academy Board of Visitors
The U.S. Naval Academy Board of Visitors will meet to make such inquiry, as the Board shall deem necessary into the state of morale and discipline, the curriculum, instruction, physical equipment, fiscal affairs, and academic methods of the Naval Academy. The meeting will include discussions of personnel issues at the Naval Academy, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy. The executive session of this meeting will be closed to the public.

In compliance with Section 3506(c)(2)(A) of the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35), DoD announces the proposed extension of a public information collection requirement and seeks public comment on the provisions thereof. DoD invites comments on: (a) Whether the proposed collection of information is necessary for the proper performance of the functions of DoD, including whether the information will have practical utility; (b) the accuracy of the estimate of the burden of the proposed information collection; (c) ways to enhance the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the information collection on respondents, including the use of automated collection techniques or other forms of information technology. The Office of Management and Budget (OMB) has approved this information collection for use through April 30, 2009. DoD proposes that OMB extend its approval for use for three additional years.

U.S. Nuclear Command and Control System Comprehensive Review Advisory Committee
Under the provisions of the Federal Advisory Committee Act of 1972 (5 U.S.C., Appendix, as amended), the Government in the Sunshine Act of 1976 (5 U.S.C. para. 552b, as amended), and 41 CFR para. 102- 3.150, the Department of Defense announces the following Federal Advisory Committee meetings of the U.S. Nuclear Command and Control System Comprehensive Review Advisory Committee will take place. This meeting is a continuation of the meeting originally scheduled to be held on February 3, 2009, that was announced in the Federal Register on January 23, 2009 (74 FR 4142). The February 3, 2009, meeting was rescheduled to February 18, 2009, and then to March 2, 2009. The March 2, 2009, meeting discussion was continued at another meeting that was held on March 31, 2009.

Notice of Intent To Prepare an Environmental Impact Statement for Training Land Purchase at Fort Polk, LA
The U. S. Army intends to prepare an Environmental Impact Statement (EIS) to analyze environmental and socioeconomic impacts connected with the proposed purchase and use of up to 100,000 additional acres of commercial and private lands for training adjacent to Fort Polk. This action will support the training requirements of the Joint Readiness Training Center (JRTC) and the training requirements of Fort Polk's current and future resident units. The EIS will analyze alternatives that are deemed feasible and meet the purpose and need for this Proposed Action.
Revised Non-Foreign Overseas Per Diem Rates
The Per Diem, Travel and Transportation Allowance Committee is publishing Civilian Personnel Per Diem Bulletin Number 263. This bulletin lists revisions in the per diem rates prescribed for U.S. Government employees for official travel in Alaska, Hawaii, Puerto Rico, the Northern Mariana Islands and Possessions of the United States. AEA changes announced in Bulletin Number 194 remain in effect. Bulletin Number 263 is being published in the Federal Register to assure that travelers are paid per diem at the most current rates.

Notice of Public Scoping for the Missouri River Ecosystem Restoration Plan, Missouri River Basin, United States
On Monday, January 26, 2009, the U.S. Department of Defense (DoD), U.S Army Corps of Engineers (USACE), Kansas City and Omaha Districts, issued a Notice of Intent to prepare an Environmental Impact Statement (EIS) for the preparation of the Missouri River Ecosystem Restoration Plan (74 FR 4382). Pursuant to Subsection (a) of Section 5018 of the Water Resources Development Act of 2007 (WRDA 2007), the U.S. Army Corps of Engineers must study actions required to mitigate habitat losses of aquatic and terrestrial habitat, recover federally listed species under the Endangered Species Act and restore ecosystem functions to prevent further declines among other native species. As part of this effort, the Kansas City and Omaha District offices of the U.S. Army Corps of Engineers are hosting public scoping meetings. The first official phase of public scoping will occur from May 1, 2009

Notice of Availability of a Final Supplemental Environmental Impact Statement/Supplemental Environmental Impact Report (SEIS/SEIR), Draft Air Quality Conformity Determination (CD), and Section 404 Clean Water Act for the Port of Los Angeles Channel Deepening Project, Los Angeles, CA
The U.S. Army Corps of Engineers, Los Angeles District (Corps) and the Los Angeles Harbor Department (LAHD) have prepared a joint Final Supplemental Environmental Impact Statement/Supplemental Environmental Impact Report (SEIS/SEIR) for the Port of Los Angeles Channel Deepening Project, Los Angeles County, California. The Corps and the LAHD have reviewed the written and oral comments received during the August 6, 2008 public hearing and during the public comment period for the Draft SEIS/SEIR. The Corps is publishing a Notice of Availability for the Final SEIS/EIR and Draft CD in the Federal Register for public review. The document will also be placed at public libraries in the vicinity of the project area and distributed to the concerned resource agencies and the public who has provided comment on the Draft SEIS/SEIR.
Public Notice Concerning Nationwide Permit 46
In response to a memorandum opinion issued on March 26, 2008, in litigation relating to Nationwide Permit (NWP) 46, the U.S. Army Corps of Engineers (Corps) is removing a sentence in the preamble that was published in the March 12, 2007, final notice for the reissuance of the Nationwide Permits and replacing that sentence and providing additional clarification. The preamble language at issue concerns when a pre-construction notification is required in connection with NWP 46, and we are soliciting comments on the removed sentence, the replacement sentences, and the additional clarification provided in this notice. The Corps is not proposing any changes to the terms and conditions of NWP 46.
