To facilitate Board discussion at its meetings, the Board may not accept oral comments at all meetings. The Board Staff expect that public statements presented at Board meetings will be focused on the Board’s statutory charter and any working group topics. Oral Comments: Speaking times will be confirmed by Board staff on a firstcome/first-served basis. To accommodate as many speakers as possible, oral public comments must be no longer than 3 minutes. Because the Board members may ask questions, reserved times will be approximate. This bulletin lists revisions in the per diem rates prescribed for U.S. Government employees for official travel in Alaska, Hawaii, Puerto Rico, the Northern Mariana Islands and Possessions of the United States. Per Diem Bulletins published periodically in the Federal Register now constitute the only notification of revisions in per diem rates to agencies and establishments outside the Department of Defense. SUMMARY: Under the provisions of the Federal Advisory Committee Act of 
1972 (5 U.S.C., Appendix, as amended), the Government in the Sunshine 
Act of 1976 (5 U.S.C. para. 552b, as amended), and 41 CFR para. 102-
3.150, the Department of Defense announces the following Federal 
Advisory Committee meetings of the U.S. Nuclear Command and Control 
System Comprehensive Review Advisory Committee will take place. This 
meeting is a continuation of the meeting originally scheduled to be 
held on February 3, 2009, that was announced in the Federal Register on 
January 23, 2009 (74 FR 4142). The February 3, 2009, meeting was 
rescheduled to February 18, 2009, and then to March 2, 2009. The March 
2, 2009, meeting discussion was continued at another meeting that was 
held on March 31, 2009.
