The Department of the Army announces the availability of an FEIS that analyzes environmental and socioeconomic impacts resulting from expanding testing and training capabilities at WSMR. The FEIS analyzes the impacts of land use changes that provide for expanded off- road maneuver and facilities to support new testing and training requirements associated with increased Brigade Combat Team (BCT) modernization (formerly known as Future Combat Systems) testing (preferred alternative) and the stationing of a Heavy Brigade Combat Team (HBCT) (or comparable unit) of approximately 3,800 Soldiers. On June 2, 2009, the Secretary of the Army announced a decision not to station an HBCT at WSMR in 2013; however, it was decided to retain the analysis in this FEIS to support implementation of potential future stationing decisions.

DoD is adopting as final, with a minor change, the interim rule that amended the Defense Federal Acquisition Regulation Supplement (DFARS) to implement Section 802(a) of the National Defense Authorization Act for Fiscal Year 2007 and DoD policy requirements. Section 802(a) contains requirements for DoD to assess long-term technical data needs when acquiring major weapon systems and subsystems. DoD policy requires similar assessment for computer software needs.

Section 342(b) of Public Law 103-337, as amended, authorizes the Secretary of Defense to conduct personnel demonstration projects at Department of Defense (DoD) laboratories designated as Science and Technology Reinvention Laboratories (STRLs). The above-cited legislation authorizes DoD to conduct demonstration projects to determine whether a specified change in personnel management policies or procedures would result in improved Federal personnel management. Section 1107 of Public Law 110-181 as amended by section 1109 of Public Law 110-417 requires the Secretary of Defense to execute a process and plan to employ the Department's personnel management demonstration project authorities found in title 5 United States Code (U.S.C.) section 4703 at the STRLs enumerated in 5 U.S.C. 9902(c)(2), as redesignated in section 1105, Public Law 111-84, and 73 Federal Register (FR) 73248 to enhance the performance of these laboratories. The ECBC is listed as one of the designated STRLs.

The U.S. Army Corps of Engineers (Corps) is proposing to revise several existing danger zone and restricted area regulations and to establish four new restricted areas within the Eglin Air Force Base (AFB) facilities and along the Eglin AFB facility shoreline in Florida. The Eglin AFB and Eglin Reservation span over 724 square miles with over 150 miles of waterway boundary. This amendment to the existing regulation is necessary to update their water boundary security plan to provide adequate protection to Eglin personnel and resources.

Extension of Provider Reimbursement Demonstration Project for the State of Alaska

This notice provides an extension of the demonstration project in the State of Alaska for individual provider payment rates. Under the demonstration, payment rates for physicians and other non-institutional individual professional providers in the State of Alaska have been set at a rate higher than the Medicare rate. Further, the enhanced portion of the State of Alaska demonstration that provides for reimbursement of 101 percent of reasonable costs for inpatient and outpatient facilities of Critical Access Hospitals (CAHs) is terminated because it is no longer necessary based on publication of the TRICARE Reimbursement of CAHs final rule (74 FR 44752) on August 31, 2009.

This notice advises interested parties of the extension of a Military Health System (MHS) demonstration project entitled ``TRICARE Demonstration Project for the State of Alaska.'' The original demonstration notice was published on May 18, 2004 (69 FR 28124-28125), and described a demonstration project to exempt the underwriting provisions for the cost of civilian health care in the State of Alaska from the TRICARE managed care support contract for the Western Region. The demonstration was to be conducted for up to 5 years after the start of health care delivery under the contract and therefore, was scheduled to end on March 31, 2009. On February 23, 2009, a notice was published in the Federal Register (74 FR 8068-8069) to extend the demonstration for 1 additional year. As the rulemaking process has not yet been completed, the demonstration project will now be extended for 1 additional year (March 31, 2011).

This notice is to advise interested parties of modifications to and an extension of the demonstration project entitled ``TRICARE Over-the-Counter Drug Demonstration Project.'' The original demonstration notice was published on June 15, 2007 (72 FR 33208; FR Doc. E7-11558) and described a demonstration project to evaluate the costs/benefits and beneficiary satisfaction of providing OTC drugs under the pharmacy benefits program when the selected OTC drugs are determined to be clinically effective. The demonstration was to be conducted until the implementation of the combined TRICARE mail and retail contract (TPharm) which will be November 4, 2009. This demonstration project will now be modified and extended for three additional years (November 4, 2012).
