The National Institute of Standards and Technology (NIST) proposes to withdraw FIPS 198-1, the Keyed-Hash Message Authentication Code (HMAC), from the FIPS series. Prior to the submission of this proposed withdrawal of FIPS 198-1 to the Secretary of Commerce for review and approval, NIST invites comments from the public, users, the information technology industry, and Federal, State, and local governments, and government organizations concerning the withdrawal of this FIPS.

The purpose of this meeting is to review the results of examiners' ratings of applications. Panel members will vote on which applicants merit site visits by examiners to verify the accuracy of quality improvements claimed by applicants. The meeting is closed to the public to protect the proprietary data to be examined and discussed.
Judges Panel of the Malcolm Baldrige National Quality Award
The Judges Panel of the Malcolm Baldrige National Quality Award (Judges Panel) reports the results of the Malcolm Baldrige National Quality Award (Award) activities to the Director of the National Institute of Standards and Technology (NIST) each year, along with its recommendations for the improvement of the Award process. Board of Overseers of the Malcolm Baldrige National Quality Award
The Board of Overseers of the Malcolm Baldrige National Quality Award ("Board of Overseers" or "Board") will meet in open session on Wednesday, June 25, 2025, from 11 a.m. to 4 p.m. eastern time. The purpose of this meeting is for the Board of Overseers to review and discuss the work of the Baldridge Performance Excellence Program to implement improvements to the Malcom Baldrige National Quality Award ("Award"), and to provide recommendations to the Director of the National Institute of Standards and Technology (NIST) as the Board deems necessary. The U.S. Artificial Intelligence Safety Institute (AISI), housed within NIST at the Department of Commerce, requests comments on an updated draft document responsive to Section 4.1(a)(ii) and Section 4.1(a)(ii)(A) of Executive Order 14110 on Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence (AI) issued on October 30, 2023 (E.O. 14110). NIST Consortium for Advancement of Genome Editing
The National Institute of Standards and Technology (NIST) extends the duration of the NIST Consortium for Advancement of Genome Editing (Genome Editing Consortium or Consortium). The Consortium duration was previously through December 1, 2025. NIST is taking this action to provide additional time for interested parties to join the Consortium to further pursue the implementation and achievement of outcomes of the current Consortium activities, as well as to address additional standards needs as defined by the Consortium in qualification of off-target assays and quality of genome editing components. Beginning January 1, 2026 participation fees will increase to $25,000 annually or in-kind contributions of equivalent value. Participants will be required to sign a Cooperative Research and Development Agreement (CRADA).

The U.S. Government National Standards Strategy for Critical and Emerging Technology (USG NSSCET) supports and complements existing private sector-led activities and plans, including the American National Standards Institute (ANSI) United States Standards Strategy (USSS), with a focus on critical and emerging technology (CET). The USG NSSCET Implementation Roadmap outlines immediate and long-term U.S. Government actions to reinforce the U.S. standards system. This Request for Information (RFI) solicits information to inform the Implementation Roadmap actions focused on increasing U.S. participation in standards development and educating the standards workforce. The RFI is also intended to maintain an open dialogue with the CET standards community on opportunities for continued coordination.

Safety Considerations for Chemical and/or Biological AI Models
The U.S. Artificial Intelligence Safety Institute (AISI), housed within the National Institute of Standards and Technology (NIST) at the Department of Commerce, is seeking information and insights from stakeholders on current and future practices and methodologies for the responsible development and use of chemical and biological (chem-bio) AI models. Chem-bio AI models are AI models that can aid in the analysis, prediction, or generation of novel chemical or biological sequences, structures, or functions. Announcing Issuance of Federal Information Processing Standards (FIPS) FIPS 203, Module-Lattice-Based Key-Encapsulation Mechanism Standard, FIPS 204, Module-Lattice-Based Digital Signature Standard, and FIPS 205, Stateless Hash-Based Digital Signature Standard
This notice announces the Secretary of Commerce's approval of three Federal Information Processing Standards (FIPS): FIPS 203, Module-Lattice-Based Key-Encapsulation Mechanism Standard; FIPS 204, Module-Lattice-Based Digital Signature Standard; and FIPS 205, Stateless Hash-Based Digital Signature Standard. These standards specify key establishment and digital signature schemes that are designed to resist future attacks by quantum computers, which threaten the security of current standards. The three algorithms specified in these standards are each derived from different submissions in the NIST post-quantum cryptography standardization project (see https:// csrc.nist.gov/pqc-standardization).
Carbon Dioxide Removal Consortium
The National Institute of Standards and Technology (NIST), an agency of the United States Department of Commerce, in support of efforts to develop standards for carbon dioxide removal, is establishing the Carbon Dioxide Removal Consortium ("Consortium"). The Consortium will bring together stakeholders to identify and address measurement and standards needs related to carbon dioxide removal used to reduce the overall atmospheric carbon dioxide concentration. The Consortium efforts are intended to develop measurement solutions and support the development of widely accepted standards to improve measurement confidence, measurement traceability and comparability of carbon dioxide removal through nature-based, enhanced nature-based, and engineered pathways, with an initial focus on forests and direct air capture. Participants will be required to sign a Cooperative Research and Development Agreement (CRADA).
