The Department of Commerce, in accordance with the Paperwork Reduction Act of 1995 (PRA), invites the general public and other Federal agencies to comment on proposed, and continuing information collections, which helps us assess the impact of our information collection requirements and minimize the public's reporting burden. The National Institute of Standards and Technology (NIST) is extending the period for submitting comments relating to the NIST Artificial Intelligence Risk Management Framework (AI RMF or Framework) through September 15, 2021. In a Request for Information (RFI) that published in the Federal Regster on July 29, 2021 (86 FR 40810), NIST requested information to help inform, refine, and guide the development of the AI RMF. The Framework will be developed through a consensus- driven, open, and collaborative process that will include public workshops and other opportunities for stakeholders to provide input. NIST is extending the comment period announced in the July 29, 2021 RFI from August 19, 2021 to September 15, 2021 in response to stakeholder requests for more time to respond to this important issue.

The National Institute of Standards and Technology (NIST) is developing a framework that can be used to improve the management of risks to individuals, organizations, and society associated with artificial intelligence (AI). The NIST Artificial Intelligence Risk Management Framework (AI RMF or Framework) is intended for voluntary use and to improve the ability to incorporate trustworthiness considerations into the design, development, and use, and evaluation of AI products, services, and systems. The Information Security and Privacy Advisory Board (ISPAB) will meet Tuesday, September 28, 2021 from 1:00 p.m. until 4:30 p.m., Eastern Time. All sessions will be open to the public.

The Judges Panel of the Malcolm Baldrige National Quality Award (Judges Panel) will meet in closed session on Wednesday, August 25, 2021, from 10:30 a.m. to 4:30 p.m. Eastern time. The purpose of this meeting is to review the results of examiners' scoring of written applications. Panel members will vote on which applicants merit site visits by examiners to verify the accuracy of quality improvements claimed by applicants. The meeting is closed to the public in order to protect the proprietary data to be examined and discussed.

The Board of Overseers of the Malcolm Baldrige National Quality Award (Board of Overseers) and the Judges Panel of the Malcolm Baldrige National Quality Award (Judges Panel) will meet in open session on Thursday, June 17, 2021, from 11:00 a.m. to 4:00 p.m. Eastern time. The Board of Overseers, appointed by the Secretary of Commerce, reports the results of the Malcolm Baldrige National Quality Award (Award) activities to the Director of the National Institute of Standards and Technology (NIST) each year, along with its recommendations for the improvement of the Award process. The Judges Panel, also appointed by the Secretary of Commerce, ensures the integrity of the Award selection process and recommends Award recipients to the Secretary of Commerce. The purpose of this meeting is to discuss and review information received from the National Institute of Standards and Technology and from the Chair of the Judges Panel. The agenda will include: Baldrige Program Update, Baldrige Foundation Update, Baldrige Judges Panel Update, Ethics Review, Baldrige Award Process, and New Business/Public Comment.

The National Institute of Standards and Technology (NIST), an agency of the United States Department of Commerce, has designated the Naval Undersea Warfare Center (NUWC) Division Newport as the U.S. Designated Institute (DI) for Underwater Acoustics Measurements to meet the needs of the national security of the United States. This designation is in accordance with the Mutual Recognition Arrangement (MRA) of the Comit[eacute] International des Poids et Mesures (CIPM), to which NIST is a signatory as the National Measurement Institute (NMI) of the United States. Section 6.1 of the MRA allows NIST to designate a laboratory other than itself to participate in the CIPM key comparisons on behalf of its nation and to be responsible for disseminating the national measurement standards relevant to a particular measurand if a substantial and demonstrable scientific need, trade barrier to an industry in the United States, or a national security need is addressed by such designation and such need cannot be addressed by NIST.

The National Advanced Spectrum and Communications Test Network (NASCTN) is hosting a public meeting on LTE impacts to Aeronautical Mobile Telemetry (AMT) as well as field and laboratory LTE waveform measurement on May 12, 2021 at 10:00 a.m.-12:30 p.m. Mountain Daylight Time. The purpose of this meeting is to bring together federal, industry, and academic stakeholders; to disseminate NASCTN's findings; and to share information.

The National Institute of Standards and Technology (NIST) announces that the Manufacturing Extension Partnership (MEP) Advisory Board will hold an open meeting on Wednesday, June 30, 2021.

National Institute of Standards and Technology (NIST)'s Visiting Committee on Advanced Technology (VCAT or Committee) will meet on Tuesday, June 8, 2021, from 10:00 a.m. to 5:00 p.m. Eastern Time.

National Institute of Standards and Technology (NIST)'s Advisory Committee on Earthquake Hazards Reduction (ACEHR or Committee) will hold a virtual meeting via web conference on Tuesday, August 10, 2021, from 1:00 p.m. to 4:00 p.m. Eastern Time. The primary purpose of this meeting is for the Committee to finalize their 2021 biennial report on the effectiveness of the National Earthquake Hazards Reduction Program (NEHRP). The agenda may change to accommodate Committee business. The final agenda and any meeting materials will be posted on the NEHRP website at https://nehrp.gov/.

The National Institute of Standards and Technology (NIST or Institute) invites and requests nomination of individuals for appointment to seven existing Federal Advisory Committees (Committees): Board of Overseers of the Malcolm Baldrige National Quality Award; Judges Panel of the Malcolm Baldrige National Quality Award; Information Security and Privacy Advisory Board; Manufacturing Extension Partnership Advisory Board; National Construction Safety Team Advisory Committee; Advisory Committee on Earthquake Hazards Reduction; and Visiting Committee on Advanced Technology. NIST will consider nominations received in response to this notice for appointment to the Committees, in addition to nominations already received. Registered Federal lobbyists may not serve on NIST Federal Advisory Committees in an individual capacity.

The Chief of the National Institute of Standards and Technology's (NIST) National Voluntary Laboratory Accreditation Program (NVLAP) may approve modifications to a specific Laboratory Accreditation Program (LAP) when a request to modify the LAP is received. Modifications may include addition of tests, types of tests or standards that are directly relevant to the LAP. NVLAP has received a request to revise the name of its Personal Body Armor LAP to the Law Enforcement and Corrections Equipment LAP in order to better encompass the scope of this program. NVLAP has also received a request to expand the technology tested under this program to include rifle testing, helmet testing and shield testing. NIST seeks feedback from the public on these proposed revisions.

On March 15, 2021, the Department of Commerce, published a 30- day public comment period notice in the Federal Register with FR Document Number 2021-05296 (Pages 14313-14314), and on January 7, 2021, published a 60-day public comment period notice with FR Document Number 2021-00056 (Page 1089) seeking public comments for an information collection entitled, ``NIST Associates Information System.'' This document referenced incorrect information in the DATA section, and Commerce hereby issues a correction notice as required by the Paperwork Reduction Act of 1995.

The National Institute of Standards and Technology (NIST) extends the duration of the NIST Consortium for the Advancement of Genome Editing (Genome Editing Consortium or Consortium) to December 1, 2025. NIST will now accept letters of interest to participate in this Consortium on an ongoing basis. The Consortium duration was originally through December 1, 2020, and the deadline for letters of interest was originally January 1, 2020. NIST is taking this action to provide additional time for interested parties to join the Consortium and to ensure the successful implementation and achievement of outcomes of the current Consortium activities, as well as to address additional standards needs as defined by the Consortium.

The National Institute of Standards and Technology (NIST) announces that the Manufacturing Extension Partnership (MEP) Advisory Board will hold an open meeting on Tuesday, February 23, 2021.

The Systems Integration Division of the National Institute of Standards and Technology (NIST) is forming a community of interest (COI) to develop best practices guidelines on how to tailor Natural Language Processing (NLP) tools to engineering text-based data: Technical language processing (TLP). Developed guidelines will be technology and vendor agnostic and will address the current needs of industry to have independent guidelines based on user requirements and measurement science research. The TLP COI wants to advance research and development initiatives to advance TLP smart manufacturing and other industrial applications. The TLP COI is seeking members from government, industry, and academia to create a better synergy between end users, the research community, and solution providers to reduce complexity, cost, and delay of adoption of TLP solutions.
