National Institute of Standards and Technology 2019 – Federal Register Recent Federal Regulation Documents

The National Institute of Standards and Technology (NIST) has been delegated responsibility by the Secretary of Commerce to promulgate regulations concerning the management and licensing of federally funded inventions. Under the Lab-to-Market Cross Agency Priority (CAP) goal co-led with the White House's Office of Science and Technology Policy (OSTP), NIST is initiating an effort to advance the President's Management Agenda and modernize government for the 21st century by assuming the responsibility for and rebuilding the Interagency Edison (iEdison) system for reporting extramural inventions created with federal funding. NIST requests information from the public regarding the current state of the iEdison system, including, but not limited to, specific challenges and recommended improvements. The information received in response to this RFI will inform NIST in developing a redesigned iEdison.

The Board of Overseers of the Malcolm Baldrige National Quality Award (Board) will meet in open session on Tuesday, December 10, 2019. The purpose of this meeting is to review and discuss the work of the private sector contractor, which assists the Director of the National Institute of Standards and Technology (NIST) in administering the Malcolm Baldrige National Quality Award (Award), and information received from NIST and from the Chair of the Judges Panel of the Malcolm Baldrige National Quality Award in order to make such suggestions for the improvement of the Award process as the Board deems necessary. The National Institute of Standards and Technology (NIST) seeks comments on the Preliminary Draft of the NIST Privacy Framework: A Tool for Improving Privacy through Enterprise Risk Management (``Preliminary Draft''). The Preliminary Draft was developed by NIST using information collected through the Request for Information (RFI) that was published in the Federal Register on November 14, 2018, and a series of open public workshops and webinars. NIST developed the Preliminary Draft in collaboration with public and private stakeholders. It is intended for voluntary use to help organizations: Better identify, assess, manage, and communicate privacy risks when designing or deploying systems, products, and services; foster the development of innovative approaches to protecting individuals' privacy; and increase trust in systems, products, and services. The National Institute of Standards and Technology (NIST) is soliciting public comment on a proposed revision to Voluntary Product Standard (PS) 1-09, Structural Plywood. The standard, prepared by the Committee for PS 1, establishes requirements (for those who choose to adhere to the standard) for the principal types and grades of structural plywood and provides a basis for common understanding among producers, distributors, and users of the product. This standard covers the wood species, veneer grading, adhesive bonds, panel construction and workmanship, dimensions and tolerances, marking, moisture content and packaging of structural plywood intended for construction and industrial uses.

The Department of Commerce, as part of its continuing effort to reduce paperwork and respondent burden, invites the general public and other Federal agencies to take this opportunity to comment on proposed and/or continuing information collections, as required by the Paperwork Reduction Act of 1995.

The Judges Panel of the Malcolm Baldrige National Quality Award (Judges Panel) will meet on Wednesday, June 5, 2019, from 9:00 a.m. to 3:30 p.m. Eastern Time. The purpose of this meeting is to discuss and review the role and responsibilities of the Judges Panel and information received from the National Institute of Standards and Technology (NIST) in order to ensure the integrity of the Malcolm Baldrige National Quality Award (Award) selection process. The agenda will include: Judges Panel roles and processes; Baldrige Program updates; new business/public comment; lessons learned from the 2018 judging process; and the 2019 Award process.

The National Institute of Standards and Technology (NIST) will be hosting the second in a series of public workshops on the development of the Privacy Framework: An Enterprise Risk Management Tool (``Privacy Framework'') on May 13-14, 2019 in Atlanta, Georgia. In this two-day event, attendees will have an opportunity to actively engage in facilitated discussions to advance the development of the Privacy Framework. NIST will release a discussion draft of the Privacy Framework prior to the workshop, and will use the breakout sessions at the workshop to inform revisions to the discussion draft.

The National Institute of Standards and Technology (NIST) is soliciting public comment on a proposed revision to Voluntary Product Standard (PS) 20-15, American Softwood Lumber Standard. This standard, prepared by the American Lumber Standard Committee, serves the procurement and regulatory needs of numerous federal, state, and local government agencies by providing for uniform, industry-wide grade- marking and inspection requirements for softwood lumber. The implementation of the standard also allows for uniform labeling and auditing of treated wood and wood packaging materials. As part of a five-year review process, NIST is seeking public comment and invites interested parties to review the revised standard and submit comments.
