The National Institute of Standards and Technology (NIST) announces that the CHIPS Research and Development Office (CHIPS R&D Office) will hold a Standards Summit on Tuesday, September 26, 2023 and Wednesday, September 27, 2023, from 8:30 a.m. to 5:30 p.m. Eastern Time each day. The CHIPS R&D Standards Summit will be held as an in-person and virtual event. This event will bring together CHIPS R&D leaders, standards setting organizations, and industry alliances, domestic and abroad, in the semiconductor domain to identify community priorities for semiconductor and microelectronics standards activities. The summit will be a place to foster collaboration, coordination, and innovation within the semiconductor industry's standards community. This event will facilitate discussions on standards needs, opportunities for standards innovation, and enabling a diverse standards-capable workforce. NIST is seeking information on behalf of the U.S. Department of Commerce and the U.S. Government to support the development of an implementation plan for the United States Government National Standards Strategy for Critical and Emerging Technology (USG NSSCET). The USG NSSCET is intended to support and complement existing private sector- led activities and plans, including the American National Standards Institute (ANSI) United States Standards Strategy (USSS), with a focus on critical and emerging technology(ies) (CET). The USG NSSCET reinforces the U.S. Government's support of a private sector-led, open, consensus-based international standards system, corresponding to the World Trade Organization (WTO) Technical Barriers to Trade (TBT) Committee decision that articulates and elaborates on principles that are fundamental to the development of an international standards: transparency; openness; impartiality and consensus; effectiveness and relevance; and coherence. To inform the USG NSSCET implementation, including how to best partner with relevant stakeholders, NIST is requesting information that will support the identification and prioritization of key activities that will optimize the USG NSSCET implementation and further enhance the U.S. Government's ability to support a private sector-led, open, consensus-based international standards system, to which the U.S. Government is an active stakeholder and participant.

The primary purpose of this meeting is for the Committee members to share and discuss updates on each working group's goals and deliverables, including those of the NAIAC Law Enforcement Subcommittee. The National Institute of Standards and Technology (NIST) is evaluating and improving the specification for achieving interoperability of containerized computational software. Adherence to a specification for Findable, Accessible, Interoperable, and Reusable (FAIR) Containerized Computational Software (FAIR-CCS) enables better reuse of containerized tools in complex data analyses by chaining tools into computational workflows. NIST requests information from the community on approaches to achieving interoperability of containerized software, designing a container manifest file that meets the community needs, and lowering the barrier for constructing such a manifest file. Responses to this RFI will also inform a possible revision of the current approach to achieving FAIR-CCS via a manifest file, the entries in the current manifest file specification of FAIR-CCS, and the current tools that aim at automating adherence to the FAIR-CCS manifest specification. NIST will host a workshop on FAIR-CCS at the times and location indicated below and will discuss the responses to this RFI at the workshop.

The Advisory Committee on Earthquake Hazards Reduction (ACEHR or Committee) will hold an open virtual meeting via web conference on Monday, September 25, 2023, from 1:00 p.m. to 5:00 p.m. Eastern Time. The primary purpose of this meeting is for the Committee to finalize their 2023 Biennial Report on the Effectiveness of the National Earthquake Hazards Reduction Program (NEHRP). The National Institute of Standards and Technology (NIST) announces that the Manufacturing Extension Partnership (MEP) Advisory Board will hold an open meeting on Wednesday, September 13, 2023.

The National Institute of Standards and Technology (NIST) requests comments on three draft Federal Information Processing Standards (FIPS): FIPS 203, Module-Lattice-Based Key-Encapsulation Mechanism Standard, FIPS 204, Module-Lattice-Based Digital Signature Standard, and FIPS 205, Stateless Hash-based Digital Signature Standard. These proposed standards specify key establishment and digital signature schemes that are designed to resist future attacks by quantum computers, which threaten the security of current standards. The three algorithms specified in these standards are each derived from different submissions in the NIST post-quantum cryptography standardization project (see: https://csrc.nist.gov/Projects/post- quantum-cryptography/post-quantum-cryptography-standardizatio n).

The National Construction Safety Team (NCST) Advisory Committee (Committee) will hold an open meeting in-person and via web conference on Thursday, September 7, 2023, from 9:00 a.m. to 5:00 p.m. Eastern Time. The National Institute of Standards and Technology seeks comments on the Draft NIST Plan for Providing Public Access to the Results of Federally Funded Research. NIST is taking steps to make its scientific data and publications more readily available and accessible by the public, as directed in an August 2022 memorandum from the Office of Science and Technology Policy. The NIST Public Access Plan applies to the results of research funded wholly or in part by NIST, presented in peer-reviewed scholarly publications and as research data. This document outlines NIST's plan for implementing new requirements to manage the public access of scientific data and publications. Public comments received on the NIST Public Access Plan will inform NIST as it revises its existing directives to implement the updated Plan.

The National Institute of Standards and Technology (NIST) seeks comments on NIST's Research Data Framework (RDaF or Framework). The RDaF is a tool that aims to help shape the future of open data access and research data management. A broader range of stakeholder views is needed for refining the next version of the RDaF. The National Institute of Standards and Technology (NIST) invites organizations to provide letters of interest describing products and technical expertise to support and demonstrate an applied risk-based approach and recommendations for secure DevOps (software development and operations) and software supply chain practices for the Software Supply Chain and DevOps Security Practices project. This notice is the initial step for the National Cybersecurity Center of Excellence (NCCoE) in collaborating with technology companies to address DevOps and software supply chain security challenges identified under the Software Supply Chain and DevOps Security Practices project. The Department of Commerce (``Department'') seeks nominations for immediate consideration for a Selection Committee that will play an important role in the success of the national semiconductor technology center (``NSTC''), a public private-sector consortium that the Secretary of Commerce will establish under the CHIPS Act. The Selection Committee is responsible for selecting individuals, who will serve as board members and form an independent, non-profit entity that the Department anticipates will serve as the operator of the NSTC. The Department will choose the Selection Committee members from the nominations submitted in response to this FRN. The Selection Committee will act independently of the Department. The Department seeks nominations of individuals for the Selection Committee, who by virtue of their experience and expertise, will identify distinguished, purpose-driven, visionary leaders for the new independent, non-profit entity.

The National Institute of Standards and Technology (NIST), an agency of the United States Department of Commerce, is examining the economic impact and continued need for Hydrometer calibration services as provided to U.S. industry by the Fluid Metrology Group on NIST's campus in Gaithersburg, Maryland. NIST is also interested in whether there is a need for liquid density calibration services not presently offered by NIST. NIST publishes this notice to announce a workshop that will guide NIST planning for the future of its hydrometer calibration capabilities, and to request comments on government and industry interest in and needs for hydrometer calibrations. This is part of the effort to systematically review NIST's Measurement Services to assess gaps and ensure alignment with stakeholders' needs as discussed in the Government Accounting Office report GAO-18-445.
