The National Institute of Standards and Technology (NIST) Information Technology Laboratory (ITL) invites interested U.S. companies to submit letters of interest in collaborating with NIST/ITL on an ongoing basis in the National Cybersecurity Center of Excellence (NCCoE) through partnerships called ``National Cybersecurity Excellence Partnerships'' (NCEPs). Establishment of the Industrial Advisory Committee and Call for Nominations
The Secretary of Commerce (Secretary), in consultation with the Secretary of Defense, the Secretary of Energy, and the Secretary of Homeland Security, announces the establishment of the Industrial Advisory Committee (the Committee) in accordance with the Federal Advisory Committee Act of 1972, as amended, and the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021 (Act). The Committee shall assess and provide guidance to the Secretary, through the National Institute for Standards and Technology (NIST), on matters relating to microelectronics research, development, manufacturing, and policy. NIST invites and requests nominations of individuals for appointment to the Committee. NIST will consider nominations received in response to this notice for appointment to the Committee, in addition to nominations already received.
Study To Advance a More Productive Tech Economy
The National Institute of Standards and Technology (NIST) is seeking information about the public and private sector marketplace trends, supply chain risks, legislative, policy, and the future investment needs of eight emerging technology areas, including: Artificial Intelligence, Internet of Things in Manufacturing, Quantum Computing, Blockchain Technology, New and Advanced Materials, Unmanned Delivery Services, Internet of Things, and Three-dimensional Printing. This Request for Information (RFI) is seeking comments to help identify, understand, refine, and guide the development of the current and future state of technology in the eight emerging technology areas named above. Study on People's Republic of China (PRC) Policies and Influence in the Development of International Standards for Emerging Technologies
The National Institute of Standards and Technology (NIST) is soliciting public comment on People's Republic of China (PRC) policies and influence in the development of international standards for emerging technologies. Section 9414 of the National Defense Authorization Act (NDAA) of 2021 directs NIST to enter into an agreement with an appropriate entity to conduct a study and provide recommendations with respect to the effect of policies of the PRC and coordination among industrial entities within the PRC on international bodies engaged in developing and setting international standards for emerging technologies. NIST is seeking comments to provide information for the study and resulting recommendations. In addition to the specific topic areas found in the Request for Information section of this notice, commenters may provide responses to any other relevant issues. Recommendations on the actions the United States could take to mitigate any undue influence of the PRC and bolster United States public and private sector participation in international standards- setting bodies are also sought. Comments received in response to this request will be used to inform the work of the entity.

Draft of Promoting Access to Voting: Recommendations for Addressing Barriers to Private and Independent Voting for People With Disabilities
The National Institute of Standards and Technology (NIST) requests public comments on the Draft Promoting Access to Voting: Recommendations for Addressing Barriers to Private and Independent Voting for People with Disabilities Document (Draft). The Draft was developed by NIST using information collected through the Request for Information (RFI) that was published in the Federal Register on June 16, 2021; review of reports, papers and other literature; and engagement with stakeholder organizations and election officials. The Draft was developed in response to NIST responsibilities set forth in Executive Order (E.O.) 14019, Promoting Access to Voting. Under section 7 of the E.O., Ensuring Equal Access for Voters with Disabilities, NIST is directed to evaluate the steps needed to ensure that the online Federal Voter Registration Form is accessible to people with disabilities and to analyze barriers to private and independent voting for people with disabilities and make recommendations to remove these barriers. Call for Nominations To Serve on the National Artificial Intelligence Advisory Committee and Call for Nominations To Serve on the Subcommittee on Artificial Intelligence and Law Enforcement
The Secretary of Commerce (Secretary), in consultation with the Director of the Office of Science and Technology Policy, the Secretary of Defense, the Secretary of Energy, the Secretary of State, the Attorney General, and the Director of National Intelligence, shall establish the National Artificial Intelligence Advisory Committee (the NAIAC or the Committee) in accordance with the requirements of Section 5104 of the National Artificial Intelligence Initiative Act of 2020, and in accordance with the Federal Advisory Committee Act, as amended. The Committee shall provide advice to the President and the National Artificial Intelligence Initiative Office on matters related to the National Artificial Intelligence Initiative (Initiative). The purposes of the Initiative are: (1) Ensuring continued United States leadership in artificial intelligence research and development; (2) leading the world in the development and use of trustworthy artificial intelligence systems in the public and private sectors; (3) preparing the present and future United States workforce for the integration of artificial intelligence systems across all sectors of the economy and society; and (4) coordinating ongoing artificial intelligence research, development, and demonstration activities among the civilian agencies, the Department of Defense, and the Intelligence Community to ensure that each informs the work of the others.

Robot Workcell Degradation Technology Exploration With the Manufacturing Extension Partnership National Network Consortium
The National Institute of Standards and Technology (NIST), an agency of the United States Department of Commerce, in support of efforts to verify and validate robot workcell health monitoring methods for use in the manufacturing industry, is establishing the Robot Workcell Degradation Technology Exploration with the Manufacturing Extension Partnership National Network Consortium (``Consortium''). In addition to supporting verification and validation of robot workcell health monitoring methods, the consortium intends to provide NIST with the opportunity to transfer technology to the U.S. manufacturing sector through the Manufacturing Extension Partnership (MEP) National NetworkTM.
Artificial Intelligence Risk Management Framework
The National Institute of Standards and Technology (NIST) is extending the period for submitting comments relating to the NIST Artificial Intelligence Risk Management Framework (AI RMF or Framework) through September 15, 2021. In a Request for Information (RFI) that published in the Federal Regster on July 29, 2021 (86 FR 40810), NIST requested information to help inform, refine, and guide the development of the AI RMF. The Framework will be developed through a consensus- driven, open, and collaborative process that will include public workshops and other opportunities for stakeholders to provide input. NIST is extending the comment period announced in the July 29, 2021 RFI from August 19, 2021 to September 15, 2021 in response to stakeholder requests for more time to respond to this important issue.
