Developing a Privacy Framework
The National Institute of Standards and Technology (NIST) extends the period for submitting written comments on the request for information (RFI) entitled ``Developing a Privacy Framework,'' published on November 14, 2018. The public comment period was originally to close on December 31, 2018; the comment period is extended to now end on January 14, 2019. NIST is taking this action to provide additional time to submit comments because multiple interested parties have expressed difficulty in submitting comments by the original deadline and have asked for an extension.
Workshop on Computational Models for Large Outdoor Fires
NIST announces a workshop on Computational Models for Large Outdoor Fires to be held on Monday, March 04, 2019 to Tuesday, March 05, 2019. The workshop will be open to the public with portions available via web broadcasting. At this workshop, the attendees will discuss the current state of measurement science gaps in implementing computational tools to model large scale outdoor fires, such as those found in the Wildland and Wildland-Urban Interface (WUI) communities.

Developing a Privacy Framework
The National Institute of Standards and Technology (NIST) is developing a framework that can be used to improve organizations' management of privacy risk for individuals arising from the collection, storage, use, and sharing of their information.\1\ The NIST Privacy Framework: An Enterprise Risk Management Tool (``Privacy Framework''), is intended for voluntary use and is envisioned to consist of outcomes and approaches that align policy, business, technological, and legal approaches to improve organizations' management of processes for incorporating privacy protections into products and services. This notice requests information to help identify, understand, refine, and guide development of the Privacy Framework. The Privacy Framework will be developed through a consensus-driven, open, and collaborative process that will include workshops and other opportunities to provide input.

Request for Information Regarding Measurement Science Needs for Water Use Efficiency and Water Quality in Premise Plumbing Systems
Premise plumbing systems are key to the built environment, given that our ability to live and thrive in buildings is highly dependent on efficient and sustainable access to potable water. The design of premise plumbing systems in the U.S. is based in part on decades-old data embodied in building codes, much of which was developed at the National Institute of Standards and Technology (NIST). However, many important factors affecting these systems have changed considerably in recent years. Per capita water demand has declined, new materials have been introduced into plumbing systems, and there are growing concerns regarding human exposure to opportunistic pathogens in plumbing systems and other water quality issues. New information is needed to ensure that premise plumbing systems are designed, installed, and operated such that the goals of water efficiency, water quality, and energy efficiency are considered in an integrated manner. NIST requests information from the public regarding measurement science needs that must be addressed to inform future code revisions, green building standards, and guidance documents in ways that enable safe, reliable and efficient plumbing systems in buildings. Responses to this RFI will assist NIST in its execution of a project to investigate approaches that can reduce water and energy consumption and reduce or prevent water quality problems by informing improvements in plumbing system design, codes and standards.

Hollings Manufacturing Extension Partnership Program; Knowledge Sharing Strategies.
The Hollings Manufacturing Extension Partnership (MEP) Program includes a network of centers located in all 50 States and Puerto Rico, and is a source of trusted advice about new technologies, production techniques and business management practices. In order for the MEP System to grow, improve and have a greater impact on the growth and competitiveness of U.S. manufacturers in the global marketplace, the MEP System needs to transform to an organizationally and operationally integrated MEP National Network. This transformation will require a learning and knowledge sharing infrastructure, which NIST MEP envisions will be stood up as ``The MEP Network Learning and Knowledge Sharing System'' (MEP NLKSS). NIST is requesting information from interested vendors and others on possible designs and implementation of networked learning and knowledge sharing. The responses will inform NIST's planning of the MEP NLKSS, including assisting NIST MEP with the development of the final Statement of Work for a performance-based contract.

The National Institute of Standards and Technology (NIST), U.S. Department of Commerce, is contemplating the grant of an exclusive license in the United States of America, its territories, possessions and commonwealths, to NIST's interest in the invention embodied in U.S. Patent 9,726,553 B2, titled ``Optical Temperature Sensor and Use of Same'' (NIST Docket 13-006) to Fluke Corporation, a subsidiary of Fortive, Inc. The grant of the license would be for manufacture of optical thermometers in all fields.

The Chief of the National Institute of Standards and Technology's (NIST) National Voluntary Laboratory Accreditation Program (NVLAP) announces the termination of the Chemical Calibration: Certifiers of Spectrophotometric NIST Traceable Reference Materials (NTRMs) Program offered by NVLAP. The Chemical Calibration: Certifiers of Spectrophotometric NTRMs Program comprised laboratories that designed, prepared, characterized, certified and distributed NTRM filter reference materials.
Prospective Grant of Exclusive Patent License
The National Institute of Standards and Technology (NIST), U.S. Department of Commerce, is contemplating the grant of an exclusive license throughout the world, to NIST's interest in the invention embodied in PCT Application PCT\US18\20679, titled ``Non-resonant Electron Spin Resonant Probe and Associated Hardware'' (NIST Docket 17- 017) to Global Resonance Technologies, LLC. The grant of the license would be for the manufacture and use of a system for determination of radiation dosimetry.

NIST Consortium for Metrology of Additive Construction by Extrusion (MACE)
The National Institute of Standards and Technology (NIST), an agency of the United States Department of Commerce, is establishing the Metrology of Additive Construction by Extrusion (MACE) Consortium and invites organizations to participate in this Consortium. The Consortium will study the measurement science needs for the successful adoption of additive manufacturing by the construction industry. Announcing Request for Comments on Lightweight Cryptography Requirements and Evaluation Criteria
The National Institute of Standards and Technology (NIST) is requesting comments on a proposed process to solicit, evaluate, and standardize one or more lightweight cryptographic algorithms. Current NIST cryptographic standards were designed to perform well on general- purpose computing platforms, and may not be suitable for some constrained computing environments. This notice is the initial step for the National Cybersecurity Center of Excellence (NCCoE) in collaborating with technology companies to address cybersecurity challenges identified under the healthcare sector program. Participation in the use case is open to all interested organizations.
Request for Information Regarding Federal Technology Transfer Authorities and Processes
The Federal government invests approximately $150 billion annually \1\ in research and development (R&D). For the results of this investment to produce economic gain and maintain a strong national security innovation base, the results must be transferred to private companies to create new products and services. In order to advance the President's Management Agenda to modernize government for the 21st century, including the associated Lab-to-Market cross-agency priority (CAP) Goal in coordination with the White House Office of Science and Technology Policy (OSTP), the National Institute of Standards and Technology (NIST) is initiating an effort to refocus Federal technology transfer on sound business principles based on private investment. NIST requests information from the public regarding the current state of Federal technology transfer and the public's ability to engage with Federal laboratories and access federally funded R&D through collaborations, licensing, and other mechanisms. Responses to this RFI will inform NIST's evaluation of Federal technology transfer practices, policies, regulations, and/or laws that promote the transfer of Federal technologies and the practical application of those technologies, including through commercialization by the private sector. NIST will hold public meetings regarding the initiative and the stakeholder engagement process at the times and locations indicated below.
National Cybersecurity Center of Excellence (NCCoE) Data Integrity Building Block
The National Institute of Standards and Technology (NIST) invites organizations to provide products and technical expertise to support and demonstrate security platforms for two data integrity projects within the Data Integrity Building Block. The two projects are (1) Data Integrity: Identifying and Protecting Assets Against Ransomware and Other Destructive Events and (2) Data Integrity: Detecting and Responding to Ransomware and Other Destructive Events. This notice is the initial step for the National Cybersecurity Center of Excellence (NCCoE) in collaborating with technology companies to address cybersecurity challenges identified under the Data Integrity Building Block. Participation in the building block is open to all interested organizations and organizations may participate in one or both data integrity projects.
