The Advisory Committee on Earthquake Hazards Reduction (ACEHR or Committee), will hold an open meeting via teleconference on Thursday, January 10, 2013 from 1:00 p.m. to 3:00 p.m. Eastern Time. The National Institute of Standards and Technology (NIST) announces a Cloud Computing and Big Data Forum and Workshop to be held on Tuesday, January 15, Wednesday, January 16, and Thursday, January 17, 2013. The format is a two-day forum followed by a one-day hands-on workshop. The NIST Cloud Computing and Big Data Forum and Workshop will bring together leaders and innovators from industry, academia and government in an interactive format that combines keynote presentations, panel discussions, interactive breakout sessions, and open discussion. The forum and workshop are open to the general public. NIST invites organizations to display posters and participate as exhibitors as described in the SUPPLEMENTARY INFORMATION section below.

The Smart Grid Advisory Committee (SGAC or Committee), will meet in open session on Tuesday, December 18, 2012 from 8:30 a.m. to 5:00 p.m. Eastern time and Wednesday, December 19, 2012 from 8:30 a.m. to 12:00 p.m. Eastern time. The National Institute of Standards and Technology (NIST) seeks additional comments on specific sections of Federal Information Processing Standard 140-3 (Second Draft), Security Requirements for Cryptographic Modules, to clarify and resolve inconsistencies in the public comments received in response to the Federal Register (74 FR 91333) notice of December 11, 2009. The draft standard is proposed to supersede FIPS 140-2.

NIST announces the Genome in a Bottle Consortium meeting to be held on Thursday and Friday, August 16 and 17, 2012. The Genome in a Bottle Consortium is planning to develop the reference materials, reference methods, and reference data needed to assess confidence in human whole genome variant calls. A principal motivation for this consortium is to enable performance assessment of sequencing and science-based regulatory oversight of clinical sequencing. The purpose of this meeting is to get broad input from stakeholders about the draft consortium work plan, broadly solicit consortium membership from interested stakeholders, and invite members to participate in work plan implementation.

The National Institute of Standards and Technology (NIST) seeks comments on Draft NISTIR 7823, Advanced Metering Infrastructure Smart Meter Upgradeability Test Framework (Draft NISTIR 7823). This draft document provides an example test framework and conformance test requirements for the firmware upgradeability process for the Advanced Metering Infrastructure (AMI) Smart Meters. The target audience for Draft NISTIR 7823 includes numerous stakeholders in the Smart Grid space, particularly customers, Smart Meter manufacturers, certifying bodies, test labs, and standards development organizations.

On June 3, 2011, the National Institute of Standards and Technology (NIST) held a public meeting on its campus to explore the feasibility of establishing a NIST/Industry Consortium on Neutron Metrology for Soft Materials Manufacturing. The notice stated the membership fees would be on the order of Twenty Thousand ($20,000) per year. The initial term of the consortium was intended to be three years. As a result of the October 3, 2011, public meeting, revisions have been made to the membership fee structure and the initial period of time for the consortium. Also, the consortium is open to a limited number of for-profit and not-for-profit institutions.

This notice changes the National Institute of Standards and Technology's (NIST) Alternative Personnel Management System (APMS) published October 21, 1997 (62 FR 54604, 54606), May 6, 2005 (70 FR 23996), July 15, 2008 (73 FR 40500), and July 21, 2009 (74 FR 35841 and 74 FR 35843) to (1) eliminate the required bonus for employees at the cap of their pay band who are appraised at the top two rating levels, and (2) solidify the three-year probationary period, a hallmark of the original NIST demonstration project and later APMS.

The Advanced Manufacturing National Program Office (AMNPO), housed at the National Institute of Standards and Technology (NIST), announces the second workshop in a series of public workshops entitled ``Designing for Impact: Workshop on Building the National Network for Manufacturing Innovation.''
