Honey from the People's Republic of China: Notice of Rescission of Antidumping Duty New Shipper Review
In response to a request from Tianjin Eulia Honey Co., Ltd. (Tianjin Eulia), the Department of Commerce published in the Federal Register, on January 31, 2006, a notice announcing the initiation of a new shipper review of the antidumping duty order on honey from the People's Republic of China (PRC) covering the period of December 1, 2004, through December 31, 2005. On July 12, 2006, Tianjin Eulia, withdrew its request for a new shipper review. Therefore, we are rescinding this review.
Honey from the People's Republic of China: Initiation of New Shipper Antidumping Duty Reviews
In June 2006, the Department of Commerce (``the Department'') received requests to conduct new shipper reviews of the antidumping duty order on honey from the People's Republic of China (``PRC''). We have determined that these requests meet the statutory and regulatory requirements for the initiation of new shipper reviews.
Rescission of Countervailing Duty Administrative Reviews: Low Enriched Uranium from Germany, the Netherlands, and the United Kingdom
On April 5, 2006, the Department of Commerce (the Department) initiated administrative reviews of the countervailing duty (CVD) orders on low enriched uranium (LEU) from Germany, the Netherlands, and the United Kingdom (UK) for the period January 1, 2005, through December 31, 2005. See Initiation of Antidumping and Countervailing Duty Administrative Reviews and Deferral of Administrative Reviews, 71 FR 17077 (April 5, 2006) (Initiation Notice). The Department is now rescinding the administrative reviews for the 2005 period of review (POR) because these CVD orders have been revoked subsequent to the initiation of these reviews. Notice of Scope Rulings
The Department of Commerce (the Department) hereby publishes a list of scope rulings completed between April 1, 2006, and June 30, 2006. In conjunction with this list, the Department is also publishing a list of requests for scope rulings and anticircumvention determinations pending as of June 30, 2006. We intend to publish future lists after the close of the next calendar quarter.
Export Trade Certificate of Review
The Secretary of Commerce issued an Export Trade Certificate of Review to Balmac International Inc. on December 29, 1992. Because this Certificate Holder has failed to file an annual report as required by law, the Secretary is revoking the certificate. This notice summarizes the notification letter sent to Balmac International Inc.
Stainless Steel Bar from Germany: Final Results of Antidumping Duty Administrative Review
On February 3, 2006, the Department of Commerce (``the Department'') published its preliminary results of the administrative review of the antidumping duty order on stainless steel bar from Germany. The period of review is March 1, 2004, through February 28, 2005. Based on our analysis of the comments received and an examination of our calculations, we have made certain changes for the final results. Consequently, the final results differ from the preliminary results. The final weighted-average dumping margin is listed below in the section entitled ``Final Results of the Review.''
Initiation of Antidumping and Countervailing Duty Administrative Reviews and Request for Revocation in Part
The Department of Commerce has received requests to conduct administrative reviews of various antidumping and countervailing duty orders and findings with June anniversary dates. In accordance with the Department's regulations, we are initiating those administrative reviews. The Department also received a request to revoke two antidumping duty orders in part.
Notice of Extension of Time Limit for the Preliminary Results of Antidumping Duty Administrative Review: Certain Hot- Rolled Carbon Steel Flat Products from Romania
The Department of Commerce is extending the time limit for completion of the preliminary results of the administrative review of the antidumping duty order on certain hot-rolled carbon steel flat products from Romania until October 16, 2006. The period of review is November 1, 2004, through October 31, 2005.
Silicomanganese From Brazil: Notice of Rescission of Antidumping Duty Administrative Review
In response to a request from Eramet Marietta Inc., a domestic producer of silicomanganese, the Department of Commerce initiated an administrative review of the antidumping duty order on silicomanganese from Brazil. The period of review is December 1, 2004, through November 30, 2005. We are now rescinding this review because the sole respondent reported that it had no sales or shipments to the United States during the period of review.
Silicon Metal From the People's Republic of China: Initiation of Antidumping Duty New Shipper Reviews
The Department of Commerce (``Department'') has received timely requests to conduct new shipper reviews of the antidumping duty order on silicon metal from the People's Republic of China (``PRC''). In accordance with section 751(a)(2)(B) of the Tariff Act of 1930, as amended (``the Act'') and 19 CFR 351.214(d), we are initiating reviews for Shanghai Jinneng International Trade Co., Ltd. (``Shanghai Jinneng'') and Jiangxi Gangyuan Silicon Industry Co., Ltd. (``Jiangxi Gangyuan'').

Stainless Steel Wire Rods from India: Notice of Court Decision Not in Harmony
On July 7, 2006, the United States Court of International Trade (CIT) affirmed the Department of Commerce's (the Department's) redetermination on remand of the final results of the antidumping duty administrative review on stainless steel wire rods from India. See Carpenter Technology, Corp. v. United States and Viraj Group, Slip Op. 06-102 (CIT July 7, 2006). The Department is now issuing this notice of court decision not in harmony.
Certain Tin Mill Products from Japan: Continuation of Antidumping Duty Order
As a result of the determinations by the Department of Commerce (the Department) and the International Trade Commission (ITC) that revocation of the antidumping duty order on certain tin mill products from Japan would be likely to lead to continuation or recurrence of dumping and of material injury to an industry in the United States within a reasonably foreseeable time, the Department is publishing notice of the continuation of this antidumping duty order.
Preliminary Results of Full Sunset Review: Cut-to-Length Carbon Steel Plate from Belgium
On November 1, 2005, the Department of Commerce (the Department) initiated a sunset review of the countervailing duty (CVD) order on cut-to-length carbon steel plate from Belgium, pursuant to section 751(c) of the Tariff Act of 1930, as amended (the Act). On the basis of a notice of intent to participate and an adequate substantive response filed on behalf of the domestic interested parties and adequate responses from respondent interested parties, the Department determined to conduct a full sunset review of this CVD order pursuant to section 751(c) of the Act and 19 CFR 351.218(e)(2). As a result of our analysis, the Department preliminarily finds that revocation of the CVD order would be likely to lead to continuation or recurrence of a countervailable subsidy at the level indicated in the ``Preliminary Results of Review'' section of this notice.

Notice of Rescission of Countervailing Duty Administrative Review: Certain Hot-Rolled Carbon Steel Flat Products from India
On March 28, 2006, the Department of Commerce (``the Department'') published a notice of intent to rescind the administrative review of the countervailing duty order on certain hot- rolled carbon steel flat products from India. The review covers Essar Steel, Ltd. (``Essar''). The period of review (``POR'') is January 1, 2005, through December 31, 2005. The Department received no comments concerning the intent to rescind; therefore, we are rescinding the administrative review. We have found that, during the POR, Essar made no shipments of subject merchandise to the United States during the POR.
Certain Hot-Rolled Carbon Steel Flat Products From India: Final Results of Antidumping Duty Administrative Review
On January 12, 2006, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on certain hot-rolled carbon steel flat products (HRS) from India. See Certain Hot-Rolled Carbon Steel Flat Products From India: Preliminary Results of Antidumping Duty Administrative Review, 71 FR 2018 (January 12, 2006) (Preliminary Results). This review covers one producer/exporter of HRS, Essar Steel Ltd. (Essar). The period of review (POR) is December 1, 2003, through November 30, 2004. Based on our analysis of the comments received, we made changes to the preliminary dumping margin calculation. Despite these changes, the calculated dumping margin for these final results does not differ from the dumping margin determined in the Preliminary Results. The final weighted-average dumping margin for the reviewed firm is listed below in the section entitled ``Final Results of Review.''
Fresh Garlic from the People's Republic of China: Final Results of 2004-2005 Semi-Annual New Shipper Reviews
On May 4, 2006, the Department of Commerce (``the Department'') published the preliminary results of new shipper reviews of the antidumping duty order on fresh garlic from the People's Republic of China (``PRC''). See Fresh Garlic from the People's Republic of China: Preliminary Results of 2004-2005 Semi-Annual New Shipper Reviews, 71 FR 26322 (May 4, 2006) (``Preliminary Results''). The merchandise covered by this order is fresh garlic as described in the ``Scope of the Order'' section of this notice. The period of review (``POR'') is November 1, 2004, through April 30, 2005. We invited parties to comment on our Preliminary Results. We received no comments, and no new evidence was placed on the record to cause us to question that determination. Therefore, the final results are unchanged from those presented in the Preliminary Results. The final dumping margins for these reviews are listed in the ``Final Results of the Reviews'' section below.
Stainless Steel Wire Rods From India: Notice of Rescission of Antidumping Duty Administrative Review
On May 19, 2006, the Department of Commerce (The Department) published a notice of its intent to rescind the administrative review of the antidumping duty order on stainless steel wire rods from India for Viraj Alloys, Ltd., Viraj Forgings, Ltd., Viraj Impoexpo, Ltd., Viraj Smelting, Viraj Profiles, and VSL Wires, Ltd. (collective, the Viraj entities), and Mukand Limited (Mukand) due to the lack of suspended entries of merchandise subject to the order during the period December 1, 2004, through November 30, 2005. See Stainless Steel Wire Rods from India: Notice of Intent of Rescind Antidumping Duty Administrative Review, 71 FR 29124 (May 19, 2006). The Department received comments from Mukand and rebuttal comments from the petitioner, Carpenter Technology Corporation, regarding Mukand but did not receive any comments from any parties regarding the Viraj entities. We are now rescinding the administrative review with respect to the Viraj entities and Mukand.
Certain Corrosion-Resistant Carbon Steel Flat Products from Japan: Final Results of Antidumping Duty Administrative Review, and Rescission, In Part
On May 11, 2006, the Department of Commerce (``the Department'') published the preliminary results of the antidumping (``AD'') administrative review of certain corrosion-resistant carbon steel flat products (``CORE'') from Japan. The period of review (``POR'') is August 1, 2004, through July 31, 2005. See Certain Corrosion-Resistant Carbon Steel Flat Products from Japan: Preliminary Results of Antidumping Duty Administrative Review, and Preliminary Intent to Rescind, In part, 71 FR 27450 (May 11, 2006) (``Preliminary Results''). This review covers imports of CORE from Kawasaki Steel Corporation (``Kawasaki'') and Nippon Steel Corporation (``Nippon Steel''). We have found that there were no entries of CORE produced by Kawasaki. Therefore, we are rescinding this review with respect to Kawasaki. Because Nippon Steel chose not to participate in this review, we are applying adverse facts available to Nippon Steel. The Department received no comments concerning our preliminary results; therefore, our final results remain unchanged from our preliminary results. The final results are listed in the section ``Final Results of Review'' below.
Certain Preserved Mushrooms from the People's Republic of China: Final Results and Final Partial Rescission of the Sixth Administrative Review
On March 10, 2005, the Department of Commerce (the ``Department'') published in the Federal Register the preliminary results of the administrative review of the antidumping duty order on certain preserved mushrooms from the People's Republic of China (``PRC''). See Certain Preserved Mushrooms from the People's Republic of China: Partial Rescission and Preliminary Results of the Sixth Administrative Review, 70 FR 11183 (March 6, 2006) (``Preliminary Results''). We provided interested parties an opportunity to comment on the Preliminary Results. Based upon our analysis of the comments and information received, we made changes to certain surrogate value calculation which affect the dumping margin calculation for Raoping Yucun Canned Foods Factory (``Raoping Yucun'') in these final results. We find that certain manufacturers/exporters sold subject merchandise at less than normal value during the period of review (``POR'').

The President's Export Council (PEC) will hold a full Council meeting to discuss topics related to export expansion. The meeting will include discussion of trade priorities and initiatives, PEC subcommittee activity, and proposed letters of recommendation to the President. Ball Bearings and Parts Thereof from France, Germany, Italy, Japan, and the United Kingdom: Final Results of Antidumping Duty Administrative Reviews
On March 9, 2006, the Department of Commerce published the preliminary results of the administrative reviews of the antidumping duty orders on ball bearings and parts thereof from France, Germany, Italy, Japan, and the United Kingdom. The reviews cover 14 manufacturers/exporters. The period of review is May 1, 2004, through April 30, 2005. Based on our analysis of the comments received, we have made changes, including corrections of certain programming and other ministerial errors, in the margin calculations. Therefore, the final results differ from the preliminary results. The final weighted-average dumping margins for the reviewed firms are listed below in the section entitled ``Final Results of the Reviews.''
Certain Hot-Rolled Carbon Steel Flat Products From India: Notice of Intent to Rescind Administrative Review
After initiating a review of the antidumping duty order on certain hot-rolled carbon steel flat products from India covering the period December 1, 2004, through November 30, 2005, the sole respondent, Essar Steel Ltd., claimed it did not ship subject merchandise to the United States during the period of review (POR). Based on record evidence consistent with this claim, the Department of Commerce intends to rescind the instant administrative review.
Export Trade Certificate of Review
On July 11, 2006, The U.S. Department of Commerce issued an amended Export Trade Certificate of Review to Central America Poultry Export Quota, Inc. (``CA-PEQ'').
Tapered Roller Bearings and Parts Thereof, Finished or Unfinished, From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review and Notice of Intent To Rescind in Part
The Department of Commerce (``the Department'') is conducting the eighteenth administrative review of the antidumping duty order on tapered roller bearings and parts thereof, finished or unfinished, (``TRBs'') from the People's Republic of China (``PRC''), covering the period June 1, 2004, through May 31, 2005. We have preliminary determined that sales have not been made below normal value by China National Machinery Import & Export Corporation (``CMC''). If these preliminary results are adopted in our final results of this review, we will instruct U.S. Customs and Border Protection (``CBP'') to assess to antidumping duties on entries of subject merchandise exported by CMC during the period of review (``POR''). We are also preliminary rescinding the review with respect to four exporters because none of these respondents made shipments of subject merchandise during the POR. Interested parties are invited to comment on these preliminary results. We intend to issue the final results no later than 120 days from the date of publication of this notice.
