Fisheries of the Exclusive Economic Zone Off Alaska; Reallocation of Pacific Cod in the Bering Sea and Aleutian Islands Management Area
NMFS is reallocating the projected unused amount of Pacific cod from trawl catcher vessels and from catcher vessels greater than or equal to 60 feet (18.3 meters (m)) length overall (LOA) using pot gear to catcher vessels less than 60 feet (18.3 m) LOA using hook-and-line or pot gear, Amendment 80 vessels, and catcher/processors using hook- and-line gear in the Bering Sea and Aleutian Islands management area (BSAI). This action is necessary to allow the 2024 total allowable catch (TAC) of Pacific cod to be harvested.

Safety Zone; Firework Display Within the Sector Columbia River Captain of the Port Zone
The Coast Guard will enforce safety zone regulations for the City of Richland Lighted Boat Parade Fireworks Display on December 6 and 7, 2024, to provide for the safety of life on navigable waterways during this display. Our regulation for safety zones within the Sector Columbia River Captain of the Port Zone identifies the regulated area for this event in Richland, WA. During the enforcement period, no person may enter or remain in the safety zone unless authorized by the Captain of the Port Sector Columbia River or a designated representative.
Air Plan Approval; Arizona; Yuma 2015 8-Hour Ozone Nonattainment Area; Redesignation Request and Maintenance Plan
The Environmental Protection Agency (EPA) is proposing to approve the State of Arizona's request to redesignate the Yuma nonattainment area from nonattainment to attainment for the 8-hour national ambient air quality standards (NAAQS or "standard") for ozone promulgated in 2015 ("2015 ozone NAAQS"). The EPA is also proposing to approve the "SIP Revision: 2015 Ozone NAAQS, Yuma Redesignation Request and Maintenance Plan" ("Yuma Maintenance Plan" or "Plan") as a revision to the State Implementation Plan (SIP) for the State of Arizona. The Yuma Maintenance Plan includes, among other elements, an emissions inventory consistent with attainment, a maintenance demonstration, contingency provisions, and a motor vehicle emissions budget for the first ten-year maintenance period. With this proposed rulemaking, the EPA is beginning the adequacy process for the 2020, 2030, and 2037 motor vehicle emissions budgets. The EPA is proposing these actions because this SIP revision meets the applicable Clean Air Act (CAA or "the Act") requirements for maintenance plans and because the State has met the requirements under the Act for redesignation of a nonattainment area to attainment with respect to the Yuma 2015 ozone NAAQS nonattainment area ("Yuma area").
Energy Conservation Program: Test Procedures for Residential and Commercial Clothes Washers and Consumer Clothes Dryers
The U.S. Department of Energy ("DOE") proposes to amend the test procedures for residential and commercial clothes washers and consumer clothes dryers to update the test cloth specifications. DOE also proposes to reorganize the test procedures for improved readability. DOE is conducting this rulemaking to address specific issues and to make minor corrections to the current test procedures. However, this rulemaking does not satisfy the statutory requirement that, at least once every 7 years, DOE review the test procedures for clothes washers and consumer clothes dryers. DOE is seeking comment from interested parties on the proposal.
Modernizing Regulations on Sales of Seized Property
This document contains final regulations regarding the sale of a taxpayer's property that the IRS seizes by levy. The final regulations amend existing regulations to better allow the IRS to maximize sale proceeds for the benefit of the taxpayer whose property the IRS has seized and the public fisc. The final regulations affect all sales of property the IRS seizes by levy.
Air Plan Disapproval; Delaware; Removal of Excess Emissions Provisions; Proposed Correction
The Environmental Protection Agency (EPA) is proposing to determine that a portion of an October 23, 2023, final disapproval action of a State implementation plan (SIP) revision submitted by the State of Delaware was in error and to make a correction pursuant to section 110(k)(6) of the Clean Air Act (CAA).
Procedures for Transportation Workplace Drug and Alcohol Testing Programs
The U.S. Department of Transportation (DOT) revises its drug and alcohol testing procedures, as amended by a final rule published on May 2, 2023, to provide temporary qualification requirements for mock oral fluid monitors, provide for consistent requirements by identifying which individuals may be present during an oral fluid collection, and clarify how collectors are to document that a sufficient volume of oral fluid was collected.
Airworthiness Directives; Airbus Helicopters
The FAA proposes to adopt a new airworthiness directive (AD) for all Airbus Helicopters (Airbus) Model AS350B, AS350B1, AS350B2, AS350B3, AS350BA, AS350D, AS355E, AS355F, AS355F1, AS355F2, AS355N, AS355NP, EC130B4, and EC130T2 helicopters. This proposed AD was prompted by a manufacturer assessment that determined additional actions are necessary to improve particle detection for main gearboxes (MGBs) with certain planet gear bearings installed. This proposed AD would require repetitively inspecting the MGB bevel wheel for the presence of particles, repetitively inspecting the MGB magnetic plug for particles, and prohibit installing an affected MGB unless certain requirements are met. These actions are specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference. The FAA is proposing this AD to address the unsafe condition on these products.
Supporting Survivors of Domestic and Sexual Violence; Lifeline and Link Up Reform Modernization
On December 5, 2023, the Federal Communications Commission (Commission) revised Commission rules. That item showed the Commission's adoption of new rules to implement the Safe Connections Act of 2022. When published in the Federal Register, however, an additional change was made that was different from the item adopted by the Commission. This correction reverts the language of the rule to the language as adopted by the Commission.
Mefenoxam; Pesticide Tolerances
This regulation establishes tolerances for residues of mefenoxam in or on Palm, oil. Syngenta Crop Protection, LLC requested these tolerances under the Federal Food, Drug, and Cosmetic Act (FFDCA).
Air Plan Revisions; California; San Diego County Air Pollution Control District and Mojave Desert Air Quality Management District
The Environmental Protection Agency (EPA) is taking final action to approve revisions to the San Diego County Air Pollution Control District (SDCAPCD) and Mojave Desert Air Quality Management District (MDAQMD) portions of the California State Implementation Plan (SIP). These revisions concern negative declarations for the Control Techniques Guidelines (CTG) for the Oil and Natural Gas Industry (Oil and Natural Gas CTG).
Drawbridge Operation Regulation; Sacramento River, Rio Vista, CA
The Coast Guard is temporarily modifying the operating schedule that governs the draw of the California Department of Transportation Rio Vista (State Route 12) highway bridge across the Sacramento River, mile 12.8, at Rio Vista, CA. This action is necessary to allow the bridge owner to complete rehabilitation of the bridge.
North Carolina: Final Authorization of State Hazardous Waste Management Program Revisions
On June 26, 2023, North Carolina submitted to the Environmental Protection Agency (EPA) a complete program revision application seeking authorization of changes to its hazardous waste program under the Resource Conservation and Recovery Act (RCRA), as amended. On July 15, 2024, the EPA published both a direct final action granting North Carolina final authorization for revisions to its federally authorized hazardous waste program, along with a companion proposed rule announcing the EPA's proposal to grant such final authorization. The EPA received two comments during the public comment period. On September 11, 2024, the EPA published a withdrawal of the direct final action so it could respond to the comments before the action went into effect. Today's action responds to comments and publishes the EPA's final determination granting North Carolina authorization of its hazardous waste program revisions.
Public Housing Evaluation and Oversight: Changes to the Public Housing Assessment System (PHAS) and Determining and Remedying Performance Deficiencies
The Public Housing Assessment System (PHAS) governs the assessments, evaluation, and oversight of public housing agencies (PHAs) administering public housing. This proposed rule would revise the weight of PHAS performance indicators to emphasize the importance of occupancy, financial condition, and physical assessments. To the greatest extent possible, scoring indicators would be based on measurable program outcomes and data that is already available to HUD. Additionally, the proposed revisions would allow HUD to respond more quickly and effectively to performance deficiencies when they are first identified, to intervene based on trending performance data, and to delay scoring or assessments when appropriate.
Amendment of Class E Airspace; South Haven, MI
This action amends the Class E airspace at South Haven, MI. This action is the result of an airspace review conducted due to the decommissioning of the Pullman very high frequency omnidirectional range (VOR) as part of the VOR Minimum Operational Network (MON) Program. The geographic coordinates of the South Haven Regional Airport, South Haven, MI, and the name of Cromwell Health Watervliet Community Hospital Heliport, Watervliet, MI, are also being updated to coincide with the FAA's aeronautical database. This action brings the airspace into compliance with FAA orders and supports instrument flight rule (IFR) procedures and operations.
Air Plan Approval; Delaware; Motor Vehicle Inspection and Maintenance Program
The Environmental Protection Agency (EPA) is approving three state implementation plan (SIP) revisions submitted by the State of Delaware through the Delaware Department of Natural Resources and Environmental Control (DNREC) on March 13, 2023. The revisions amend Delaware's emission inspection and maintenance (I/M) program statewide, for the purpose of updating the SIP to include several state rule revisions as amendments to the prior approved SIP. The purpose of these updates is to incorporate regulatory changes that are the result of state law changes, as well as to improve the I/M program and to harmonize the programs operated throughout the state. EPA finds that these revisions to the SIP comply with applicable requirements of the CAA and EPA regulations and that these revisions to the SIP will not interfere with attainment or maintenance of any national ambient air quality standards (NAAQS). EPA is approving these revisions to the Delaware SIP in accordance with the requirements of the Clean Air Act (CAA).
Amendment of Class E Airspace; Claremont, NH
A final rule was published in the Federal Register on October 3, 2024, amending Class E airspace extending upward from 700 feet above the surface for Claremont Municipal Airport, Claremont, NH, as the Claremont Non-directional Beacon (NDB) had been decommissioned, and associated instrument approaches canceled. This action corrects the Claremont Municipal Airport coordinates within the airspace description that contained a typographical error.
Revocation of Class E Airspace; Manchester, NH
A final rule was published in the Federal Register on August 19, 2024, revoking Class E surface airspace for Manchester Boston Regional Airport, Manchester, NH, as the overlying Class C airspace deemed the Class E surface airspace unnecessary. The FAA has determined that withdrawal of the final rule is warranted since this action was inconsistent with the associated notice of proposed rulemaking that referenced Class E surface airspace.
Safety Standard for Infant Support Cushions
The Danny Keysar Child Product Safety Notification Act, section 104 of the Consumer Product Safety Improvement Act of 2008 (CPSIA), requires the U.S. Consumer Product Safety Commission (Commission or CPSC) to promulgate consumer product safety standards for durable infant or toddler products. Under this statutory authority, the Commission is issuing a safety standard for infant support cushions. The Commission is also amending CPSC's consumer registration requirements to identify infant support cushions as durable infant or toddler products and amending CPSC's list of notices of requirements (NORs) to include infant support cushions.
Federal Home Loan Bank System Boards of Directors and Executive Management
The Federal Housing Finance Agency (FHFA or the Agency) is proposing to revise regulations addressing boards of directors and overall corporate governance of the Federal Home Loan Banks (Banks) and the Bank System's Office of Finance (OF) to update and clarify regulatory requirements on a variety of topics including: FHFA's annual designation of Bank directorships; Bank director eligibility and professional qualifications; nomination, election, and removal of Bank directors; the conduct of System board and committee meetings; conflicts of interest; and the respective responsibilities of System boards of directors and executive management.
Broker and Freight Forwarder Financial Responsibility; Extension of Compliance Date
FMCSA proposes to amend its November 16, 2023, final rule, "Broker and Freight Forwarder Financial Responsibility," by extending the compliance date for certain provisions from January 16, 2025, to January 16, 2026. This action is being proposed because FMCSA has determined that only its forthcoming online registration system will be used to accept filings and track notifications, and this functionality will not be added to its legacy systems. As the new system is not expected to be available before January 16, 2025, FMCSA proposes to extend the compliance date to provide regulated entities time to begin using and familiarizing themselves with the system before compliance is required.
Work Zone Safety and Mobility and Temporary Traffic Control Devices
The FHWA amends its regulations that govern traffic safety and mobility in highway and street work zones. The FHWA recognizes that increasing road construction activity on our highways can lead to travel disruptions which could potentially result in congestion and crashes, as well as loss in productivity and public frustration with work zones. The changes will facilitate consideration of the broader safety and mobility impacts of work zones in a more coordinated and comprehensive manner across project development stages.
Airworthiness Directives; ATR-GIE Avions de Transport Régional Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for certain ATRGIE Avions de Transport R[eacute]gional Model ATR42 and ATR72 airplanes. This proposed AD was prompted by a report that a flight deck emergency escape hatch was difficult to open due to the hose ends being connected to the hatch with incorrect parts, which could affect drainage of the hatch. This proposed AD would require inspection of the flight deck emergency escape hatch drain hose for discrepancies and applicable corrective actions, and prohibit accomplishment of maintenance actions using the instructions of certain maintenance tasks, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; ATR-GIE Avions de Transport Régional Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for certain ATRGIE Avions de Transport R[eacute]gional Model ATR42- 500 and ATR72-212A airplanes. This proposed AD was prompted by a report of the possible use of improper material during the manufacturing of vertical stabilizer to horizontal stabilizer junction fittings. This proposed AD would require inspections of affected parts, applicable repairs, and eventual replacement of certain affected parts, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products.
National Flood Insurance Program Installment Payment Plan
The National Flood Insurance Program (NFIP) is a voluntary program in which interested persons can purchase flood insurance for their property, if it is located in a community that participates in the NFIP by adopting and enforcing a set of minimum floodplain management requirements to reduce future flood damages. FEMA is revising the NFIP's regulations to offer NFIP policyholders the option of paying their annual flood insurance premium in monthly installments.
Additions and Revisions of Entities to the Entity List
In this rule, the Bureau of Industry and Security (BIS) amends the Export Administration Regulations (EAR) by adding 40 entities under 42 entries and four addresses under four entries to the Entity List. These entries are listed on the Entity List under the destinations of China, People's Republic of (China) (11), India (5), Malaysia (2), Russia (13), Singapore (1), and Turkey (14). Two entities are added to the Entity List under two destinations, which accounts for the difference in the totals. This final rule also modifies 52 existing entries on the Entity List under the destinations of China, Estonia, Finland, India, Turkey, the United Arab Emirates (UAE), and the United Kingdom. These entities have been determined by the U.S. Government to be acting contrary to the national security or foreign policy interests of the United States. This final rule is being published concurrently with a BIS final rule, "Implementation of Additional Export Controls Against Russia and Belarus Under the Export Administration Regulations (EAR); and Clarifications" (RIN 0694-AJ93), which includes additional changes related to export controls related to Russia and Belarus.
Public Safety and Homeland Security Bureau Announces 15-Business Day Filing Window for Cybersecurity Labeling Administrator and Lead Administrator Applications; Correction
The Federal Communications Commission is correcting the DATES section of a final rule that appeared in the Federal Register on October 21, 2024 announcing a 15-business day filing window for applications from entities seeking designation as a Cybersecurity Labeling Administrator (CLA) and Lead Administrator and also adopting additional requirements for CLAs and Lead Administrators.

Airworthiness Directives; General Electric Company Engines
The FAA proposes to supersede Airworthiness Directive (AD) 2020-20-17 and AD 2021-15-05, which apply to all General Electric Company (GE) Model GE90-110B1 and GE90-115B engines. AD 2020-20-17 prohibits dispatch of an airplane if certain status messages are displayed on the engine indicating and crew alerting system (EICAS) and if certain conditions are present; and as terminating action, requires revision of the existing FAA-approved minimum equipment list (MEL) by incorporating the dispatch restrictions into the MEL. AD 2021-15-05 requires initial and repetitive replacement of the full authority digital engine control (FADEC) integrated circuit (MN4) microprocessor. Since the FAA issued AD 2020-20-17 and AD 2021-15-05, the manufacturer has developed a software revision for the electronic engine control (EEC) FADEC that further mitigates the unsafe condition. This proposed AD would retain all the actions of AD 2020-20-17 and AD 2021-15-05, and it would also require upgrading the EEC FADEC software to an EEC FADEC software version eligible for installation as a terminating action. The FAA is proposing this AD to address the unsafe condition on these products.

Safety Zone; Claytor Lake, Dublin, VA
The Coast Guard will enforce a safety zone in Virginia for portions of Claytor Lake to protect personnel, vessels, and the marine environment from potential hazards created by hazardous debris within the waterway due to a tropical storm. Any vessel in the regulated area must comply with directions from the Coast Guard Patrol Commander or his representative, including a Federal, State, and local officer designated by or assisting the Captain of the Port Virginia (COTP) in the enforcement of the safety zone.
Air Quality State Implementation Plans; Partial Approval, Partial Disapproval and Promulgation; Texas; Regional Haze; Extension of Comment Period
The Environmental Protection Agency (EPA) is extending the comment period for the proposed rule "Air Quality State Implementation Plans; Partial Approval, Partial Disapproval and Promulgation; Texas; Regional Haze" that was published on October 15, 2024. The proposal provided for a public comment period ending November 14, 2024. In response to requests for additional time to develop and submit comments on the proposed rulemaking, the EPA is extending the comment period to December 3, 2024.
Implementation of Additional Export Controls Against Russia and Belarus Under the Export Administration Regulations (EAR); and Clarifications
In this final rule, the Bureau of Industry and Security (BIS) makes changes to the export controls against Russia and Belarus under the Export Administration Regulations (EAR). This final rule expands the scope of the Russian and Belarusian Industry Sector Sanctions by imposing controls on nine key precursors for riot control agents and a chemical weapon that Russia has deployed against Ukraine in violation of the Chemical Weapons Convention (CWC). This final rule also makes adjustments to exclusions, exceptions, and licensing policy for exports, reexports, or transfers (in-country) to certain components of the governments of Country Group A:5 and A:6 destinations that are in Russia and Belarus. Lastly, this final rule clarifies that the Russia/ Belarus-Military End User and Procurement Foreign-Direct Product (FDP) rule and the EAR's other Entity List FDP rules' license requirements extend to or within any destination or to any end user or party that otherwise meets the criteria. This final rule is being published concurrently with a BIS final rule, "Additions and Revisions of Entities to the Entity List" (RIN 0694-AJ94), which includes additional changes related to export controls related to Russia and Belarus.

Marine Mammal Protection Act List of Fisheries for 2025; Reopening Public Comment Period
On September 24, 2024, NMFS published its proposed List of Fisheries (LOF) for 2025, as required by the Marine Mammal Protection Act (MMPA). The original comment period closed on October 24, 2024. In response to requests to extend the public comment period, NMFS is reopening the comment period through December 1, 2024.
Atlantic Surfclam and Ocean Quahog Fisheries; 2025 Fishing Quotas for Atlantic Surfclams and Ocean Quahogs; and Suspension of Atlantic Surfclam Minimum Size Limit
NMFS announces that the quotas for the Atlantic surfclam and ocean quahog fisheries for 2025 will remain status quo. NMFS also suspends the minimum size limit for Atlantic surfclams for the 2025 fishing year. Regulations for these fisheries require NMFS to notify the public of the allowable harvest levels for Atlantic surfclams and ocean quahogs from the Exclusive Economic Zone even if the previous year's quota specifications remain unchanged. The 2025 quotas were previously announced as projected values. This action confirms the final quotas are unchanged from those projections. This action would not result in harm to these fisheries.
Modification of Class D Airspace, Establishment of Class E Airspace; San Bernardino International Airport, San Bernardino, CA
This notice announces an extension of the comment period on an NPRM that proposes to modify Class D airspace and establish Class E airspace at San Bernardino International Airport, San Bernardino, CA. This action is being taken in response to interest by local airspace users in the San Bernardino area, a higher than usual amount of public comment since the initial publication of the NPRM, and the expectation of future comments.
Airworthiness Directives; Various Helicopters
The FAA is adopting a new airworthiness directive (AD) for various helicopters modified by certain supplemental type certificates (STCs) that approve the installation of an emergency float kit or an emergency float with a liferaft kit. This AD was prompted by the results of an accident investigation and subsequent reports of difficulty pulling the emergency float kit activation handle installed on the pilot cyclic. This AD requires repetitively inspecting the pull force on the float activation handle and for certain model helicopters, this AD also requires and replacing certain part-numbered float inflation reservoirs (reservoirs) and pull cable assemblies (cables) with other part-numbered reservoirs and cables. Finally, this AD prohibits installing certain part-numbered reservoirs and cables on specific helicopters. The FAA is issuing this AD to address the unsafe condition on these products.
Air Plan Approval; Forsyth County, North Carolina; Removal of Excess Emissions Provisions
The Environmental Protection Agency (EPA) is approving a State Implementation Plan (SIP) revision submitted by the North Carolina Division of Air Quality (NCDAQ) on behalf of the Forsyth County Office of Environmental Assistance and Protection (FCEAP or Forsyth County) on November 28, 2022. The revision was submitted in response to a finding of substantial inadequacy and SIP call published on June 12, 2015, concerning excess emissions during startup, shutdown, and malfunction (SSM) events. EPA is approving the SIP revision in accordance with requirements for SIP provisions under the Clean Air Act (CAA or Act) and finds that such SIP revision corrects the deficiencies identified in the Forsyth County portion of the North Carolina SIP in the June 12, 2015, SIP Call. EPA is also approving minor and administrative changes to certain regulatory provisions that have been revised by the local agency since EPA's last approval of those provisions.
Airworthiness Directives; Lycoming Engines
The FAA is adopting a new airworthiness directive (AD) for Lycoming Engines (Lycoming) model engines that have a certain connecting rod assemblies installed. This AD was prompted by several reports of connecting rod failures, which resulted in uncontained engine failure and in-flight shutdowns (IFSDs). This AD requires repetitive oil inspections for bronze metal particulates and, if found, additional inspections of the connecting rod bushings for damage, proper fit, movement, and wear, and replacement if necessary. As terminating action to the connecting rod bushing inspections, this AD requires replacement of the connecting rod bushings with parts eligible for installation. The FAA is issuing this AD to address the unsafe condition on these products.
Safety Zone; Corpus Christi Ship Channel, Corpus Christi, TX
The Coast Guard is establishing a temporary safety zone for certain navigable waters of the La Quinta Ship Channel. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by module loadout operations at Kiewit Offshore Services, between the Jewell Fulton Channel and La Quinta Channel Day Beacon 13. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port, Sector Corpus Christi, or a designated representative.
Vessel Incidental Discharge National Standards of Performance; Correction
The U.S. Environmental Protection Agency (EPA) is correcting an error found in the Vessel Incidental Discharge National Standards of Performance final rule. The final rule appeared in the Federal Register on October 9, 2024. This correction removes a footnote superscript number "1" that was included in error, as there is no accompanying footnote text.

The Secretary proposes to amend the regulations related to the Higher Education Act of 1965, as amended (HEA), to provide for the waiver of certain student loan debts. The proposed regulations would specify the Secretary's authority to waive all or part of any student loan debts owed to the Department based on the Secretary's determination that a borrower has experienced or is experiencing hardship related to such a loan.
Rail Transit Roadway Worker Protection
The Federal Transit Administration (FTA) is publishing a final rule for minimum safety standards for rail transit roadway worker protection (RWP) to ensure the safe operation of public transportation systems and to prevent safety events, fatalities, and injuries to transit workers who may access the roadway in the performance of work. This final rule applies to rail transit agencies (RTAs) covered by the State Safety Oversight (SSO) program, SSO agencies (SSOAs), and rail transit workers who access the roadway to perform work. This final rule sets minimum standards for RWP program elements, including an RWP manual and track access guide; requirements for on-track safety and supervision, job safety briefings, good faith safety challenges, and reporting unsafe acts and conditions and near-misses; development and implementation of risk-based redundant protections for workers; and establishment of RWP training and qualification and RWP compliance monitoring activities. RTAs are expected to comply with these Federal standards as a baseline and use their existing Safety Management System (SMS) processes to determine any additional mitigations appropriate to address the level of RWP risk identified. This final rule requires SSOAs to oversee and enforce implementation of the RWP program requirements.

Food Distribution Programs: Improving Access and Parity
This final rule considers public comments submitted in response to the proposed rule revising the Commodity Supplemental Food Program (CSFP), the Food Distribution Program on Indian Reservations (FDPIR), The Emergency Food Assistance Program (TEFAP), and USDA Foods disaster response regulations. This final rule makes access and parity improvements in USDA's food distribution programs to support access for eligible populations and streamline requirements for program operators.
TWIC-Reader Requirements; Second Delay of Effective Date
The Coast Guard is further delaying the effective date for certain facilities affected by the final rule entitled "Transportation Worker Identification Credential (TWIC)Reader Requirements," published in the Federal Register on August 23, 2016. On March 9, 2020, the Coast Guard published a rule, delaying the implementation date to May 8, 2023. In December 2022, Congress statutorily extended the earliest implementation to no sooner than May 8, 2026. With this final rule, we are delaying the implementation date for certain facilities to May 8, 2029. This rule will not affect facilities receiving vessels certificated to carry more than 1,000 passengers.
Foreign Trade Regulations (FTR): Clarification of Filing Requirements Regarding In-Transit Shipments and Other FTR Provisions
The Bureau of the Census (Census Bureau) proposes to amend its regulations to clarify the requirements governing in-transit shipments from foreign countries through the United States that are subsequently exported to a foreign destination. This rulemaking proposes to clarify who is the U.S. Principal Party in Interest (USPPI) and revise the entry number description when goods are entered into the United States for consumption or warehousing, and then stored in a warehouse or storage facility or admitted into a Foreign Trade Zone (FTZ) before being exported. This rule also proposes to clarify that when a customs broker is the USPPI and they are requested to provide information from the customs entry for the filing of the Electronic Export Information (EEI), that they obtain consent from their client, as required in the customs regulations. Additionally, this proposed rule revises several sections, including definitions, mandatory filing requirements, responsibilities of parties to the export transaction, confidentiality, penalties, and voluntary self-disclosures to ensure clarity, accuracy, and consistency throughout the FTR.
Risk-Informed, Technology-Inclusive Regulatory Framework for Advanced Reactors
The U.S. Nuclear Regulatory Commission (NRC) is proposing to revise the NRC's regulations by adding a risk-informed, performance- based, and technology-inclusive regulatory framework for commercial nuclear plants in response to the Nuclear Energy Innovation and Modernization Act (NEIMA). The NRC plans to hold a public meeting to promote full understanding of the proposed rule and facilitate public comments.
