The Department of Energy's National Nuclear Security Administration is providing notice of an update to the advance consent list of countries eligible to receive retransfers from the European Atomic Energy Community ("Euratom") of low enriched uranium, non- nuclear material, equipment, and source material transferred pursuant to Article 8.1(C)(i) of the Agreement for Cooperation in the Peaceful Uses of Nuclear Energy between the United States of America and the European Atomic Energy Community, signed at Brussels November 7, 1995 and March 29, 1996, entered into force April 12, 1996 ("U.S.-Euratom 123 Agreement").
Notice of Update to Advance Consent List
The Department of Energy's National Nuclear Security Administration is providing notice of an update to the advance consent list of countries or destinations eligible to receive retransfers from the United Kingdom of Great Britain and Northern Ireland of byproduct material, non-nuclear material, unirradiated low enriched uranium, unirradiated source material, and equipment subject to Article 6 of the Agreement between the Government of the United States of America and the Government of the United Kingdom of Great Britain and Northern Ireland for Cooperation in Peaceful Uses of Nuclear Energy, done at Washington May 4, 2018, entered into force December 31, 2020 ("U.S.-UK 123 Agreement").
Gulfstream LNG Development, LLC; Amendment to Application for Long-Term Authorization To Export Liquefied Natural Gas to Non-Free Trade Agreement Nations
The Office of Fossil Energy and Carbon Management (FECM) of the Department of Energy (DOE) gives notice (Notice) of receipt of an Amendment to Application (Amendment) filed by GULFSTREAM LNG DEVELOPMENT, LLC (Gulfstream LNG) on March 22, 2024, and corrected on April 4, 2024. Gulfstream LNG is amending its pending Application requesting authorization to export liquefied natural gas (LNG) filed on March 10, 2023, to change the site of its proposed LNG export project in Plaquemines Parish, Louisiana. No other part of the pending Application is affected. Gulfstream LNG filed the Amendment under the Natural Gas Act (NGA).
Energy Conservation Program: Energy Conservation Standards for Miscellaneous Refrigeration Products
The Energy Policy and Conservation Act, as amended ("EPCA"), prescribes energy conservation standards for various consumer products and certain commercial and industrial equipment, including miscellaneous refrigeration products ("MREFs"). In this notice of proposed rulemaking ("NOPR"), DOE proposes new energy conservation standards for MREFs identical to those set forth in a direct final rule published elsewhere in this issue of the Federal Register. If DOE receives adverse comment and determines that such comment may provide a reasonable basis for withdrawal of the direct final rule, DOE will publish a notice of withdrawal and will proceed with this proposed rule.
Energy Conservation Program: Energy Conservation Standards for Miscellaneous Refrigeration Products
The Energy Policy and Conservation Act, as amended ("EPCA"), prescribes energy conservation standards for various consumer products and certain commercial and industrial equipment, including miscellaneous refrigeration products. In this direct final rule, the U.S. Department of Energy ("DOE") is adopting amended energy conservation standards for miscellaneous refrigeration products. DOE has determined that the amended energy conservation standards for these products would result in significant conservation of energy, and are technologically feasible and economically justified.
Commission Information Collection Activities (FERC-725S and FERC 725A); Comment Request; Revision & Extension
In compliance with the requirements of the Paperwork Reduction Act of 1995, the Federal Energy Regulatory Commission (Commission or FERC) is soliciting public comment on the requirements and burden of the information collection FERC-725SMandatory Reliability Standards: Emergency Preparedness and Operations (EOP) Reliability Standards and FERC-725A Mandatory Reliability Standards for the Bulk-Power System. No comments were received in response to the 60-day notice published on February 22, 2024.

Privacy Act of 1974; System of Records
As required by the Privacy Act of 1974 and the Office of Management and Budget (OMB) Circulars A-108 and A-130, the Department of Energy (DOE or the Department) is publishing notice of a modification to an existing Privacy Act System of Records. DOE proposes to amend System of Records DOE-8 Intergovernmental Personnel Act (IPA). This System of Records Notice (SORN) is being modified to align with new formatting requirements, published by OMB, and to ensure appropriate Privacy Act coverage of business processes and Privacy Act information. While there are no substantive changes to the "Categories of Individuals" or "Categories of Records" sections covered by this SORN, substantive changes have been made to the "System Locations," "Routine Uses," and "Administrative, Technical and Physical Safeguards" sections to provide greater transparency. Changes to "Routine Uses" include new provisions related to responding to breaches of information held under a Privacy Act SORN as required by OMB's Memorandum M-17-12, "Preparing for and Responding to a Breach of Personally Identifiable Information" (January 3, 2017). Language throughout the SORN has been updated to align with applicable Federal privacy laws, policies, procedures, and best practices.

The Energy Policy and Conservation Act, as amended ("EPCA"), prescribes energy conservation standards for various consumer products and certain commercial and industrial equipment, including consumer water heaters. EPCA also requires the U.S. Department of Energy ("DOE" or "the Department") to periodically determine whether more stringent standards would be technologically feasible and economically justified, and would result in significant energy savings. In this final rule, DOE is adopting amended energy conservation standards for consumer water heaters. It has determined that the new and amended energy conservation standards for these products would result in significant conservation of energy, and are technologically feasible and economically justified.
Interpretation of Foreign Entity of Concern
On December 4, 2023, the U.S. Department of Energy (DOE or the Department) published in the Federal Register for public comment a proposed interpretive rule on DOE's interpretation of the statutory definition of "foreign entity of concern" (FEOC) in the Infrastructure Investment and Jobs Act, also known as the Bipartisan Infrastructure Law (BIL), which applies to multiple programs related to the battery supply chain. This statutory definition provides that, among other criteria, a foreign entity is a FEOC if it is "owned by, controlled by, or subject to the jurisdiction or direction of a government of a foreign country that is a covered nation." In this final interpretive rule, DOE responds to public comments, clarifying the term "foreign entity of concern" by providing interpretations of the following key terms: "government of a foreign country;" "foreign entity;" "subject to the jurisdiction;" and "owned by, controlled by, or subject to the direction."
Falcon and Amistad Projects-Rate Order No. WAPA-216
The extension of the Colorado River Storage Project Management Center's (CRSP MC) existing Falcon and Amistad projects' firm power formula rate has been confirmed, approved, and placed into effect on an interim basis. The existing formula rate under Rate Schedule Falcon and Amistad Projects' Firm Power Formula Rate is set to expire on June 7, 2024. This rate extension makes no change to the existing formula rate and extends it through June 7, 2029.

Agency Information Collection Extension
EIA invites public comment on the proposed three-year extension, with changes, to the Uranium Data Program (UDP) as required under the Paperwork Reduction Act of 1995. The UDP consists of three surveys: Form EIA-851A Domestic Uranium Production Report (Annual), which collects annual data from the U.S. uranium industry on uranium milling and processing, uranium feed sources, uranium mining, employment, drilling, expenditures, and uranium reserves; Form EIA-851Q Domestic Uranium Production Report (Quarterly), which collects monthly uranium production data that is reported on a quarterly basis; and Form EIA-858 Uranium Marketing Annual Survey, which collects annual data from the U.S. uranium market on uranium contracts and deliveries, inventories, enrichment services purchased, uranium in fuel assemblies, feed deliveries to enrichers, and unfilled market requirements for the current year and the following ten years.
