Through this notice the Bureau of Land Management (BLM) is segregating public lands included in seven rights-of-way applications, serialized as NVNV106386133, for the Leeward Esmeralda (NVNV105848463), Connect Gen Smoky Valley (NVNV105848465), Arevia Gold Dust (NVNV105851657), Invenergy Nivloc (NVNV105851658), NextEra Esmeralda (NVNV105851682), Red Ridge 1 (NVNV105852204) and Red Ridge 2 (NVNV105852205) solar energy projects, from appropriation under the public land laws, including the Mining Law, but not the Mineral Leasing or Material Sales Acts, for a period of up to 2 years from the date of publication of this notice, subject to valid existing rights. This segregation is to allow for the orderly administration of the public lands to facilitate consideration of development of renewable energy resources. The public lands segregated by this notice total 117,384.38 acres.

Montana Regulatory Program/Reclamation Plan
We, the Office of Surface Mining Reclamation and Enforcement (OSMRE), are approving, in part, an amendment to the Montana regulatory program under the Surface Mining Control and Reclamation Act of 1977 (SMCRA or the Act). During the 2019 legislative session, Montana updated its Montana Strip and Underground Mine Reclamation Act codified in the Montana Code Annotated. Accordingly, Montana submitted this amendment to OSMRE on its own initiative. The amendment requires a permit applicant's compliance information to be updated and approved if a bankruptcy or reorganization results in a change of ownership for the applicant. Furthermore, the amendment requires permit owners to provide financial assurance for employee pensions. Lastly, the amendment makes a typographical correction.
Endangered Species Act; Issuance of Enhancement of Survival and Incidental Take Permits for Safe Harbor Agreements, Candidate Conservation Agreements, Conservation Plans, and Scientific Activities; January 1, 2023, Through December 31, 2023
We, the U.S. Fish and Wildlife Service, in accordance with the Endangered Species Act (ESA), provide a list to the public of permits we issued under the ESA during calendar year 2023 for candidate conservation agreements with assurances, safe harbor agreements, habitat conservation plans, and scientific activities. With some exceptions, the ESA prohibits take of listed species unless a Federal permit is issued that authorizes or exempts the taking under the ESA.
Prairie Island Indian Community; Amendments to Liquor Control Ordinance

In accordance with the Paperwork Reduction Act of 1995 ("PRA"), ONRR is proposing to renew an information collection. Alaska Native Claims Selection
The Bureau of Land Management (BLM) hereby provides constructive notice that it will issue an appealable decision approving conveyance of the surface estate in certain lands to Beaver Kwit'chin Corporation for the Native village of Beaver, pursuant to the Alaska Native Claims Settlement Act of 1971 (ANCSA). The subsurface estate in the same lands will be conveyed to Doyon, Limited, when the surface estate is conveyed to Beaver Kwit'chin Corporation.

In accordance with the National Environmental Policy Act of 1969, as amended, and the Alaska National Interest Lands Conservation Act of 1980, as amended, along with other laws as applicable, we, the U.S. Fish and Wildlife Service (FWS), announce the availability of a draft supplemental environmental impact statement (draft supplemental EIS) to consider the effects of a potential land exchange of certain lands owned by the King Cove Corporation with certain lands owned by the U.S. Government and located within the Izembek National Wildlife Refuge and Izembek Wilderness Area. If a land exchange is approved, King Cove Corporation would use the acquired land for a road corridor for noncommercial use. We invite comment on the draft supplemental EIS from the public and local, State, Tribal, and Federal agencies. We will separately be announcing public meetings.

Notice of Availability of the California Offshore Wind Draft Programmatic Environmental Impact Statement
The Bureau of Ocean Energy Management (BOEM) announces the availability of the draft programmatic environmental impact statement (PEIS) for California Offshore Wind. The Proposed Action of the draft PEIS is the identification of programmatic mitigation measures to lessen the environmental impacts of commercial-scale offshore wind energy development in the five lease areas offshore Northern and Central California on the Outer Continental Shelf (OCS). These mitigation measures may be required as conditions of approval for activities proposed within future construction and operations plans (COPs) prepared by leaseholders for approval to begin construction within the lease areas. This PEIS, if finalized and approved, will not result in the approval of any construction and operation activities.
