The Department of Commerce is inviting expressions of interest to serve on the initial Board of Directors of the Corporation for Travel Promotion (Board) from leaders with knowledge of international travel promotion and marketing and who have expertise and experience in specific sectors of the travel and tourism industry. The purpose of the initial Board is to, among other things, serve as incorporators and establish the Corporation for Travel Promotion.

This notice provides the updated Continued Health Care Benefit Program (CHCBP) premiums for Fiscal Year 2011.

This rule provides for Retroactive Stop Loss Special Pay as authorized and appropriated in The Supplemental Appropriations Act, 2009. This program is of short duration, from October 21, 2009, to October 21, 2010. The last day for submission of claims to the Secretaries of the Military Departments for Retroactive Stop Loss Special Pay is October 21, 2010. The Secretaries concerned are not authorized to make payments on claims submitted after October 21, 2010.

This document is a request for comments regarding Section 1003 of the Patient Protection and Affordable Care Act (PPACA), Pub. L. 111- 148, which added Section 2794 to the Public Health Service Act (the PHS Act). Section 2794 of the PHS Act requires the Secretary to work with States to establish an annual review of unreasonable rate increases, to monitor premium increases and to award grants to States to carry out their rate review process. The Department of Health and Human Services (HHS) invites public comments in advance of future rulemaking.

This final rule governs the Short Term Lending Program (STLP), which provides financial assistance in the form of guarantees of short- term revolving lines of credit from Participating Lenders (PLs) to disadvantaged Business Enterprises (DBEs) and other certified small and disadvantaged business (SDBs) in connection with transportation-related contracts at the local, state and federal levels. The program is administered through cooperative agreements between DOT's Office of Small and Disadvantaged Business Enterprise (OSDBU) and Participating Lenders and under the STLP's governing policies and procedures.

In accordance with the requirements of the Privacy Act, OMH proposes to establish a new system of records entitled, ``Minority Health Information Service.'' Under provisions of 42 U.S.C. sec. 300u- 6, the Office of Minority Health (OMH) is charged with maintaining a national minority health resource center to (1) Facilitate exchange of and access to information related to health information, promotion, services and education; (2) assist in analysis of issues and problems with regard to such matters; and (3) provide technical assistance with regard to the exchange of such information. The primary purpose of this system is to collect and facilitate distribution of minority health information to public and professional audiences. In support of this purpose, this system maintains individually identifiable information concerning individuals voluntarily participating in OMH health campaigns and technical assistance programs, and concerning information requested by individually identifiable customers that is maintained to facilitate order tracking and customer service.

In accordance with the Privacy Act of 1974 the Department of Homeland Security proposes to update and reissue an existing Department of Homeland Security system of records notice titled, Transportation Security Administration013 Federal Flight Deck Officer Record System, previously published on August 18, 2003. The Federal Flight Deck Officer Record System contains records necessary for assessment, acceptance, training, participation, and recertification of deputized pilots of commercial air carriers who participate in the Flight Deck Officer Program designed to defend aircraft flight decks against acts of criminal violence or air piracy.

In accordance with the Privacy Act of 1974 the Department of Homeland Security proposes to update and reissue a Department of Homeland Security system of records notice titled, Transportation Security Administration011 Transportation Security Intelligence Service Operations Files previously published on December 10, 2004 to reflect necessary programmatic changes. As a result of the biennial review of this system, modifications are being made to the system of records' categories of individuals, categories of records, routine uses, record source categories, retention and disposal, and notification procedure. The Transportation Security Intelligence Service Operations Filing System contains records on individuals identified in intelligence, counterintelligence, transportation security and information systems security records that relate to the Transportation Security Administration's mission. For example, this system contains information on individuals involved in terrorism or the compromise of classified information.

Pursuant to the Federal Advisory Committee Act of 1972 (5 U.S.C., Appendix), the Sunshine in the Government Act of 1976 (5 U.S.C. 552b), 41 CFR 102-3.65, and 41 CFR 102-3.80 the Department of Defense announces that it has amended the 2008-2010 charter for the Defense Advisory Committee on Women in the Services (hereafter referred to as ``the committee''), and that it intends to renew the committee's charter for another two years effective April 17, 2010.

This proposed action would establish policies and assign responsibilities for health care eligibility under the Secretarial Designee Program. It would also implement the requirement where the United States would receive reimbursement for inpatient health care provided in the United States to foreign military or diplomatic personnel or their dependents, except in certain cases covered by Reciprocal Health Care Agreements (RHCAs) between the Department of Defense and a foreign country.

Under the provisions of the Federal Advisory Committee Act of 1972 (5 U.S.C., Appendix, as amended) and the Sunshine in the Government Act of 1976 (5 U.S.C. 552b, as amended), this notice announces a meeting of the Board of Regents of the Uniformed Services University of the Health Sciences (USU) on May 14, 2010.

In accordance with the Federal Civil Penalties Inflation Adjustment Act of 1990, as amended, this final rule adjusts civil monetary penalties imposed by agencies within USDA to incorporate an inflation adjustment.

Pursuant to the Council on Environmental Quality Regulations (40 CFR part 1500-08) implementing procedural provisions of the National Environmental Policy Act (NEPA), the Department of Labor, Office of the Secretary (OSEC) in accordance with 29 CFR 11.11(d), gives notice that an Environmental Assessment (EA) has been prepared for a proposed Wind Turbine Installation to be located at the Pine Ridge Job Corps Center, 15710 Highway 385, Chadron, NE 69337. Through the EA and consultation with the U.S. Fish and Wildlife and the Nebraska Game and Parks Commission, the proposed plan for the construction of a wind turbine at the Pine Ridge Job Corps Center will have no significant environmental impact. This Preliminary Finding of No Significant Impact (FONSI) will be made available for public review and comment for a period of 30 days.

The Secretary of Health and Human Services (HHS) is issuing this notice pursuant to section 564(b) of the Federal Food, Drug, and Cosmetic Act (FFDCA), 21 U.S.C. 360bbb-3(b)(4). On April 26, 2009, the then Acting Secretary of HHS determined that a public health emergency exists nationwide involving Swine Influenza A (now known as 2009 H1N1 Influenza A, or 2009 H1N1 Influenza) that affects or has significant potential to affect national security. On the basis of this determination, on April 26 and April 27, 2009, the then Acting Secretary declared emergencies justifying the authorization of emergency use of certain in vitro diagnostic, antiviral, and personal respiratory protection products accompanied by emergency use information subject to the terms of any authorization issued by the Commissioner of Food and Drugs (Commissioner) under 21 U.S.C. 360bbb- 3(a). The then Acting Secretary also specified that these declarations are declarations of emergency as defined by former Secretary Michael O. Leavitt in the October 10, 2008 Declaration under the Public Readiness and Emergency Preparedness (PREP) Act for Influenza Antivirals Oseltamivir Phosphate and Zanamavir, as amended, and the December 17, 2008 Declaration under the PREP Act for Pandemic Influenza Diagnostics, Personal Respiratory Protection Devices, and Respiratory Support Devices. The Secretary renewed the then Acting Secretary's determination that a public health emergency exists nationwide involving Swine Influenza A (now known as 2009 H1N1 Influenza) on July 24, October 1, and December 28, 2009, and March 26, 2010. Also on March 26, 2010, the Secretary renewed the then Acting Secretary's declarations of emergency justifying the authorization of emergency use of certain in vitro diagnostic, antiviral, and personal respiratory protection products accompanied by emergency use information subject to the terms of any authorization issued by the Commissioner of Food and Drugs (Commissioner) under 21 U.S.C. 360bbb-3(a).

In compliance with section 3506(c)(2)(A) of the Paperwork Reduction Act of 1995, the Office of the Secretary of the Department of the Interior announces the proposed extension of an information collection required by Office of Management and Budget (OMB) Circular A-45 (Revised): ``Private Rental Survey,'' OMB Control No. 1084-0033, and that it is seeking comments on its provisions. After public review, the Office of the Secretary will submit the information collection to OMB for review and approval.
