U.S. Court of Appeals for the Armed Forces Proposed Rules Changes
This notice announces the following proposed changes to Rules 19(a)(5), 20(e), 21(c)(2), 37(a), 37(b)(2), and 40(b)(3) of the Rules of Practice and Procedure, United States Court of Appeals for the Armed Forces and implementation of a new electronic filing program for public notice and comment. On April 30, 2009, at 74 FR 19947, the Department of Defense published a notice of this same title. The SUMMARY section stated that ``new language is in bold print'' but the notice did not contain bold print. This notice identifies those changes made.
Proposed Renewal of Information Collection: 1090-0007 [Formerly 1505-0191], American Customer Satisfaction Index (ACSI) Government Customer Satisfaction Survey
The Department of the Interior, as part of its continuing effort to reduce paperwork and respondent burden, invites the general public and other Federal agencies to take this opportunity to comment on proposed and/or continuing information collections, as required by the Paperwork Reduction Act of 1995, Public Law 104-13 (44 U.S.C. 3506(c)(2)(A)). Currently, the Federal Consulting Group within the Department of the Interior is soliciting comments concerning the American Customer Satisfaction Index (ACSI) Government Customer Satisfaction Survey. The OMB Control Number is changed due to the recent transfer of the Federal Consulting Group from the Department of the Treasury into the Department of the Interior.
Hospital Preparedness Program (HPP)
This notice sets forth the Secretary's decision to require Hospital Preparedness Program [HPP] cooperative agreement recipients to contribute non-Federal matching funds starting with the FY 2009 funding cycle and each year thereafter. The amount of the cost sharing requirement in FY 2009 will be five percent of the award amount and in FY 2010 and each year thereafter the amount of match will be ten percent of the award amount.

Public Meeting of the Federal Coordinating Council on Comparative Effectiveness Research
Authorized by the American Recovery and Reinvestment Act of 2009 (ARRA), the Federal Coordinating Council for Comparative Effectiveness Research will help coordinate research and guide investments in comparative effectiveness research funded by the Recovery Act. The Coordinating Council is holding this meeting to hear from the public about their views on the Council's activities.

This document is to inform the public of DoD's views regarding the additional public comments that were invited by the document published February 6, 2009 (74 FR 6228), on the final rule issued December 10, 2008 (73 FR 74945). DoD is making no changes to the final rule as implementation of the Temporary Military Contingency Payment Adjustment (TMCPA) included in the final rule will accommodate the major concerns expressed in the additional public comments.

On Monday, March 16, 2009 (74 FR 11090-11091) the Department of Defense announced closed meetings of the Defense Science Board (DSB) Spring quarterly. These meetings have been rescheduled from May 13-14, 2009, to June 3-4, 2009; at the Pentagon.

Privacy Act of 1974; United States Immigration and Customs Enforcement-011 Removable Alien Records System of Records
In accordance with the Privacy Act of 1974, the Department of Homeland Security proposes to amend DHS/ICE-011 Removable Alien Records System to add two new routine uses. These routine uses would allow U.S. Immigration and Customs Enforcement to share information about individuals in ICE detention with entities that seek to provide legal educational and orientation programs. DHS is seeking public comment on these proposed routine uses.

Cost Sharing Cooperative Agreement Applications
The Defense Logistics Agency (DLA) executes the DoD Procurement Technical Assistance Program by awarding cost sharing cooperative agreements to assist states, local governments, private nonprofit organizations, tribal organizations and economic enterprises in establishing or maintaining procurement technical assistance centers (PTACs) pursuant to Chapter 142 of title 10, United States Code. These centers help business firms market their goods and services to the Department of Defense (DoD), other federal agencies, and state and local governments. The Consolidated Security, Disaster Assistance, and Continuing Appropriations Act, 2009 (Pub. L. 110-329) provided funds for the continuance of the program in FY 2009, requiring DoD to make available not less than $3.6 million for applicants that meet the definition of 10 U.S.C 2411 (1) (D).

Revision of Delegations of Authority
This final rule revises certain delegations of authority by the Secretary of Agriculture published at 7 CFR part 2. The Secretary delegates to the Assistant Secretary for Administration authority to serve as the USDA Chief Freedom of Information Act Officer; delegates to the Department of Agriculture Chief Information Officer the authority to appoint the USDA Privacy Act Officer; and, removes those delegations from the Department of Agriculture Director of the Office of Communications.
Vendor Outreach Workshop for Small Businesses in the Northwest Region of the United States
The Office of Small and Disadvantaged Business Utilization of the Department of the Interior is hosting a Vendor Outreach Workshop for small businesses in the northwest region of the United States that are interested in doing business with the Department. The Fish and Wildlife Service, Bureau of Land Management, and U.S. Geological Survey are partnering in this exciting event that will promote small business. This outreach workshop will review market contracting opportunities for the attendees. Business owners will be able to share their individual perspectives with Contracting Officers, Program Managers and Small Business Specialists from the Department. Following the workshop, businesses will also participate in a matchmaking event that will allow businesses to talk with Department representatives during roundtable discussions.

The Research, Education, and Extension Office (REEO) of the Research, Education, and Economics (REE) Mission Area of the Department of Agriculture published a document in the Federal Register on April 1, 2009, concerning written stakeholder input on the preparation of a roadmap for the REEO. The document contained an incorrect word in the background and purpose section which is listed under the supplementary information section of the notice. U.S. Nuclear Command and Control System Comprehensive Review Advisory Committee
Under the provisions of the Federal Advisory Committee Act of 1972 (5 U.S.C., Appendix, as amended), the Government in the Sunshine Act of 1976 (5 U.S.C. para. 552b, as amended), and 41 CFR para. 102- 3.150, the Department of Defense announces the following Federal Advisory Committee meetings of the U.S. Nuclear Command and Control System Comprehensive Review Advisory Committee will take place. This meeting is a continuation of the meeting originally scheduled to be held on February 3, 2009, that was announced in the Federal Register on January 23, 2009 (74 FR 4142). The February 3, 2009, meeting was rescheduled to February 18, 2009, and then to March 2, 2009. The March 2, 2009, meeting discussion was continued at another meeting that was held on March 31, 2009.
