The U.S. Office of Personnel Management is issuing a final rule to correct several minor formatting, spelling, and typographical errors in appendix D to subpart B of part 532Nonappropriated Fund (NAF) Wage and Survey Areas. This document also corrects editorial or printing errors, inconsistencies, and omissions made in previously published rules. The purpose of this rule is not to make policy changes for Federal Wage System (FWS) NAF employees but rather to ensure Appendix D accurately reflects the correct wage area definitions for NAF employees as recommended by the Federal Prevailing Rate Advisory Committee (FPRAC). FWS NAF employees will not be affected by the corrections in this final rule because the lead agency for FWS NAF surveys has followed FPRAC recommended wage area definitions when conducting wage surveys and publishing wage schedules. For the convenience of the reader, Appendix D is being reprinted in its entirety.

The U.S. Office of Personnel Management is issuing a proposed rule that would define Tulsa County, Oklahoma, as an area of application to the Oklahoma, OK, nonappropriated fund (NAF) Federal Wage System (FWS) wage area and Angelina County, Texas, as an area of application to the Dallas, TX, NAF FWS wage area. These changes are necessary because there are NAF FWS employees working in Tulsa and Angelina Counties and the counties are not currently defined to NAF wage areas. In addition, this proposed rule would restore Appendix B to subpart B of part 532Nationwide Schedule of Nonappropriated Fund Regular Wage Schedules by removing, under the State of California, ``Santa Clara,'' which was abolished as a NAF FWS wage area by a final rule published on March 9, 2009.

The Office of Personnel Management (OPM), Employee Services proposes to add an Equal Employment Opportunity Commission (EEOC) form, Demographic Information on Applicants, OMB No. 3046-0046, which is already approved by Office of Management and Budget (OMB), to USAJOBS[supreg] in order to collect the information requested by the form in a central location for the Federal government. Completion of the form by applicants is voluntary. For those who choose to complete the form, however, the collection of the information through USAJOBS will be convenient for the applicant as well as the agency. Additionally, it is consistent with the announced purpose of the form to assist Federal agencies in reassessing and improving their efforts to reach all segments of the population through their recruitment processes. The collection of data through this form also can be used by Federal agencies, along with other demographic information, as part of their organizational self-analyses to determine whether barriers exist that might exclude certain groups. No individual personnel selections will be made based on this information as the information must be kept separate from the application.

The U.S. Office of Personnel Management is issuing a proposed rule that would redefine the geographic boundaries of the Chicago, IL; Fort Wayne-Marion, IN; Indianapolis, IN; Cleveland, OH; and Pittsburgh, PA, appropriated fund Federal Wage System (FWS) wage areas. The proposed rule would redefine Benton County, IN, from the Chicago wage area to the Indianapolis wage area; Carroll and Howard Counties, IN, from the Fort Wayne-Marion wage area to the Indianapolis wage area; and Carroll County, OH, from the Pittsburgh wage area to the Cleveland wage area. These changes are based on recent consensus recommendations of the Federal Prevailing Rate Advisory Committee to best match the counties proposed for redefinition to a nearby FWS survey area. No other changes are proposed for the Chicago, Fort Wayne-Marion, Indianapolis, Cleveland, and Pittsburgh FWS wage areas.

This information collection, ``Health Benefits Election Form'' (OMB Control No. 3206-0160; SF 2809), is used by Federal employees, annuitants other than those under the Civil Service Retirement System (CSRS) and the Federal Employees Retirement System (FERS) including individuals receiving benefits from the Office of Workers' Compensation Programs, former spouses eligible for benefits under the Spouse Equity Act of 1984, and separated employees and former dependents eligible to enroll under the Temporary Continuation of Coverage provisions of the FEHB law (5 U.S.C. 8905a). A different form (OPM 2809) is used by CSRS and FERS annuitants whose health benefit enrollments are administered by OPM's Retirement Operations. General Schedule Locality Pay Areas

On behalf of the President's Pay Agent, the U.S. Office of Personnel Management is issuing final regulations on the locality pay program for General Schedule employees. Originally published on September 28, 2009, as an interim rule with a request for comments, the regulations moved the McGuire Air Force Base, NJ, and Fort Dix, NJ, Philadelphia locality pay area portions of the new Joint Base McGuire- Dix-Lakehurst, from the Philadelphia locality pay area to the New York locality pay area. We received no comments on the interim rule and adopt the final rule without change. We are also adding a corresponding note to the definition of the Philadelphia locality pay area to clarify that the Joint Base is not part of the Philadelphia locality pay area and changing titling of the Portland, OR, locality pay area to correspond to a change in the name of the Portland Metropolitan Statistical Area.

The Office of Personnel Management will hold a public meeting on June 25, 2010, as part of its hiring reform initiative to hear and consider views on whether normal, competitive hiring is an effective avenue for bringing recent college graduates into the Federal workforce. On May 11, 2010, President Obama issued a Memorandum for the Heads of Executive Departments and Agencies in which he stated that ``the Federal Government must recruit and hire highly qualified employees and public service should be a career of choice for the most talented Americans.'' The U.S. Office of Personnel Management (OPM) has completed its annual determination of the States that qualify as Medically Underserved Areas under the Federal Employees Health Benefits (FEHB) Program for calendar year 2011. Changes in the Federal Employees Dental and Vision Insurance Program

The U.S. Office of Personnel Management (OPM) is issuing final regulations on changes in the Federal Employees Dental and Vision Insurance Program (FEDVIP). We are amending the regulations to authorize retroactive enrollment changes when an enrollee has lost his or her spouse through death or divorce or the enrollee's last eligible child dies, marries, or reaches age 22. We are also amending the regulations to add that an individual may enroll 31 days before the enrollee or an eligible family member loses other dental and/or vision coverage. We are amending the regulations to clarify the reference to excluded positions in 5 U.S.C. 8901(1). We are also including in the regulations certain former Senate restaurant employees who were employees of the Architect of the Capitol as individuals who are eligible to elect to continue enrollment in FEDVIP if they are eligible and elect to continue their retirement coverage.
