Solicitation of Topics for Discussion at a Spent Fuel Storage and Transportation Licensing Conference
The U.S. Nuclear Regulatory Commission (NRC) is soliciting input on topics for discussion at a proposed June 23-24, 2010, public meeting entitled, ``Spent Fuel Storage and Transportation Licensing Conference.'' The purpose of the proposed Conference is to discuss areas of improvement for spent fuel storage and transportation licensing activities conducted under 10 CFR part 71 and 10 CFR part 72. This solicitation will provide potential discussion topics on opportunities to improve interactions between staff and industry that could be more effective and efficient. Conference participants will be encouraged to interact with the NRC staff and with colleagues to discuss insights on the potential topics for discussion.
Agency Information Collection Activities: Submission for the Office of Management and Budget (OMB) Review; Comment Request
The NRC has recently submitted to OMB for review the following proposal for the collection of information under the provisions of the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35). The NRC hereby informs potential respondents that an agency may not conduct or sponsor, and that a person is not required to respond to, a collection of information unless it displays a currently valid OMB control number. The NRC published a Federal Register Notice with a 60-day comment period on this information collection on October 14, 2009.

The NRC invites public comment about our intention to request the OMB's approval for renewal of an existing information collection that is summarized below. We are required to publish this notice in the Federal Register under the provisions of the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35).
Sherwood Martinelli; Receipt of Petition for Rulemaking
The Nuclear Regulatory Commission (NRC) is publishing for public comment a notice of receipt of a petition for rulemaking, dated December 23, 2009, which was filed with the NRC by Sherwood Martinelli. The petition was docketed by the NRC on December 24, 2009, and has been assigned Docket No. PRM-50-94. The petitioner requests that the NRC amend its regulations regarding the domestic licensing of production and utilization facilities. Specifically, the petitioner requests that the NRC revise its regulations as they relate to decommissioning and decommissioning funding.
Office of New Reactors: Interim Staff Guidance on Assessing Ground Water Flow and Transport of Accidental Radionuclide Releases; Solicitation of Public Comment
The NRC is soliciting public comment on its Proposed Interim Staff Guidance (ISG) DC/COL-ISG-014 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML091320560). The purpose of this ISG is to provide Combined License (COL) and Design Certification (DC) applicants additional clarity and guidance for the application of Sections 2.4.12 and 2.4.13 of the Standard Review Plan (SRP), NUREG 0800 ``Standard Review Plan for the Review of Safety Analysis Reports for Nuclear Power Plants.'' Specifically, this ISG would revise the staff guidance in SRP Sections 2.4.12 and 2.4.13 regarding the assessment of ground water flow and transport of accidental radionuclide releases necessary to demonstrate compliance with the requirements of Title 10 of the Code of Federal Regulations, Part 100 (10 CFR 100) and Appendix B to 10 CFR part 20 on effluent concentration limits. The NRC staff issues DC/COL-ISGs to facilitate timely implementation of current staff guidance and to facilitate activities associated with review of applications for DCs and COLs by the Office of New Reactors. The NRC staff will also incorporate the approved DC/ COL-ISG-014 into the next revision of the SRP and related guidance documents.
Office of New Reactors: Interim Staff Guidance on Assessing the Consequences of an Accidental Release of Radioactive Materials From Liquid Waste Tanks; Reopening of Comment Period
The NRC published a request for public comment in the Federal Register on May 4, 2009, on proposed Interim Staff Guidance (ISG) DC/ COL-ISG-013, ``Assessing the Consequences of an Accidental Release of Radioactive Materials from Liquid Waste Tanks'' (Agencywide Documents Access and Management System (ADAMS) Accession No. ML090830488). The NRC has completed a related ISG, DC/COL-ISG-014, ``Assessing Ground Water Flow and Transport of Accidental Radionuclide Releases,'' and is making it available for public comment by separate document published today in the Federal Register. The NRC believes that the public will be better served by being able to review and comment on both documents at this time. This action is necessary to reopen the comment period for ISG DC/COL-ISG-013.

Office of New Reactors; Proposed Revision to Standard Review Plan, Section 14.3.12 on Physical Security Hardware Inspections, Tests, Analyses, and Acceptance Criteria
The NRC is soliciting public comment on NUREG-0800, ``Standard Review Plan for the Review of Safety Analysis Reports for Nuclear Power Plants,'' on a proposed Revision 1 to Standard Review Plan (SRP), Section 14.3.12 on ``Physical Security HardwareInspections, Tests, Analyses, and Acceptance Criteria,'' (Agencywide Documents Access and Management System (ADAMS) Accession No. ML093080140). The Office of Nuclear Security and Incident Response (NSIR) is revising SRP Section 14.3.12 (Enclosure 1), which updates the initial issuance of this section, dated March 2007, to reflect the changes of the recently issued Title 10 of the Code of Federal Regulations, Part 73, Power Reactor Security Rule (published in the Federal Register (FR) on March 27, 2009 (74 FR 13926)). The previous version of this SRP section was published in March 2007 as an initial issuance (ADAMS Accession No. ML070660628).
