NARA is giving public notice that the agency proposes to request extension of two currently approved information collections. The first information collection is the Applicant Background Survey, NA Form 3035, which is used to obtain source of recruitment, ethnicity, race, and disability data on job applicants. The information is used to determine if the recruitment is effectively reaching all aspects of the relevant labor pool. The information is also used to determine if there are proportionate acceptance rates at various stages of the recruitment process. The second information collection is the Personal Identity Verification (PIV) Request, NA Form 6006, used by NARA employees, on- site contractors, volunteers, Foundation members, Interns, and others in order to obtain a Federal Identity Card (FIC). The public is invited to comment on the proposed information collection pursuant to the Paperwork Reduction Act of 1995.

This final rule revises NARA's policy on the inspection of personal property in the possession of a contractor, employee, student intern, visitor, volunteer or other person on NARA properties. Because NARA's current regulations apply specifically only to visitors on NARA property, the final rule clarifies that all persons arriving on, working at, visiting, or departing from NARA property are subject to the inspection of their personal property. The final rule also amends NARA's current regulations to include additional properties under NARA control. This rule will affect members of the public, members of Federal agencies, NARA employees, NARA contract-employees and NARA volunteers.

NARA is further modifying the research room hours at its facilities in the Washington, DC, area to retain, on a monthly basis, Saturday and some evening hours. We are taking this action in response to the many comments received on the interim final rule on this subject published in July. As noted in the previous rulemaking, NARA is reducing the research room hours as one of several measures the agency must take in Fiscal Year 2007 to ensure that our expenditures are in line with our expected resources. This regulation will affect individuals who use our archival research rooms in the National Archives Building and National Archives at College Park facility.

The National Archives and Records Administration (NARA) is removing Information Security Oversight Office (ISOO) regulations on the general guidelines for systematic declassification review of foreign government information. Following the issuance of Executive Order 12958 (Classified National Security Information) on April 17, 1995, and its amendment on March 25, 2003, the General Guidelines for Systematic Declassification Review of Foreign Government Information, became obsolete. The final rule will affect Federal agencies.

NARA is revising its regulations with respect to research room and museum hours at its facilities in the Washington, DC, area. The operating costs for these facilities have been increasing every year, particularly for staffing, security services and utilities. In these times of fiscal restraint, NARA has determined reluctantly that it is necessary to curtail service during time frames when only a small percentage of our users are present to ensure that we are able to provide quality services to customers during the times of greatest public use while we are also conducting other mission-critical duties. This regulation will affect individuals who use our archival research rooms in the National Archives Building and National Archives at College Park facility, and individuals who visit the National Archives Experience and the Rotunda exhibits in the National Archives Building. This rule also makes minor edits to related provisions, which are discussed in the SUPPLEMENTARY INFORMATION section, and adds the archival research room at the National Personnel Records Center to our list of research facilities.

The third information collection is used for requesting permission to film, photograph, or videotape at a NARA facility for news purposes. The fourth information collection is a form, Independent Researcher Listing Application, NA 14115, used by independent researchers to provide their contact information.
