The Federal Highway Administration (FHWA) is issuing this notice to advise the public that an Environmental Impact Statement (EIS) will be prepared for a proposed transportation project in Dickson County, Tennessee.

This notice announces actions taken by the FHWA and other Federal agencies that are final within the meaning of 23 U.S.C. 139(l)(1). The actions relate to various proposed highway projects in the State of Utah. Those actions grant licenses, permits, and approvals for the projects.

As required under section 1604(b)(6) of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), this proposed rule specifies the interoperability requirements for automated toll collection systems for the facilities that are tolled under any of the tolling programs contained in section 1604 of SAFETEA-LU. Specifically, this notice proposes to require facilities operating with authority under section 1604 of SAFETEA-LU to use electronic toll collection systems and for these systems to address their interoperability with other toll facilities. Although a nationwide interoperability standard has not yet been established, this proposed rule seeks to accelerate progress toward achieving nationwide interoperability by requiring these facilities to upgrade their electronic toll collection systems to the national standards whenever adopted. This document also provides notice of public meetings on this proposed regulation.

Pursuant to the National Environmental Policy Act (NEPA) of 1969, the Federal Highway Administration has made available for public review and comments a Draft Environmental Impact Statement (DEIS) for the Blue Water Bridge Plaza Study. The DEIS describes and presents the environmental effects of the three alternatives, the No-Build Alternative and three Build Alternatives. A public hearing will be held to receive comments from individuals and organizations on the DEIS.

This notice rescinds the previous Notice of Intent (issued January 13, 1997) to prepare an Environmental Impact Statement for a proposed highway project between Interstate 79 and the Mon/Fayette Expressway, southwest of the city of Pittsburgh.

This notice is a revision of the July 11, 2007 Notice of Intent (Federal Register Volume 72, Number 132, Page 37814) which advised that an Environmental Impact Statement (EIS) will be prepared for a project in San Diego, California. The purpose of this revised notice is to advise agencies and the public that environmental review, consultation, and any other action required in accordance with applicable Federal laws for this project is being, or has been, carried out by the California Department of Transportation (Caltrans) under its assumption of responsibility, pursuant to 23 U.S.C. 327.

Section 1114 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) (Pub. L. 109-59; 119 Stat. 1144) continued the highway bridge program to enable States to improve the condition of their highway bridges over waterways, other topographical barriers, other highways, and railroads. Section 1114(f) amends 23 U.S.C. 144 by adding subsection (r), requiring the Secretary of Transportation (Secretary) to publish in the Federal Register a report describing construction materials used in new Federal-aid bridge construction and bridge rehabilitation projects.

The FHWA invites public comments about our intention to request the Office of Management and Budget's (OMB) approval for renewal and change of title of an existing information collection that is summarized below under Supplementary Information. We are required to publish this notice in the Federal Register by the Paperwork Reduction Act of 1995. As part of FHWA's ongoing effort to reduce the overall burden on the public, four currently approved information collections associated with the accommodation or relocation of utility facilities in the right-of-way of highway facilities are being combined into a single collection (2125-0519) with a new title of Utility Adjustments, Agreements, Eligibility Statements, and Accommodation Policies. Since each collection involves information regarding Federal regulations on utilities, this request will allow FHWA to streamline the collection process for the respondents with the ultimate goal of lowering the overall information collection burden. In addition to the proposed burden-hour reductions, by combining these collections, FHWA will be in a position to communicate collection activity from the respondents in one process, thus allowing for greater efficiency for both FHWA and the public. The actions relate to a proposed highway project, United States Highway 281 (US 281), north of San Antonio, beginning at Loop 1604 and heading north to Borgfeld Road in Bexar County in the State of Texas. Those actions grant licenses, permits, and approvals for the project.

The FHWA hereby gives notice that it intends to prepare an EIS for the proposed preservation of right-of-way for the construction of projects that would increase surface transportation capacity (additional travel lanes, intersection improvements) and improve operating conditions and safety (access management improvements) for both near-term and long-term needs. This EIS is being prepared and considered in accordance with the National Environmental Policy Act (NEPA) of 1969, regulations of the Council on Environmental Quality (40 CFR parts 150-1508), and FHWA regulations, guidance and policy. Anticipated Federal approvals/actions needed for this project to be constructed include permits for sections 401 and 404 of the Clean Water Act (U.S. Army Corps of Engineers) and compliance with section 4(f) of the Department of Transportation Act, section 7 of the Endangered Species Act and section 106 of the national Historic Preservation Act. The FHWA is issuing this notice to advise the public that a Supplemental Final Environmental Impact Statement (Supp. FEIS) will be prepared for the proposed relocation of U.S. 74 from U.S. 129 in Robbinsville to NC 28 in Stecoah, Graham County, North Carolina. The proposed project would be the construction of a four-lane divided highway approximately 11 miles in length. This project is identified as TIP Project No. A-9 B&C.

The FHWA hereby gives notice that it intends to prepare an EIS for the proposed addition of lanes and other reconstruction improvements to approximately 16 miles of I-84 between the Karcher Interchange in Canyon County and Five Mile Road in Ada County, Idaho. The environmental study will evaluate the potential impacts of design alternatives for future construction of the additional lanes and several associated staged improvement projects of this highway segment. This EIS is being prepared and considered in accordance with the National Environmental Policy Act (NEPA) of 1969, regulations of the Council on Environmental Quality (40 CFR parts 1500-1508), and FWHA regulations, guidance and policy. Anticipated Federal approvals/actions needed for this project to be constructed include permits for Sections 401 and 404 of the Clean Water Act (U.S. Army Corps of Engineers) and compliance with Section 106 of the National Historic Preservation Act.
