The FHWA is issuing this notice to advise the public that an Environmental Impact Statement (EIS) will be prepared for a project in San Diego, California.

Section 6005 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) provided FHWA the authority to allow up to five States to assume the Secretary's responsibilities for the environmental review, consultation, and other actions pertaining to the review or approval of highway projects. In selecting States for the five available slots in the pilot program, Congress gave priority to the selection of the States of Alaska, California, Ohio, Oklahoma, and Texas. However, at this time, two States, Ohio and Texas, have declined to participate in the pilot program. Accordingly, this notice solicits applications from all other States for participation in this pilot program.

The FHWA is issuing this notice to advise the public that an environmental impact statement will be prepared for a proposed highway project to improve the U.S. 64 and U.S. 601 corridors in the vicinity of Mocksville and Davie County, North Carolina. (TIP Project R-3111)

The Federal Highway Administration (FHWA) in a joint venture with the Arkansas State Highway and Transportation Department (AHTD) and the River Valley Regional Intermodal Facilities Authority (RVRIFA), is issuing this notice to advise the public of its intent to prepare a SDEIS for developing a regional intermodal facility in the Arkansas River Valley. The U.S. Army Corps of Engineers (USACE) is functioning as a Cooperating Agency for this project and plans to adopt the River Valley Regional Intermodal Facilities Environmental Impact Statement upon completion. This notice announces actions taken by the Federal Highway Administration (FHWA) and other Federal agencies that are final within the meaning of 23 U.S.C. 139(l)(1). These actions relate to the proposed construction of the approximately 24-mile-long Yuma Area Service Highway, which has been designated as State Route 195 by the State Transportation Board in Arizona. This includes new roadway from the planned commercial International Port of Entry, located near San Luis, Arizona on the US/Mexico border, to Interstate 8. The alignment follows Avenue E north for about 2 miles to County 23rd Street, east on County 23rd Street for about 8 miles, north for about 9 miles within the westernmost portion of the Barry M. Goldwater Range, and continues north for about 3.5 miles between Avenue 6E and Avenue 7E to the existing Interstate 8/Araby Road Traffic Interchange. The actions being taken grant approvals for the project.

The FHWA invites public comments about our intention to request the Office of Management and Budget's (OMB) approval for renewal of an existing information collection that is summarized below under SUPPLEMENTARY INFORMATION. The FHWA is issuing this notice to advise the public that an Environmental Impact Statement (EIS) will be prepared for the proposed improvement of USH 14/STH 11 between Janesville, in Rock County, and IH 43 near Darien, in Walworth County, Wisconsin.

Section 5207 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) established the Surface Transportation Environment and Planning Cooperative Research Program (STEP). The general objective of the STEP is to improve understanding of the complex relationship between surface transportation, planning and the environment. SAFETEA-LU provides $16.875 million per year for fiscal years (FY) 2006-2009 to implement this new cooperative research program. STEP is the primary source of funds to conduct all Federal Highway Administration (FHWA) research on planning and environmental issues. In addition, Congress mandated several special studies and STEP will be the funding source for those projects. STEP will also address priorities identified in the U.S. Department of Transportation Research and Development Strategic Plan (section 508 of title 23 U.S.C.) including those related to highway safety benefits and congestion reduction. The purpose of this notice is to announce revisions to the STEP implementation strategy for FY 2008 and to request suggested lines of research for the FY 2008 STEP via the STEP Web site at https:// www.fhwa.dot.gov/hep/step/index.htm.

The actions relate to the proposed U.S. 31 Kokomo Corridor highway project, in the Counties of Howard and Tipton, State of Indiana. This action is the Record of Decision issued by FHWA for the U.S. 31 Kokomo Corridor Project.

Section 1119 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) (Pub. L. 109-59, 119 Stat. 1144) makes changes to the Indian Reservation Road Bridge Program (IRRBP). It amends the existing IRRBP by establishing new policies and provisions. In addition, it authorizes $14 million of IRRBP funds per year for the replacement or rehabilitation of structurally deficient or functionally obsolete Indian Reservation Road (IRR) bridges. In accordance with these changes, the FHWA, with input and recommendations from the Bureau of Indian Affairs (BIA) and the Indian Reservation Roads Coordinating Committee (IRRCC), is proposing funding distribution procedures for BIA owned and non-BIA owned IRR bridge projects. The proposed changes allow funding for preliminary engineering (PE), construction engineering (CE), and construction for the replacement or rehabilitation of structurally deficient or functionally obsolete IRR bridges.

The Federal Highway Administration is issuing this notice to advise the public that an environmental impact statement will be prepared for the proposed State Route 95 Realignment in Mohave County, Arizona.

This notice announces actions taken by the FHWA and the USFWS that are final within the meaning of 23 U.S.C. Sec. 139(l)(1). The actions relate to a proposed highway project, I-69, Evansville to Indianapolis, Indiana, in the Counties of Vanderburgh, Warrick, Gibson, Pike, Daviess, Greene, Monroe, Morgan, Johnson and Marion, State of Indiana. The Federal actions, taken as a result of a tiered environmental review process under the National Environmental Policy Act, 42 U.S.C. 4321-4351 (NEPA), and implementing regulations on tiering, 40 CFR 1502.20, 40 CFR 1508.28, and 23 CFR Part 771, determined certain issues relating to the proposed project. Those decisions will be used by Federal agencies in subsequent proceedings, including decisions whether to grant licenses, permits, and approvals for the highway project. The decisions also may be relied upon by State and local agencies in proceedings on the proposed project.
