The FHWA is issuing this notice to advise the public that the Notice of Intent published on October 6, 2000 to prepare an Environmental Impact Statement (EIS) for a proposed transportation project in Butler County, Ohio is being rescinded.

Section 5207 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) established the Surface Transportation Environment and Planning Cooperative Research Program (STEP). The general objective of the STEP is to improve understanding of the complex relationship between surface transportation, planning, and the environment. SAFETEA-LU provides $16.875 million per year for fiscal years (FY) 2006-2009 to implement this new cooperative research program. The STEP is the primary source of funds to conduct all Federal Highway Administration research on planning and environmental issues. In addition, Congress mandated several special studies and STEP will be the funding source for those projects. The purpose of this notice is to announce revisions to the STEP implementation strategy for FY 2009 and to request suggested lines of research for the FY 2009 STEP via the STEP Web site at https:// www.fhwa.dot.gov/hep/step/index.htm.

The FHWA is issuing this notice to advise the public that an Environmental Impact Statement (EIS) will be prepared for a proposed project in Currituck and Dare Counties, North Carolina.

This rule makes a technical correction to the final regulations, which were published in the Federal Register on Wednesday, March 12, 2008, that govern Section 4(f) approvals for the FHWA and the FTA. The amendment contained herein makes no substantive change to the FHWA or the FTA regulations, policies, or procedures. This rule clarifies an ambiguity in the language of the regulatory text caused by a global word change implemented in the Final Rule as a result of comments received in response to the Notice of Proposed Rulemaking.

Section 6005 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) established the Surface Transportation Project Delivery Pilot Program, codified at 23 U.S.C. 327. To ensure compliance by each State participating in the Pilot Program, 23 U.S.C. 327(g) mandates semiannual audits during each of the first 2 years of State participation. This notice announces and solicits comments on the first audit report for the California Department of Transportation (Caltrans).

The Federal Highway Administration (FHWA) is issuing this notice to advise the public that FHWA is rescinding the Notice of Intent to prepare an Environmental Impact Statement for the following five proposals: (1) Outer Connector in Stafford and Spotsylvania Counties; (2) I-77/I-81 Improvement Project in Wythe County; (3) Interstate 66 Multimodal Transportation and Environmental Study in Fairfax and Prince William Counties; (4) Route 29 South Bypass Improvement Project near Lynchburg; and (5) Spotsylvania Parkway in Spotsylvania County.

The actions relate to a proposed highway project, the Western Wake Freeway, which begins at NC 55 at Old Smithfield Road (SR 1172) between Apex and Holly Springs and ends at NC 55 near Alston Avenue north of Cary in the County of Wake, State of North Carolina. The Western Wake Freeway is also known as State Transportation Improvement Program Project R-2635. It is part of the Outer Wake Expressway, a circumferential freeway around Raleigh, North Carolina. Those actions grant licenses, permits, and approvals for the project.

The FHWA is issuing this notice to advise the public that the Notice of Intent published on August 28, 2002, to prepare an Environmental Impact Statement (EIS) for a proposed highway project in Mobile County, Alabama is being rescinded.

The FHWA has forwarded the information collection request described in this notice to the Office of Management and Budget (OMB) to renew an information collection. We published a Federal Register Notice with a 60-day public comment period on this information collection on February 27, 2008. The FHWA invites public comments about our intention to request the Office of Management and Budget's (OMB) approval for a clearance renewal for an existing information collection that involves generic customer satisfaction surveys. The FHWA, on behalf of the California Department of Transportation (Caltrans), is issuing this notice to advise the public that an Environmental Impact Statement (EIS) will be prepared for the proposed 24th Street Improvement Project in Kern County, California.

The FHWA is issuing this notice to advise the public that a supplemental environmental impact statement (EIS) will be prepared for the approved I-70 First and Second Tier environmental documents. The I- 70 corridor for this Supplemental EIS is from the I-470 interchange in Kansas City to near the Lake St. Louis interchange in St. Louis. The project length is approximately 199 miles.

This document announces the fourth meeting of the Motorcyclist Advisory Council to the Federal Highway Administration (MAC-FHWA). The FHWA is issuing this notice to advise the public that two Notices of Intent are being rescinded; the first published on August 2, 2006, to prepare an Environmental Impact Statement (EIS) for a proposed highway project in Jefferson and St. Clair Counties, Alabama is being rescinded; and the second published on July 27, 1995, to prepare an EIS for a proposed highway project in Mobile County, Alabama is being rescinded.

The FHWA, on behalf of the California Department of Transportation (Caltrans), is issuing this notice to advise the public that a TIER I Environmental Impact Statement (EIS) will be prepared for a proposed highway project and route adoption study in San Benito and Santa Clara Counties, California.

This notice announces actions taken by the FHWA and other Federal agencies that are final within the meaning of 23 U.S.C. 139(l)(1). The actions relate to a proposed highway project, the extension of Scott County State Aid Highway (CSAH) 21 between CSAH 42 in Prior Lake and CSAH 18 at Southbridge Parkway in Shakopee and construction of a 500-space surface transit station (park-and-ride) in the southwest quadrant of the CSAH 21/CSAH 16 intersection in Scott County, Minnesota. Those actions grant approvals for the project.

Section 1119 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) (Pub. L. 109-59, 119 Stat. 1144) makes significant changes to the Indian Reservation Road Bridge Program (IRRBP). In addition, it authorizes $14 million of IRRBP funds per year for the replacement or rehabilitation of structurally deficient or functionally obsolete Indian Reservation Road (IRR) bridges. This final rule amends the existing IRRBP by establishing new policies and provisions. Also, in this final rule, preliminary engineering (PE) is now an eligible activity.

The FHWA is issuing this notice of cancellation to advise the public that we are no longer lead Federal Agency for preparation of an Environmental Impact Statement (EIS) for a proposed highway project in Manatee County, Florida. This is formal cancellation of the Notice of Intent that was published in the Federal Register on January 21, 2004.

This notice announces actions taken by the FHWA and other Federal agencies that are final within the meaning of 23 U.S.C. 139(l)(1). These actions relate to the proposed highway project which would widen Highway 101 for approximately 12.3 km (7.6 mi) from its current four lanes to six lanes by adding one HOV lane in each direction from just north of Steele Lane in Santa Rosa to Windsor River Road-Old Redwood Highway in the Town Windsor in Sonoma County in the State of California. The project also would provide auxiliary lanes, interchange modifications and ramp improvements.
