The FAA is adopting a new airworthiness directive (AD) for AERMACCHI S.p.A. Models F.260, F.260B, F.260C, F.260D, F.260E, and F.260F airplanes. This AD results from mandatory continuing airworthiness information (MCAI) issued by the aviation authority of another country to identify and correct an unsafe condition on an aviation product. The MCAI describes the unsafe condition as cracks on the body of the flap actuators. The FAA is issuing this AD to require actions to address the unsafe condition on these products.

The FAA proposes to supersede Airworthiness Directive (AD) 2017-19-24, which applies to certain Airbus SAS Model A318 series airplanes; Model A319-111, -112, -113, -114, -115, -131, -132, and -133 airplanes; Model A320-211, -212, -214, -231, -232, and -233 airplanes; and Model A321-111, -112, -131, -211, -212, -213, -231, and -232 airplanes. The FAA also proposes to supersede AD 2018-16-04, which applies to Airbus SAS Model A320-216, -251N, and -271N airplanes; and Model A321-251N, -253N, and -271N airplanes; as well as the models in AD 2017-19-24. Those ADs require revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive maintenance requirements and airworthiness limitations. Since AD 2018-16-04 was issued, the FAA has determined that new or more restrictive airworthiness limitations are necessary. This proposed AD would require revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive airworthiness limitations, as specified in a European Union Aviation Safety Agency (EASA) AD, which will be incorporated by reference. The FAA is proposing this AD to address the unsafe condition on these products.

The FAA proposes to adopt a new airworthiness directive (AD) for all Dassault Aviation Model Falcon 10 airplanes. This proposed AD was prompted by a report of hydraulic fluid on the ground near the main landing gear (MLG) brake assembly. The hydraulic leakage started in a cracked hydraulic pipe, with the crack likely due to chafing between two hydraulic pipes or between hydraulic pipes and structure. This proposed AD would require an inspection for chafing or interference of certain hydraulic pipes and certain rib passage holes, and, depending on findings, modification or repair, as specified in a European Union Aviation Safety Agency (EASA) AD, which will be incorporated by reference. The FAA is proposing this AD to address the unsafe condition on these products.

The FAA is adopting a new airworthiness directive (AD) for all Yabor[atilde] Ind[uacute]stria Aeron[aacute]utica S.A. Model ERJ 190- 300 and ERJ 190-400 airplanes. This AD was prompted by a failure propagation test, which revealed that when complete loss of the electrical digital current (DC) essential bus 2 was induced, the smoke detection system of the forward and aft electrical bays erroneously indicated the presence of smoke via the respective engine indication and crew alerting system (EICAS) messages. This AD requires revising the existing airplane flight manual (AFM) procedures associated with messages of smoke in the electronic bays presented on the EICAS, as specified in an Ag[ecirc]ncia Nacional de Avia[ccedil][atilde]o Civil (ANAC) Brazilian AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.

This action proposes to amend the Class E airspace, designated a surface area, by removing the extensions to the east and west of the airport. This action also proposes to properly size the Class E airspace extending upward from 700 feet above the surface. The area should be reduced east of the airport to properly contain arriving IFR aircraft descending below 1,500 feet above the surface. Additionally, this action proposes to properly size the Class E airspace extending upward from 1,200 feet above the surface by reducing the area from a 74-mile radius of the airport to a 45-mile radius of the airport. Further, this action proposes to remove the Kotzebue VOR/DME Navigational Aid from the airspace legal descriptions. Lastly, this action proposes numerous administrative corrections to the airspace legal descriptions. This action would ensure the safety and management of IFR operations at the airport.

To properly size the area, the extension southwest of the airport should be reduced. The extension northwest of the airport is not required and should be removed. Further, this action proposes to remove Class E airspace extending upward from 1,200 feet above the surface. This area is wholly contained within the Alaska southeast en route area and duplication is not necessary. Lastly, this action proposes numerous administrative corrections to the airspace legal descriptions. This action would ensure the safety and management of IFR operations at the airport.

This AD was prompted by reports of fractured rudder primary feel unit shafts; a subsequent investigation determined that the fractures in the shafts are consistent with fatigue damage. This AD requires replacement of the rudder primary feel unit shaft. The FAA is issuing this AD to address the unsafe condition on these products.

This proposed AD would require modifying a certain ELT by installing a diode between the ELT and the terminal block, as specified in a European Union Aviation Safety Agency (EASA) AD, which will be incorporated by reference. This action amends the Class E airspace extending upward from 700 feet above the surface at Burnett County Airport, Siren, WI. This action is the result of an airspace review caused by the decommissioning of the Siren VHF omnidirectional range (VOR) navigation aid, which provided navigation information for the instrument procedures at this airport, as part of the VOR Minimum Operational Network (MON) Program. The geographic coordinates of the airport is also being updated to coincide with the FAA's aeronautical database. Relief for Certain Persons and Operations During the Coronavirus Disease 2019 (COVID-19) Outbreak

This Special Federal Aviation Regulation (SFAR) provides regulatory relief to persons who have been unable to comply with certain training, recent experience, testing, and checking requirements due to the Coronavirus Disease 2019 (COVID-19) outbreak. This relief allows operators to continue to use pilots and other crewmembers in support of essential operations during this period. Additionally, this SFAR provides regulatory relief to certain persons and pilot schools unable to meet duration and renewal requirements due to the outbreak. This rule also allows certain air carriers and operators to fly temporary overflow aircraft, a need resulting from the outbreak, to a point of storage pursuant to a special flight permit with a continuing authorization.

The FAA proposes to adopt a new airworthiness directive (AD) for all Honeywell International Inc. ALF502L, ALF502L-2, ALF502L-2A, ALF502L-2C, ALF502L-3, ALF502R-3, ALF502R-3A, ALF502R-4, ALF502R-5, ALF502R-6, LF507-1F, and LF507-1H model turbofan engines. This proposed AD was prompted by a report of an engine experiencing an uncontained release of low-pressure turbine (LPT) blades. This proposed AD would require initial and repetitive visual inspections of the overspeed fuel solenoid valve assembly and the fuel filter outlet. Depending on the results of these inspections, the AD may require inspection of the adjacent fuel system tube assemblies as well as replacement or overhaul of the overspeed fuel solenoid valve assembly. This proposed AD would also require periodic overhaul of the overspeed fuel solenoid valve assembly. The FAA is proposing this AD to address the unsafe condition on these products.

The FAA proposes to supersede Airworthiness Directive (AD) 2018-17-05, which applies to all Airbus SAS Model A350-941 and -1041 airplanes. AD 2018-17-05 requires a check of the insulation resistance of the direct drive solenoid valve (DDSOV) of each affected electro- hydrostatic actuator (EHA) and applicable corrective actions. Since the FAA issued AD 2018-17-05, it has been determined that certain EHA part numbers can be modified and re-identified as specified in European Union Aviation Safety Agency (EASA) AD 2019-0301, dated December 12, 2019, which would inadvertently remove certain part numbers from the applicability in other EHA-related ADs. This proposed AD would require a check of the insulation resistance of the DDSOV of each affected EHA and applicable corrective actions, and modifying or replacing certain EHAs, as specified in two EASA ADs, which will be incorporated by reference. The FAA is proposing this AD to address the unsafe condition on these products.

The FAA proposes to adopt a new airworthiness directive (AD) for certain AVOX System Inc. (formerly Scott Aviation) oxygen cylinder and valve assemblies; and oxygen valve assemblies; installed on but not limited to various transport airplanes. This proposed AD was prompted by reports of cylinder and valve assemblies having oxygen leakage from the valve assembly vent hole, caused by the absence of a guide that maintains appropriate spacing between certain parts. This proposed AD would require an inspection of the oxygen valve assemblies, and oxygen cylinder and valve assemblies, to determine the serial number of the valve, cylinder, and entire assembly. For assemblies and parts with certain serial numbers, this AD would require a detailed inspection for correct spacing of the gap between the bottom of the packing retainer and top of the valve body on the assemblies, and replacement of assemblies having unacceptable gaps. The FAA is proposing this AD to address the unsafe condition on these products.

The FAA proposes to supersede airworthiness directive (AD) 2018-08-02 which applies to all Rolls-Royce Deutschland Ltd & Co KG (RRD) Trent 1000-A2, Trent 1000-AE2, Trent 1000-C2, Trent 1000-CE2, Trent 1000-D2, Trent 1000-E2, Trent 1000-G2, Trent 1000-H2, Trent 1000- J2, Trent 1000-K2, and Trent 1000-L2 model turbofan engines. AD 2018- 08-02 requires initial and repetitive ultrasonic or visual inspections of the intermediate-pressure compressor (IPC) stage 1 rotor blades, IPC stage 2 rotor blades, and IPC shaft stage 2 dovetail posts, and removal of any cracked parts from service. Since the FAA issued AD 2018-08-02, the manufacturer identified cracking of parts in-service resulting in the need to require new inspections using new inspection thresholds and intervals. This proposed AD would require new inspections based on updated inspection thresholds and intervals for these IPC parts. This AD would also add an optional terminating action, amend the asymmetric power condition for engine inspection, and require an inspection after a cabin depressurization event. The FAA is proposing this AD to address the unsafe condition on these products.
