This action amends the Class D airspace at Mesquite, TX, and the Class E airspace at Dallas-Fort Worth, TX. This action is due to an airspace review conducted as part of the decommissioning of the Mesquite localizer (LOC). The geographic coordinates of Granbury Regional Airport, Granbury, TX, are also being updated to coincide with the FAA's aeronautical database.
Airworthiness Directives; Airbus SAS Airplanes
The FAA is adopting a new airworthiness directive (AD) for all Airbus SAS Model A300 B4-600, B4-600R, and F4-600R series airplanes, and Model A300 C4-605R Variant F airplanes (collectively called Model A300-600 series airplanes), and A310 series airplanes. This AD was prompted by a determination that a new airworthiness limitation is necessary. This AD requires revising the existing maintenance or inspection program, as applicable, to incorporate a new airworthiness limitation, as specified in a European Union Aviation Safety Agency (EASA) AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Airbus SAS Airplanes
The FAA is adopting a new airworthiness directive (AD) for all Airbus SAS Model A300 B2K-3C, B2-203, B4-2C, and B4-203 airplanes. This AD was prompted by a determination that internal system pollution can occur, most likely due to corroded unions in the pressurization lines, with an associated risk of contamination of the check valves. This AD requires repetitive inspections (functional checks) of the pressurization of the hydraulic system reservoirs, and corrective actions if necessary, as specified in a European Union Aviation Safety Agency (EASA) AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; ATR-GIE Avions de Transport Régional Airplanes
The FAA is superseding Airworthiness Directive (AD) 2021-09- 13, which applied to certain ATR-GIE Avions de Transport R[eacute]gional Model ATR42-500 airplanes. AD 2021-09-13 required revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive airworthiness limitations. Agency Request for Extension of a Previously Approved Information Collection: Procedures and Evidence Rules for Air Carrier Authority Applications

The collection involves anyone who wants to provide air transportation service. The information collected will be used to determine if the applicant meets the requirements to perform the proposed service and is necessary because of title 49 of the United States Code. Notice of Request for Clearance of a New Information Collection: Ocean Shipping Reform Act of 2022 (OSRA 22)
In accordance with the requirements of section 3506(c)(2)(A) of the Paperwork Reduction Act of 1995, BTS announces the intension to request the Office of Management and Budget (OMB) for its review and renewal of the Ocean Shipping Reform Act (OSRA) 2022 Pilot Data Collection. Section 16 of OSRA 2022 mandates that the Bureau of Transportation Statistics (BTS) collect chassis and container street dwell time, as well as chassis out of service data monthly from each port, marine terminal operator, and chassis owner or provider with a fleet of over 50 chassis that supply chassis for a fee. The information collected from this data collection will be used to provide, at the least, national level street dwell and out of service statistics. The monthly statistics will be published by BTS on the BTS OSRA web page at: www.bts.gov/osra.

Notice of Intent of Waiver With Respect to Land; Indianapolis Downtown Heliport, Indianapolis, IN
The FAA is considering a proposal to permanently close the Indianapolis Downtown Heliport and change 5.36 acres of land from aeronautical use to non-aeronautical use and to authorize the sale of all heliport property located at the Indianapolis Downtown Heliport, Indianapolis, Indiana. The Indianapolis Airport Authority (Authority) has submitted a request to release the Authority from its Federal Airport Improvement Program (AIP) obligations associated with Indianapolis Downtown Heliport. The request includes the closure of the heliport and sale of all heliport property for non-aeronautical redevelopment.

Airworthiness Directives; General Electric Company Turbofan Engines
The FAA is adopting a new airworthiness directive (AD) for all General Electric Company (GE) CF34-8C1, CF34-8C5, CF34-8C5A1, CF34- 8C5B1, CF34-8C5A2, CF34-8C5A3, CF34-8E2, CF34-8E2A1, CF34-8E5, CF34- 8E5A1, CF34-8E5A2, CF34-8E6, and CF34-8E6A1 model turbofan engines. This AD was prompted by a predicted reduction in the cyclic life of the combustion chamber assembly aft flange. This AD requires revisions to the airworthiness limitations section (ALS) of the existing engine manual (EM) and the operator's existing approved maintenance or inspection program, as applicable, to incorporate initial and repetitive fluorescent penetrant inspections (FPIs) of the combustion chamber assembly. The FAA is issuing this AD to address the unsafe condition on these products.
Agency Information Collection Activities: Requests for Comments; Clearance of a Renewed Approval of Information Collection: Alternative Pilot Physical Examination and Education Requirements (BasicMed)
In accordance with the Paperwork Reduction Act of 1995, FAA invites public comments about our intention to request Office of Management and Budget (OMB) approval to renew an information collection. The Federal Aviation Administration Extension, Safety, and Security Act of 2016 (FESSA) was enacted on July 15, 2016. Section 2307 of FESSA, Medical Certification of Certain Small Aircraft Pilots, directed the FAA to ``issue or revise regulations to ensure that an individual may operate as pilot in command of a covered aircraft'' without having to undergo the medical certification process prescribed by FAA regulations if the pilot and aircraft meet certain prescribed conditions as outlined in FESSA. This collection enables those eligible airmen to establish their eligibility with the FAA.
Notice of Intent To Rule on a Land Release Request To Sell On-Airport Property Conveyed by the United States of America Through a Surplus Property Act and Remove It From Airport Dedicated Use at the New Castle Airport (ILG), New Castle, DE
The FAA is requesting public comment on the Delaware River and Bay Authority's proposed land release and sale of 2.94 acres of airport property at the New Castle County Airport in Wilmington, Delaware. The subject property was conveyed by the United States of America through a Surplus Property Act instrument of transfer in 1949. In accordance with Federal regulations, this notice is required to be published in the Federal Register 30 days before the FAA can approve the sale of this property.
Revocation of Segments of V-330 and Establishment T-470 Near Boise, ID
This action proposes to revoke the portion of the Very High Frequency (VHF) Omnidirectional Range (VOR) Federal airway V-330 between the Boise VHF Omnidirectional Range (VOR) Tactical Air Navigation (VORTAC) and the intersection of Liberator VOR 084[deg] radial and Burley VOR 323[deg] radial. This action also proposes to establish United States Area Navigation (RNAV) route T-470. These actions are due to the planned decommissioning of the Liberator ID, VOR (LIA).
Amendment and Revocation of VOR Federal Airways in the Eastern United States
This action proposes to amend Very High Frequency (VHF) Omnidirectional Range (VOR) Federal Airways V-51, V-115, V-243, V-267, V-311, V-333, and V-415; and to revoke V-463 in support of the FAA's VOR Minimum Operational Network (MON) Program.
Airworthiness Directives; BAE Systems (Operations) Limited Airplanes
The FAA is superseding Airworthiness Directives (ADs) 2005-15- 11, 2016-07-09, and 2018-19-24, which applied to all BAE Systems (Operations) Limited Model 4101 airplanes. AD 2005-15-11 required repetitive detailed and specialized inspections to detect fatigue damage in the fuselage, replacement of certain bolt assemblies, and corrective actions if necessary. AD 2016-07-09 required a revision of the maintenance or inspection program, as applicable. AD 2018-19-24 required a one-time detailed inspection of a certain fuselage frame and repair, if necessary, and a revision of the maintenance or inspection program, as applicable, to incorporate new or revised maintenance instructions and airworthiness limitations. This AD was prompted by a determination that new or more restrictive airworthiness limitations are necessary. This AD continues to require the actions in ADs 2016-07- 09 and 2018-19-24 and requires revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive airworthiness limitations. The FAA is issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Bombardier, Inc., Airplanes
The FAA is adopting a new airworthiness directive (AD) for all Bombardier, Inc., Model BD-100-1A10 airplanes. This AD was prompted by an investigation that indicated that one of the springs in the pitch trim switch of the horizontal stabilizer had failed. The failure of the spring could result in the airplane pitching nose down when actually commanded nose up. This AD requires a verification of the serial numbers of certain pitch trim switches, and replacement of the affected pitch trim switches with new ones in the pilot and co-pilot control wheels. This AD would also prohibit the installation of affected parts. The FAA is issuing this AD to address the unsafe condition on these products.
Uniform Procedures for State Highway Safety Grant Programs
This final rule makes changes and clarifications to the revised uniform procedures implementing State highway safety grant programs in response to comments received on the notice of proposed rulemaking published September 15, 2022.
Proposed Revocation of Class E Airspace; Liberty, NC
This action proposes to revoke Class E airspace extending upward from 700 feet above the surface for Causey Airport, Liberty, NC, as all instrument approaches to the airport have been canceled.
Airworthiness Directives; GE Aviation Czech s.r.o. (Type Certificate Previously Held by WALTER Engines a.s., Walter a.s., and MOTORLET a.s.) Turboprop Engines
The FAA is adopting a new airworthiness directive (AD) for certain GE Aviation Czech s.r.o. (GEAC) M601E-11, M601E-11A, M601E- 11AS, M601E-11S, and M601F model turboprop engines. This AD was prompted by the exclusion of life limits for certain compressor cases and compressor drums from the airworthiness limitations section (ALS) of the engine maintenance manual (EMM). This AD was also prompted by certain compressor cases that, following rework, were improperly re- identified and the engine logbook entries were not completed. This AD requires recalculation of the consumed life for the affected compressor cases and compressor drums and, depending on the results of the recalculation, removal and replacement of the affected compressor case or compressor drum with a part eligible for installation. The FAA is issuing this AD to address the unsafe condition on these products.

This proposed AD was prompted by a determination that new or more restrictive airworthiness limitations are necessary. This proposed AD would require revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive airworthiness limitations, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products.
Extended Application Period; Tanker Security Program Application Solicitation
On December 9, 2022, the Maritime Administration (MARAD) published a notice in the Federal Register providing how to apply to MARAD's new Tanker Security Program (TSP). By this follow-on notice MARAD is extending the application period for eligible candidates to the TSP and republishing the same information soliciting applications. The FY21 NDAA authorized the Secretary of Transportation to establish a fleet of active, commercially viable, militarily useful, privately owned product tank vessels of the United States. The fleet will meet national defense and other security requirements and maintain a United States presence in international commercial shipping. The FY22 NDAA made minor adjustments related to the participation of long-term charters in the TSP. This notice provides, among other things, application criteria and extends the original application deadline for submitting applications for the enrollment of vessels in the TSP.
Airworthiness Directives; The Boeing Company Airplanes
The FAA is adopting a new airworthiness directive (AD) for certain The Boeing Company Model DC-9-81 (MD-81), DC-9-82 (MD-82), DC- 9-83 (MD-83), and DC-9-87 (MD-87) airplanes; and Model MD-88 airplanes. This AD was prompted by an evaluation by the design approval holder (DAH) indicating that certain center wing lower stringers are subject to widespread fatigue damage (WFD). WFD analysis found that fatigue cracks could grow to a critical length after the structural modification point (SMP) for these center wing lower stringers. This AD requires replacing certain left and right side center wing lower stringers. The FAA is issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; De Havilland Aircraft of Canada Limited (Type Certificate Previously Held by Bombardier, Inc.) Airplanes
The FAA is adopting a new airworthiness directive (AD) for certain De Havilland Aircraft of Canada Limited Model DHC-8-400 series airplanes. This AD was prompted by a report that electrical bonding jumpers had been installed on fuel scavenge lines even after the removal was required by previous AD rulemaking and that electrical bonding jumpers may have been installed in production or in service at other locations. This AD requires an inspection for electrical bonding jumpers and brackets on the fuel scavenge and vent lines at specific wing locations, and if installed, removal or modification of those jumpers and brackets. This AD also requires a records check to determine if certain maintenance tasks were performed and removal, modification, or rework if those tasks were performed. This AD also prohibits the use of earlier versions of certain maintenance tasks. The FAA is issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Airbus SAS Airplanes
The FAA is adopting a new airworthiness directive (AD) for all Airbus SAS Model A350-941 airplanes. This AD was prompted by reports of main landing gear (MLG) bogie pivot pins with damaged high velocity oxygen fuel (HVOF) coating, which resulted from heating caused by friction between the MLG bogie pivot pin and the bushes. This AD requires repetitively greasing the MLG bogie pivot pins, as specified in a European Union Aviation Safety Agency (EASA) AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.

The FAA is adopting a new airworthiness directive (AD) for Airbus Helicopters Deutschland GmbH (AHD) Model BO-105A, BO-105C, BO- 105S, BO-105LS A-1, BO-105LS A-3, MBB-BK 117 A-1, MBB-BK 117 A-3, MBB- BK 117 A-4, MBB-BK 117 B-1, MBB-BK 117 B-2, MBB-BK 117 C-1, MBB-BK 117 C-2, and MBB-BK 117 D-2 helicopters. This AD was prompted by a report of a missing main rotor swashplate (swashplate) inner ring (inner ring). This AD also prohibits installing an affected swashplate unless it is determined that the inner ring is installed, as specified in a European Union Aviation Safety Agency (EASA) AD, which is incorporated by reference. Agency Information Collection Activities: Requests for Comments; Clearance of a Renewed Approval of Information Collection: Part 142, Certificated Training Centers
In accordance with the Paperwork Reduction Act of 1995, FAA invites public comments about our intention to request the Office of Management and Budget (OMB) approval to renew an information collection. The Federal Register Notice with a 60-day comment period soliciting comments on the following collection of information was published on July 11, 2022. The collection involves Certificated Training Centers. Operators pay Certificated Training Centers to provide training to their employees, typically pilots, on different types of equipment if training is not done in house. The information to be collected is necessary because it allows aviation safety inspectors (operations) to review and to provide surveillance to training centers to ensure compliance with airman training, testing, and certification requirements specified in other parts of the regulations. If the information were not collected, inspectors would not be able to determine if airmen who are clients are being trained, checked or tested to meet the safety standards established in other parts of the regulations. To date, FAA inspectors have used the information collected to determine and assess regulatory compliance during routine program surveillance.
Improving Road Safety for All Users on Federal-Aid Projects
Our priority at DOT and FHWA is to make our transportation system safe for all people. Right now, we face a crisis on our roadways. In 2021, an estimated 42,915 people across the Nation117 people per daylost their lives in motor vehicle crashes. This represents the highest number of fatalities since 2005. Every transportation project, whether the project's purpose is safety-related or not, is an opportunity to improve safety. The street network including on-road and off-road facilities should provide safe, equitable, accessible, and comfortable transportation for everyone. Part of the work that DOT proposes to significantly reduce fatalities and serious injuries on our Nation's highways, roads, and streets is to develop a National Roadway Safety Strategy (NRSS). The NRSS, adopts the Safe System Approach principles to guide our safety actions, and identifies critical and significant actions DOT will take now in pursuit of five core objectives: Safer People, Safer Roads, Safer Vehicles, Safer Speeds, and Post-Crash Care. As part of the actions to address the national crisis of fatalities and serious injuries on our roadways, FHWA requests comments on what strategies, programmatic adjustments or regulatory changes could help improve safety on U.S. highways. Requests for comments include but are not limited to whether changes to the FHWA Design Standards regulation or other FHWA regulations are needed to facilitate the development of Complete Streets and Complete Networks that serve all users, how the safety performance of Federal-aid projects should be assessed, how funding could be optimized for safety improvements, and how to include measures and collection of more data that can improve safety performance across Federal-aid projects.

In accordance with the Paperwork Reduction Act of 1995, FMCSA announces its plan to submit the renewal Information Collection Request (ICR) described below to the Office of Management and Budget (OMB) for review and approval and invites public comment. FMCSA requests approval to renew an ICR titled, ``391.41 CMV Driver Medication Form.'' This Information Collection (IC) is voluntary and may be utilized by Medical Examiners (MEs) responsible for issuing Medical Examiner's Certificates (MECs) to commercial motor vehicle (CMV) drivers. MEs that choose to use this IC do so to communicate with treating healthcare professionals who are responsible for prescribing certain medications, so that the ME fully understands the reasons the medications have been prescribed.
