The Secretary of Transportation, as represented by the Maritime Administration (MARAD), is authorized to issue coastwise endorsement eligibility determinations for foreign-built vessels which will carry no more than twelve passengers for hire. In compliance with the Paperwork Reduction Act of 1995, the FAA invites the general public, industry and other governmental parties to comment about its intention to request the Office of Management and Budget (OMB) to reinstate the information collection request (ICR) OMB No. 2120-0705, Hazardous Materials Training Requirements. The ICR previously approved by OMB expired on July 31, 2022. The Federal Register Notice with a 60-day comment period soliciting comments that was published on June 10, 2022 received no public comments. This collection involves the FAA's certification process requirements for operators and repair stations that are required to submit documentation related to hazardous materials training programs.

In accordance with the procedures governing the application for, and the processing of, special permits from the Department of Transportation's Hazardous Material Regulations, notice is hereby given that the Office of Hazardous Materials Safety has received the application described herein.

This action proposes to establish three low altitude United States Area Navigation (RNAV) routes (T-routes) in support of the VHF Omnidirectional Range (VOR) Minimum Operational Network (MON) Program. The purpose is to enhance the efficiency of the National Airspace System (NAS) by transitioning from a ground-based to a satellite-based navigation system.

This action proposes to amend five area navigation (RNAV) routes (T-224, T-314, T-315, T-325, and Q-68), and establish two RNAV routes (T-303, and T-360). These routes would support the FAA VOR Minimum Operational Network (MON) program, and would expand the availability of RNAV routing in the National Airspace System (NAS).

This action corrects a final rule published by the FAA in the Federal Register on June 30, 2022, that amends United States Area Navigation (RNAV) route T-222 in the vicinity of Bethel, AK, in support of a large and comprehensive T-route modernization project for the state of Alaska. The final rule identified the CABOT, AK, and IKUFU, AK, route points as waypoints (WPs), in error. This action makes editorial corrections to all references of the CABOT, AK, and IKUFU, AK, WPs to change them to be reflected as Fixes and match the FAA's aeronautical database information.

In compliance with the Paperwork Reduction Act of 1995 this notice announces that the information collection request abstracted below is being forwarded to the Office of Management and Budget (OMB) for review and comment. A Federal Register notice with a 60-day comment period soliciting comments on the information collection was published on March 11, 2022.

The FAA proposes to supersede Airworthiness Directive (AD) 99- 23-18, AD 2005-03-07, AD 2013-12-07, and AD 2014-04-07, which apply to certain Bell Helicopter Textron Canada (now Bell Textron Canada Limited) Model 407 helicopters. AD 99-23-18 requires revising the life limits for certain parts, replacing each part that has exceeded its life limit, and revising the Airworthiness Limitation Section (ALS) of the existing maintenance manual. AD 2005-03-07 requires establishing a maximum accumulated Retirement Index Number (RIN) count for certain crosstube assemblies and revising the ALS of the existing maintenance manual. AD 2013-12-07 requires inspecting the tailboom assembly for a crack, loose rivet, or other damage and depending on the inspection results, replacing certain parts. AD 2014-04-07 requires preflight checking, repetitively inspecting for a crack in certain tailbooms, modifying and re-identifying certain tailbooms, installing an improved horizontal stabilizer assembly, and revising the ALS of the existing maintenance manual. Since the FAA issued those ADs, a report was received of a crack on the tailboom lower skin due to fatigue damage and new and more restrictive airworthiness limitations have been issued. This proposed AD would require incorporating into existing maintenance records requirements (airworthiness limitations) as specified in the ALS service information. The FAA is proposing this AD to address the unsafe condition on these products.

The FAA proposes to adopt a new airworthiness directive (AD) for certain Airbus SAS Model A350-941 airplanes. This proposed AD was prompted by a report that the path for the grounding wire of the engine fire shut off valve (FSOV) is routed through the wing trailing edge, which is not the shortest path available. This proposed AD would require modifying the wiring between the inboard fixed leading edge in the wing and in the forward cargo compartment on the left- and right- hand sides, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference. The FAA is proposing this AD to address the unsafe condition on these products.

The FAA proposes to adopt a new airworthiness directive (AD) for certain De Havilland Aircraft of Canada Limited Model DHC-8-402 airplanes. This proposed AD was prompted by an investigation that found that the actual operating temperatures within the integrated flight cabinet (IFC) were significantly higher than anticipated during certification. This proposed AD would require a design change to improve the integrated flight cabinet (IFC) cooling capacity. The FAA is proposing this AD to address the unsafe condition on these products.

PHMSA is issuing this notice to serve process and inform all persons who currently hold explosive approvals for certain jet perforating guns of the process necessary for maintaining, modifying, upgrading/up-classing, or terminating these approvals.

In compliance with the Paperwork Reduction Act of 1995, the Department of Transportation's Office of the Secretary (OST) invites the general public, industry and other governmental parties to comment on the Foreign Air Carrier Application for Statement of Authorization. The pre-existing information collection request previously approved by the Office of Management and Budget (OMB) expired on July 31, 2022.

This document provides the public with notice that, on August 2, 2022, the Port Authority Trans-Hudson (PATH) submitted a request for amendment (RFA) to its FRA-approved Positive Train Control Safety Plan (PTCSP). As this RFA may involve a request for FRA's approval of proposed material modifications to an FRA-certified positive train control (PTC) system, FRA is publishing this notice and inviting public comment on the railroad's RFA to its PTCSP.

This action corrects a final rule published by the FAA in the Federal Register on June 30, 2022, that amends Jet Routes J-19, J-20, J-52, J-98, J-134, and J-231, RNAV route Q-176, and VHF Omnidirectional Range (VOR) Federal airways V-210, V-234, V-350, and V-507; and establishes RNAV routes T-418 and T-431. The final rule identified the KENTO, NM, route point as a waypoint (WP), in error. This action makes editorial corrections to all references of the KENTO, NM, waypoint (WP) to change them to the KENTO, NM, Fix to match the FAA's aeronautical database information.

The FAA is correcting a final rule published in the Federal Register on July 11, 2022, that established RNAV route T-390 in the vicinity of St. Paul Island, AK. In the description of T-390, the final rule identified the ZEBUV, AK route point as a waypoint (WP), in error. This action makes an editorial corrections to all references of the ZEBUV, AK, WP to change them to the ZEBUV, AK, Fix to match the FAA's aeronautical database information.

This action proposes to amend the Class E airspace at Bloomfield, IA. The FAA is proposing this action as the result of an airspace review as part of the decommissioning of the Bloomfield non- directional beacon (NDB).

This notice announces a meeting of the NextGen Advisory Committee (NAC).

The FAA proposes to adopt a new airworthiness directive (AD) for all Learjet, Inc., Model 45 airplanes. This proposed AD was prompted by a determination that new or more restrictive airworthiness limitations are necessary. This proposed AD would require revising the existing inspection program to incorporate reduced inspection intervals for the anti-ice manifold assembly. The FAA is proposing this AD to address the unsafe condition on these products.

The FAA is adopting a new airworthiness directive (AD) for certain The Boeing Company Model 747-400 series airplanes. This AD was prompted by a report that after a certain circuit breaker tripped, power to the two pitot-static (P/S) probe heaters on the right-hand side was lost, and the flightcrew discovered conflicting procedures in the flightcrew operations manual/quick reference handbook (FCOM/QRH). This AD requires revising the existing airplane flight manual (AFM) to incorporate procedures to be applied during P/S probe heater failure conditions. The FAA is issuing this AD to address the unsafe condition on these products.

FMCSA announces that the National School Transportation Association (NSTA) has applied for an exemption for commercial driver's license (CDL) applicants seeking a school bus endorsement, from the engine compartment portion of the pre-trip vehicle inspection skills testing requirement, known as the ``under-the-hood'' testing requirement. Drivers issued a CDL pursuant to the requested exemption would be restricted to the intrastate operation of school buses only. FMCSA requests public comment on the applicant's request for exemption.

This document grants in full the Mazda Motor Corporation (Mazda) petition for exemption from the Federal Motor Vehicle Theft Prevention Standard (theft prevention standard) for its confidential vehicle line beginning in model year (MY) 2024. The petition is granted because the agency has determined that the antitheft device to be placed on the line as standard equipment is likely to be as effective in reducing and deterring motor vehicle theft as compliance with the parts-marking requirements of the theft prevention standard. Mazda also requested confidential treatment for specific information in its petition. Therefore, no confidential information provided for purposes of this notice has been disclosed.

Hercules Tire & Rubber Company, (Hercules), has determined that certain Hercules Power ST2 radial trailer tires do not fully comply with Federal Motor Vehicle Safety Standard (FMVSS) No. 119, New Pneumatic Tires for Motor Vehicles with a GVWR of More Than 4,536 Kilograms (10,000 Pounds), Specialty Tires, and Tires for Motorcycles. Hercules filed an original noncompliance report dated December 9, 2021, and amended the report on December 14, 2021, and March 9, 2022. Hercules petitioned NHTSA on December 16, 2021, and amended the petition on March 9, 2022, for a decision that the subject noncompliance is inconsequential as it relates to motor vehicle safety. This document announces receipt of Hercules's petition.

FMCSA announces its decision to renew exemptions for 40 individuals from the hearing requirement in the Federal Motor Carrier Safety Regulations (FMCSRs) for interstate commercial motor vehicle (CMV) drivers. The exemptions enable these hard of hearing and deaf individuals to continue to operate CMVs in interstate commerce.
