We are adopting a new airworthiness directive (AD) for certain Airbus SAS Model A320-214, A320-232, A320-233, A321-211 and A321-231 airplanes. This AD was prompted by an investigation that revealed that the outer cylinder of a certain ram air turbine (RAT) actuator was not properly deburred in accordance with manufacturing specifications. This AD requires a replacement of affected RAT actuators. We are issuing this AD to address the unsafe condition on these products.

FMCSA proposes to amend its Hazardous Materials Safety Permits regulations to incorporate by reference the updated Commercial Vehicle Safety Alliance (CVSA) handbook. The Out-of-Service Criteria provide uniform enforcement tolerances for roadside inspections to enforcement personnel nationwide, including FMCSA's State partners. Currently, the regulations reference the April 1, 2016, edition of the handbook. Through this notice, FMCSA proposes to incorporate by reference the April 1, 2018, edition.
California's Meal and Rest Break Rules for Commercial Motor Vehicle Drivers; Petition for Determination of Preemption

The FMCSA grants petitions submitted by the American Trucking Associations and the Specialized Carriers and Rigging Association requesting a determination that the State of California's Meal and Rest Break rules (MRB Rules) are preempted under 49 U.S.C. 31141 as applied to property-carrying commercial motor vehicle (CMV) drivers covered by the FMCSA's hours of service regulations. Federal law provides for preemption of State laws on CMV safety that are additional to or more stringent than Federal regulations if they have no safety benefit; are incompatible with Federal regulations; or would cause an unreasonable burden on interstate commerce. The FMCSA has determined that the MRB Rules are laws on CMV safety, that they are more stringent than the Agency's hours of service regulations, that they have no safety benefits that extend beyond those already provided by the Federal Motor Carrier Safety Regulations, that they are incompatible with the Federal hours of service regulations, and that they cause an unreasonable burden on interstate commerce. The California MRB Rules, therefore, are preempted under 49 U.S.C. 31141(c).
National Railroad Passenger Corporation's Request for Positive Train Control Safety Plan Approval and System Certification

Fees for the Unified Carrier Registration Plan and Agreement

This rule establishes reductions in the annual registration fees collected from motor carriers, motor private carriers of property, brokers, freight forwarders, and leasing companies for the Unified Carrier Registration (UCR) Plan and Agreement for the registration years 2019, 2020 and thereafter. For the 2019 registration year, the fees will be reduced below the 2017 registration fee level that was in effect by 18.62 percent to ensure that fee revenues collected do not exceed the statutory maximum, and to account for the excess funds held in the depository. The fees beginning with the 2020 registration year will be reduced below the 2017 level by approximately 9.9 percent. The reduction of the current 2019 registration year fees (finalized on January 5, 2018) range from approximately $11 to $10,282 per entity, depending on the number of vehicles owned or operated by the affected entities. The reduction in fees for 2020 and subsequent registration years range from approximately $5 to $3,899 per entity.

We propose to remove Airworthiness Directive (AD) 2012-02-18, which applies to all Dassault Aviation Model MYSTERE-FALCON 50 airplanes. We are superseding Airworthiness Directive (AD) 2017-22-07, which applied to certain Airbus SAS Model A319 series airplanes; Model A320-211,-212, -214, -231, -232, and -233 airplanes; and Model A321- 111, -112, -131, -211, -212, -213, -231, and -232 airplanes. AD 2017- 22-07 required repetitive inspections of the frame forks, and corrective actions if necessary. AD 2017-22-07 also included optional modifications that constituted terminating action. This AD requires modifying certain forward and aft cargo compartment doors, and related investigative and corrective actions. This AD was prompted by an evaluation done by the design approval holder indicating that certain areas of certain cargo compartment doors are subject to widespread fatigue damage, and a determination was made that a modification of the frame forks must be done. We are issuing this AD to address the unsafe condition on these products.

In accordance with the Paperwork Reduction Act of 1995, FMCSA announces its plan to submit the Information Collection Request (ICR) described below to the Office of Management and Budget (OMB) for its review and approval and invites public comment. The FMCSA requests approval to revise and extend the, ``Annual Report of Class I and Class II Motor Carriers of Property'' ICR, OMB Control No. 2126-0032. This ICR is necessary to ensure that motor carriers comply with FMCSA's financial and operating statistics requirements at chapter III of title 49 CFR part 369 titled, ``Reports of Motor Carriers.'' This ICR is being revised to incorporate the OMB approved ``Annual Report of Class I Motor Carriers of Passengers'' ICR, OMB Control No. 2126-0031, for use of the MP-1 form, the ``Annual Report Form (Motor Carriers of Passengers),'' which resulted in only two respondents and one burden hour per year. Through the proposed merger of the two ICRs, FMCSA would rename the OMB Control No. 2126-0032 ICR as the ``Annual Report of Class I and Class II For-Hire Motor Carriers'' ICR. Such a merger with the new title will clarify that the combined ICR addresses both for- hire property and passenger carriers, but not private motor carriers. Additionally, after the merger of the ICRs, FMCSA intends to request withdrawal of the previously approved ``Annual Report of Class I Motor Carriers of Passengers'' ICR, OMB Control No. 2126-0031.

In accordance with the Privacy Act of 1974, the Department of Transportation is proposing to retire a Department of Transportation system of records titled, `Department of Transportation/Federal Aviation Administration (DOT/FAA) 833 Quarters Management Information System (QMIS) System of Records,' which covered employees occupying FAA owned or leased housing. The FAA uses the DOI iQMS to support business activities formerly managed in QMIS. See (https://www.doi.gov/sites/ doi.gov/files/uploads/iqmis_pia_final_06.13.2018.pdf). iQMIS is not a system of records because records cannot be retrieved by an individual's name or other unique identifier. Users retrieve records by housing installation name and housing unit number. Rent collected from the employee/tenant through payroll deduction actions are processed through the DOI's Federal Personnel and Payroll System (FPPS) which is a federal shared service system. DOT records in FPPS are maintained under the DOT/ALL 19 Federal Personnel and Payroll System (FPPS)73 FR 66285November 7, 2008.

Airworthiness Directives; Engine Alliance Turbofan Engines

We are adopting a new airworthiness directive (AD) for all Engine Alliance (EA) GP7270, GP7272, and GP7277 model turbofan engines. This AD requires inspection of the stage 6 seal ring for correct installation and inspection of the high-pressure compressor (HPC) stages 2-5 spool for cracks. This AD also requires replacement of the HPC stages 2-5 spool if the stage 6 seal ring is incorrectly installed or if the HPC stages 2-5 spool is found cracked. This AD was prompted by a shop finding of axial cracks in the interstage 5-6 seal teeth of the HPC stages 2-5 spool spacer arm, due to an incorrectly installed stage 6 seal ring. We are issuing this AD to address the unsafe condition on these products.

We are adopting a new airworthiness directive (AD) for all The Boeing Company Model 757-200 series airplanes. This AD was prompted by reports of uncommanded movement of the captain's and first officer's seats. This AD requires, for the captain's and first officer's seats, repetitive horizontal actuator identifications, repetitive checks of the horizontal movement system (HMS), a detailed inspection of the HMS, as applicable, and applicable on-condition actions. This AD also requires a general visual inspection to determine the seat part numbers of the captain's and first officer's seats, a cable adjustment check on seats with certain seat part numbers, and applicable on-condition actions. We are issuing this AD to address the unsafe condition on these products.

We are superseding Airworthiness Directive (AD) 2018-18-01 for all CFM International S.A. (CFM) Model CFM56-7B turbofan engines. AD 2018-18-01 required initial and repetitive inspections of certain fan blades and, if they fail the inspection, their replacement with parts eligible for installation. This AD requires the same initial and repetitive inspections but revises the compliance time for the initial inspections and revises the installation prohibition based on the updated compliance time. This AD was prompted by further analysis by the manufacturer that indicated a need to reduce the initial fan blade inspection interval based on an ongoing root cause investigation of an April 2018 engine failure. We are issuing this AD to address the unsafe condition on these products.

We propose to adopt a new airworthiness directive (AD) for Pilatus Aircraft Ltd. Model PC-6, PC-6/350, PC-6/350-H1, PC-6/350-H2, PC-6/A, PC-6/A-H1, PC-6/A-H2, PC-6/B-H2, PC-6/B1-H2, PC-6/B2-H2, PC-6/ B2-H4, PC-6/C-H2, PC-6/C1-H2, PC-6-H1, and PC-6-H2 airplanes. This proposed AD results from mandatory continuing airworthiness information (MCAI) originated by an aviation authority of another country to identify and correct an unsafe condition on an aviation product. The MCAI describes the unsafe condition as sheared or missing rivets on the horizontal stabilizer hinge bracket assemblies. We are issuing this proposed AD to require actions to address the unsafe condition on these products.

These special conditions are issued for the Airbus Model A330- 200, A330-200F, A330-300, and A330-900 series airplanes. These airplanes will have a novel or unusual design feature when compared to the state of technology envisioned in the airworthiness standards for transport category airplanes. This design feature is airplane electronic systems and networks that allow access, from aircraft internal sources (e.g., wireless devices, internet connectivity), to the airplane's previously isolated, internal, electronic components. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.
