Commercial Driver's License: Missouri Department of Revenue (DOR); Application for Exemption
Document Number: 2016-09116
Type: Notice
Date: 2016-04-20
Agency: Federal Motor Carrier Safety Administration, Department of Transportation
FMCSA announces that it has received an application from the Missouri Department of Revenue (DOR), Driver's License Bureau, for a limited exemption from the Agency's commercial driver's license (CDL) regulations. These regulations require a driver to pass the general knowledge test before being issued a Commercial Learner's Permit (CLP). The Missouri DOR requests an exemption from knowledge test requirement for qualified veterans who participated in dedicated training in approved military programs. The Missouri DOR states that its goal is to assist qualified veterans in obtaining employment when returning to the civilian workforce, and that granting this exemption will assist veterans who have already been through extensive military training. FMCSA requests public comment on the exemption application. In addition, because the issue raised by the Missouri DOR is not unique to that State, FMCSA requests public comment whether the exemption, if granted, should cover all State Driver's Licensing Agencies (SDLAs).
Household Goods Consumer Protection Working Group: Membership Solicitation
Document Number: 2016-09113
Type: Notice
Date: 2016-04-20
Agency: Federal Motor Carrier Safety Administration, Department of Transportation
FMCSA announces its intent to establish the Household Goods (HHG) Consumer Protection Working Group (Working Group). The Fixing America's Surface Transportation (FAST) Act requires FMCSA to establish this Working Group to provide recommendations on how to better educate and protect HHG moving customers (consumers) during an interstate HHG move. FMCSA solicits applications and nominations of interested persons to serve on the Working Group. As required by the FAST Act, the Working Group must be composed of individuals with expertise in consumer affairs, educators with expertise in how people learn most effectively, and representatives of the interstate HHG moving industry. The FAST Act mandates that the Working Group make its recommendations and the U.S. Department of Transportation (DOT) publish them no later than December 4, 2016.
Hours of Service of Drivers: McKee Foods Transportation LLC, Exemption; FAST Act Extension of Expiration Date
Document Number: 2016-09112
Type: Notice
Date: 2016-04-20
Agency: Federal Motor Carrier Safety Administration, Department of Transportation
FMCSA announces the extension of the exemption granted to McKee Foods Transportation, LLC, (MFT) on March 27, 2015, for transportation by their team drivers utilizing the sleeper-berth (S/B). The Agency extends the expiration date from March 27, 2015, to March 27, 2020, in response to Section 5206(b)(2)(A) of the ``Fixing America's Surface Transportation Act'' (FAST Act). That section extends the expiration date of hours-of-service (HOS) exemptions in effect on the date of enactment of the FAST Act to 5 years from the date of issuance of the exemptions. The MFT exemption from the Agency's S/B requirement is limited to team drivers employed by MFT to allow these drivers to split S/B time into two periods totaling at least 10 hours, provided neither of the two periods is less than 3 hours in length. The Agency previously determined that the commercial motor vehicle operations of MFT drivers under this exemption would likely achieve a level of safety equivalent to or greater than the level of safety that would be obtained in the absence of the exemption.

Airworthiness Directives; Dassault Aviation Airplanes
Document Number: 2016-09005
Type: Proposed Rule
Date: 2016-04-20
Agency: Federal Aviation Administration, Department of Transportation
We propose to supersede Airworthiness Directive (AD) 2011-10- 01, for all Dassault Aviation Model FALCON 7X airplanes. AD 2011-10-01 currently requires repetitive functional tests of the ram air turbine (RAT) heater and repair if necessary. Since we issued AD 2011-10-01, we received a revision of an airworthiness limitations items (ALI) document, which introduces new and more restrictive maintenance requirements and airworthiness limitations for airplane structures and systems. This proposed AD would require revising the maintenance or inspection program to incorporate new maintenance requirements and airworthiness limitations. We are proposing this AD to prevent reduced structural integrity and reduced control of these airplanes due to the failure of system components.
Airworthiness Directives; Zodiac Seats California LLC Seating Systems
Document Number: 2016-09004
Type: Proposed Rule
Date: 2016-04-20
Agency: Federal Aviation Administration, Department of Transportation
We propose to adopt a new airworthiness directive (AD) for certain Zodiac Seats California LLC seating systems. This proposed AD was prompted by a determination that the affected seating systems may cause serious injury to the occupant during forward impacts when subjected to certain inertia forces. This proposed AD would require removing affected seating systems. We are proposing this AD to prevent serious injury to the occupant during forward impacts in emergency landing conditions.
Airworthiness Directives; Dassault Aviation Airplanes
Document Number: 2016-09003
Type: Proposed Rule
Date: 2016-04-20
Agency: Federal Aviation Administration, Department of Transportation
We propose to adopt a new airworthiness directive (AD) for all Dassault Aviation Model FALCON 900EX and FALCON 2000EX airplanes. This proposed AD was prompted by a review that identified a nonconformity between the torque value applied to the screw-nuts of aileron servo actuators, and the torque value specified by the type design. This proposed AD would require replacing certain aileron servo actuators with serviceable servo actuators. We are proposing this AD to prevent desynchronization between two servo actuator barrels, which could lead to reduced control of the airplane during roll maneuvers at low altitude.
Airworthiness Directives; Bombardier, Inc. Airplanes
Document Number: 2016-08960
Type: Proposed Rule
Date: 2016-04-20
Agency: Federal Aviation Administration, Department of Transportation
We propose to supersede Airworthiness Directive (AD) 2015-02- 23, for certain Bombardier, Inc. Model CL-600-1A11 (CL-600), CL-600- 2A12 (CL-601), and CL-600-2B16 (CL-601-3A, and CL-601-3R Variants) airplanes. AD 2015-02-23 currently requires repetitive inspections for fractured or incorrectly oriented fasteners on the inboard flap hinge- box forward fittings on both wings, and replacement of all fasteners if necessary. The preamble to AD 2015-02-23 explains that we consider the requirements interim action and are considering further rulemaking. We now have determined that further rulemaking is indeed necessary, and that replacement of the fasteners is necessary. This proposed AD would require terminating action to replace the fasteners on the inboard flap hinge-box forward fittings on both wings. We are proposing this AD to detect and correct incorrectly oriented or fractured fasteners, which could result in detachment of the flap hinge-box and the flap surface, and consequent reduced controllability of the airplane.
Airworthiness Directives; BAE SYSTEMS (Operations) Limited Airplanes
Document Number: 2016-08957
Type: Proposed Rule
Date: 2016-04-20
Agency: Federal Aviation Administration, Department of Transportation
We propose to supersede Airworthiness Directive (AD) 2010-10- 13, for all BAE SYSTEMS (Operations) Limited Model BAe 146 and Avro 146 series airplanes. AD 2010-10-13 currently requires repetitive inspections of the wing fixed leading edge and front spar structure for corrosion and cracking, and repair if necessary. Since we issued AD 2010-10-13, the Design Approval Holder (DAH) has issued revised inspection procedures that eliminate a previously approved inspection procedure. This proposed AD would require revised inspection procedures. We are proposing this AD to detect and correct corrosion and cracking of the wing fixed leading edge and front spar structure, which could result in reduced structural integrity of the wing.
Airworthiness Directives; Airbus Airplanes
Document Number: 2016-08953
Type: Proposed Rule
Date: 2016-04-20
Agency: Federal Aviation Administration, Department of Transportation
We propose to supersede Airworthiness Directive (AD) 2005-15- 07, for certain Airbus Model A320-111 airplanes and Model A320-200 series airplanes. AD 2005-15-07 currently requires installing insulator and cable ties to the electrical cables of the S routes at the gaps in the raceway in the wing trailing edge and the wing tip and wing root areas. Since we issued AD 2005-15-07, we have received reports of wire chafing in the left-hand wing trailing edge. This proposed AD would require additional modifications in the trailing edges of both wings. This proposed AD would also remove airplanes from the applicability. We are proposing this AD to prevent wire chafing in the trailing edge of the wings, which could result in a short circuit in the vicinity of the fuel tanks, consequently resulting in a potential source of ignition in a fuel tank vapor space and consequent fuel tank explosion.

Document Number: 2016-08395
Type: Rule
Date: 2016-04-13
Agency: Federal Aviation Administration, Department of Transportation
This action corrects administrative errors in a final rule published in the Federal Register of March 8, 2016, that establishes Class E airspace at Willapa Harbor Heliport, South Bend, WA, by amending the assigned paragraph for rule incorporation within FAA Order 7400.9Z, by correcting format errors in the text header of the airspace legal description, and by correcting inconsistent airport name information in the airspace legal description. These changes do not affect the boundaries or operating requirements of the airspace.
Proposed Amendment of Class D and E Airspace and Revocation of Class E Airspace; Sioux City, IA
Document Number: 2016-08394
Type: Proposed Rule
Date: 2016-04-13
Agency: Federal Aviation Administration, Department of Transportation
This action proposes to amend Class D and E airspace at Sioux Gateway/Col. Bud Day Field, Sioux City, IA, due to the decommissioning of the Gateway non-directional radio beacon (NDB) and cancellation of the NDB approaches at the airport. The Class E airspace area designated as an extension would be removed as it is no longer needed. Advances in Global Positioning System (GPS) capabilities have made this action necessary for the safety and management of Instrument Flight Rules (IFR) operations at the airport. This action also would update the geographic coordinates for Martin Field, NE, to coincide with the FAA's aeronautical database.
Proposed Amendment of Class E Airspace for the Following Louisiana Towns; De Quincy, LA; Minden, LA; Slidell, LA; and Revocation of Class E Airspace; Homer, LA
Document Number: 2016-08393
Type: Proposed Rule
Date: 2016-04-13
Agency: Federal Aviation Administration, Department of Transportation
This action proposes to modify Class E airspace extending upward from 700 feet above the surface at De Quincy Industrial Airpark, De Quincy, LA; Minden-Webster Airport, Minden, LA; and Slidell, Airport, Slidell, LA. Decommissioning of non-directional radio beacon (NDB), cancellation of NDB approaches, and implementation of area navigation (RNAV) procedures have made this action necessary for the safety and management of Instrument Flight Rules (IFR) operations at the above airports. This action also proposes to remove Class E airspace extending upward from 700 feet above the surface at Homer Municipal Airport, Homer, LA, as controlled airspace is no longer needed. Additionally, the geographic coordinates at De Quincy Industrial Airpark, Minden-Webster Airport, and Slidell Airport would be adjusted to coincide with the FAA's aeronautical database.
Airworthiness Directives; Airbus Airplanes
Document Number: 2016-08366
Type: Rule
Date: 2016-04-13
Agency: Federal Aviation Administration, Department of Transportation
We are adopting a new airworthiness directive (AD) for certain Airbus Model A330-223F and -243F airplanes. This AD was prompted by a report of missing fasteners in certain locations of the fuselage during production. This AD would require inspecting for missing, damaged, or incorrectly installed fasteners; and corrective actions if necessary. We are issuing this AD to detect and correct cracking of the fuselage due to missing, damaged, or incorrectly installed fasteners, which could result in reduced structural integrity of the fuselage.
Airworthiness Directives; The Boeing Company Airplanes
Document Number: 2016-08365
Type: Proposed Rule
Date: 2016-04-13
Agency: Federal Aviation Administration, Department of Transportation
We are revising an earlier proposed airworthiness directive (AD) for certain The Boeing Company Model 767-200, -300, and -400ER series airplanes. The NPRM proposed an inspection for plastic couplings, corrective actions if necessary, and installation of new spray shrouds. The NPRM was prompted by a report of the engine indication and crew alerting system (EICAS) display system malfunctioning during flight. This action revises the NPRM by adding, for certain airplanes, a general visual inspection of the spray shield and related investigative and corrective actions if necessary. We are proposing this supplemental NPRM (SNPRM) to prevent an uncontrolled water leak from a defective potable water system coupling, which could cause the main equipment center (MEC) line replaceable units (LRUs) to become wet, resulting in an electrical short and potential loss of several functions essential for safe flight. Since these actions impose an additional burden over that proposed in the NPRM, we are reopening the comment period to allow the public the chance to comment on these proposed changes.
Airworthiness Directives; The Boeing Company Airplanes
Document Number: 2016-08359
Type: Rule
Date: 2016-04-13
Agency: Federal Aviation Administration, Department of Transportation
We are adopting a new airworthiness directive (AD) for all The Boeing Company Model 777-200, -200LR, -300, and -300ER series airplanes. This AD was prompted by reports of fractured forward attach fittings of the inboard flap outboard aft flap track. The fractured fittings were determined to be the result of corrosion pits forming on the inside diameter of the fittings. This AD requires an inspection for the affected part number and serial number of the main flap; various additional repetitive inspections of the fitting, if necessary; and replacement of the fitting or nested bushing installation, if necessary, which would terminate the inspections. This AD also provides an optional terminating action for the repetitive inspections. We are issuing this AD to detect and correct fracture of the fitting, which could result in the loss of the inboard aft flap and could lead to a punctured fuselage, causing injury to the flightcrew and passengers, and damage to the airplane.
Airworthiness Directives; Airbus Airplanes
Document Number: 2016-08352
Type: Rule
Date: 2016-04-13
Agency: Federal Aviation Administration, Department of Transportation
We are adopting a new airworthiness directive (AD) for certain Airbus Model A300 B4-600, B4-600R, and F4-600R series airplanes, and Model A300 C4-605R Variant F airplanes (collectively called Model A300- 600 series airplanes), modified by a particular supplemental type certificate (STC). This AD was prompted by a report of chafing found on the overflow sensor harness of the surge tank, and subsequent contact between the electrical wiring and fuel tank structure. This AD requires a one-time inspection for damage of the outer tank overflow sensor harness, and repair if necessary. This AD also requires modification of the sensor harness. We are issuing this AD to prevent chafing of the harness and subsequent contact between the electrical wiring and fuel tank structure, which could result in electrical arcing and a fuel tank explosion.
