Proposed Program Guidance Circulars
On September 28, 2007, the Federal Transit Administration (FTA) published notices seeking comment on four program guidance circularsthe Metropolitan Planning Program and State Planning and Research Program Grants; the Capital Investment Program; the Grant Management Requirements; and Third Party Contracting. This document extends the comment periods of each of these notices. The reasons for extending the comment period are three-fold. First, the FTA wants to stagger the comment period so the public has more time to provide meaningful comments, which in turn will result in better guidance for our customers. Second, FTA currently has a major rulemaking out for comment, which may create hardship on those wishing to comment on circulars as well as the rulemaking. Finally, DOT had some difficulty migrating from the USDOT docket system to the Federal Government's new E-rulemaking portal, which has caused some confusion among commenters.

Early Scoping Notice for an Alternatives Analysis of Proposed Transit Improvements in the Regional Connector Transit Corridor of Los Angeles, CA
The Federal Transit Administration (FTA) and the Los Angeles County Metropolitan Transportation Authority (LACMTA) issue this early scoping notice to advise other agencies and the public that they intend to explore, in the context of the Council on Environmental Quality's early scoping process, alternative means of improving transit capacity and service in and through the central core of Los Angeles, California. The early scoping process is part of a planning Alternatives Analysis (AA) required by 49 United States Code (U.S.C.) 5309 that will lead to the selection of the alternatives that will be subject to the appropriate environmental process. Early scoping meetings have been planned and are announced below. The proposed Regional Connector would provide a link connecting several light rail service lines in operation or in construction (i.e., the Metro Gold Line to Pasadena, the Metro Gold Line Eastside Extension, the Metro Blue Line, and the Metro Expo Line). This connection would broaden and improve the region's public transit, mobility, and accessibility. The project study area within which various alternatives will be considered for the Regional Connector is situated in downtown Los Angeles, generally encompassing the area between the 101 Freeway on the north, 9th Street/Los Angeles Street and 7th Street on south, the 110 Freeway on the west, and Alameda Street on the east. After selection of the alternatives by the LACMTA Board, the alternatives will then be the subject of the appropriate environmental review under the National Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA). If the alternatives have significant impacts, an environmental impact statement (EIS), combined with a California environmental impact report (EIR) would be initiated with a Notice of Intent (NOI) in the Federal Register and distribution of a Notice of Preparation (NOP) required under CEQA and final public and agency scoping of the EIS/EIR. In particular, the purpose and need for the project, the range of alternatives to be considered in the EIS/ EIR, the environmental and community impacts to be evaluated, and the methodologies to be used, would be subject to public and interagency review and comment, in accordance with 23 U.S.C. 139 and CEQA.

Standard Instrument Approach Procedures, and Takeoff Minimums and Obstacle Departure Procedures; Miscellaneous Amendments
This Rule establishes, amends, suspends, or revokes Standard Instrument Approach Procedures (SIAPs) and associated Takeoff Minimums and Obstacle Departure Procedures for operations at certain airports. These regulatory actions are needed because of the adoption of new or revised criteria, or because of changes occurring in the National Airspace System, such as the commissioning of new navigational facilities, adding new obstacles, or changing air traffic requirements. These changes are designed to provide safe and efficient use of the navigable airspace and to promote safe flight operations under instrument flight rules at the affected airports.
Early Scoping Notice for an Alternatives Analysis of Proposed Transit Improvements in the Eastside Extension Phase II Transit Corridor of Los Angeles, CA
The Federal Transit Administration (FTA) and the Los Angeles County Metropolitan Transportation Authority (LACMTA) issue this early scoping notice to advise other agencies and the public that they intend to explore, in the context of the Council on Environmental Quality's early scoping process, alternative means of improving transit capacity and service in the Eastside Extension Phase II Transit Corridor of Los Angeles, California. Sec. 5309, that will lead to the selection of the proposed action and alternatives that will be subject to the appropriate environmental process. Early scoping meetings have been planned and are announced below. The Eastside Extensive Phase II Transit Corridor is east-west oriented and includes all or portions of the cities of Montebello, Pico Rivera, Monterey Park, Industry, Downey, Whittier, Commerce, Rosemead, South El Monte, South San Gabriel, Sante Fe Springs, Bell as well as unincorporated portions of the County of Los Angeles. The study area generally extends from Union Station in downtown Los Angeles, north to the Interstate 10 freeway, east to approximately three miles east of the State Route 605, and south to Interstate 5 freeway. The Alternatives Analysis will study the extension of high capacity transit service from the Metro Gold Line Eastside Extension to approximately 3 miles east of the State Route 605. The conclusion of the planning Alternatives Analysis is expected to be the selection of a Locally Preferred Alternative (LPA) by the LACMTA and the Southern California Association of Governments, which is the official metropolitan planning organization for Los Angeles. The LPA will then be the ``proposed action'' that is subject to an appropriate environmental review under the National Environmental Policy Act (NEPA). If the selected LPA would have significant impacts, an environmental impact statement (EIS), combined with a California environmental impact report (EIR) would be initiated with a Notice of Intent in the Federal Register and distribution of a Notice of Preparation (NOP) required under the California Environmental Quality Act (CEQA). Public and agency scoping of the EIS/EIR would be conducted at that time. In particular, the purpose and need for the project, the range of alternatives to be considered in the EIS/EIR, the environmental and community impacts to be evaluated, and the methodologies to be used, would be subject to public and interagency review and comment, in accordance with 23 U.S.C. 139 and CEQA.
Amendment of Class E Airspace; Scottsboro, AL
This action amends Class E airspace at Scottsboro, AL, to accommodate a new Standard Instrument Approach Procedure (SIAP) that has been developed for Scottsboro MunicipalWord Field Airport. Additional controlled airspace is necessary for the safety and management of Instrument Flight Rules (IFR) operations at Scottsboro MunicipalWord Field Airport.
Maintenance and Repair Reimbursement Pilot Program
The Maritime Administration is hereby giving notice that the closing date for filing applications to enroll in the Maintenance and Repair Reimbursement Pilot Program is extended until December 30, 2007. The notice announcing the initial application deadline was published in the Federal Register on July 2, 2007 (72 FR 36103). An extension to October 30, 2007 was previously published in the Federal Register on July 30, 2007 (72 FR 41581-01).
Agency Information Collections; Extension of a Currently Approved Collection: Transportation of Hazardous Materials, Highway Routing
In accordance with the Paperwork Reduction Act of 1995, FMCSA announces its plan to submit the Information Collection Request (ICR) described below to the Office of Management and Budget (OMB) for review and approval and invites public comment. The FMCSA requests approval to extend an existing information collection entitled ``Transportation of Hazardous Materials, Highway Routing,'' which requires States and Indian tribes to identify designated/restricted routes and restrictions or limitations affecting how motor carriers may transport certain hazardous materials on the highway.

Airworthiness Directives; Bombardier Model DHC-8-400 Series Airplanes
The FAA is adopting a new airworthiness directive (AD) for certain Bombardier Model DHC-8-400 series airplanes. This AD requires an inspection to detect discrepancies of the main landing gear (MLG) system, an inspection of the jam nut of the retract actuator of the MLGs to ensure the wire lock is in place and the nut is secured, an inspection of the retract actuator for any signs of corrosion or wear, and applicable related investigative and corrective actions if necessary. This AD also requires submitting an inspection report to Bombardier. This AD results from two reports of collapse of MLGs within a few days of each other. We are issuing this AD to detect and correct potential failure of major components of the MLG assembly and attachments, which could result in the possible collapse of a MLG and consequent damage to the airplane and injury to people or damage to property on the ground.

This action will establish Class E surface airspace at Springfield, CO. Controlled airspace is necessary to accommodate aircraft using a new Area Navigation (RNAV) Global Positioning System (GPS) Standard Instrument Approach Procedure (SIAP) at Springfield Municipal Airport. Methodology to be Employed in Determining the Railroad Industry's Cost of Capital
The Surface Transportation Board will hold a public hearing beginning at 10 a.m. on Tuesday, December 4, 2007, at its offices in Washington, DC. The purpose of the hearing will be to allow current parties of record to comment on the proposed methodology to be employed in determining the railroad industry's estimated cost of capital and the record developed in this proceeding. Parties of record wishing to speak at the hearing should notify the Board in writing.
Airworthiness Directives; Cessna Aircraft Company Models 525, 525A, and 525B Airplanes
We propose to adopt a new airworthiness directive (AD) for certain Cessna Aircraft Company (Cessna) Models 525, 525A, and 525B airplanes. This proposed AD would require you to inspect the lower wing skin structure, forward wing spar, lower fuselage skin, fairings, and the external fairing frames for corrosion; repair any damage found; apply a corrosion inhibitive sealant to the fuselage fairings before reinstalling; and disable the cockpit mounted pilot relief tube. This proposed AD results from leaking of the cockpit mounted pilot relief tube, which caused corrosion of the airplane structure. We are proposing this AD to detect and correct any damage from corrosion of the airplane structure. Corrosion of the airplane structure could cause structural degradation and lead to structural failure of the airplane with consequent loss of control.
