Public Hearings for the Atlantic Fleet Active Sonar Training Draft Environmental Impact Statement/Overseas Environmental Impact Statement
Pursuant to section 102(2)(c) of the National Environmental Policy Act (NEPA) of 1969 and regulations implemented by the Council on Environmental Quality (40 CFR parts 1500 to 1508), and Presidential Executive Order 12114, the Department of the Navy (Navy) has prepared and filed with the U.S. Environmental Protection Agency a Draft Environmental Impact Statement/Overseas Environmental Impact Statement (EIS/OEIS) on February 8, 2008, which evaluates the potential environmental effects associated with the use of mid- and high- frequency active sonar technology and the improved extended echo ranging (IEER) system during Atlantic Fleet Active Sonar Training (AFAST) activities within and adjacent to existing Navy Operating Areas (OPAREAs) located along the East Coast of the United States and in the Gulf of Mexico. Navy OPAREAs include designated ocean areas near fleet concentration areas (i.e., homeports). OPAREAs are where the majority of routine Navy training and research, development, test, and evaluation (RDT&E) activities occur. However, Navy training exercises are not confined to the OPAREAs. Some training exercises or portions of exercises are conducted seaward of the OPAREAs and a limited amount of active sonar use is conducted in water areas shoreward of the OPAREAs. A Notice of Intent for this Draft EIS/OEIS was published in the Federal Register on 29 September 2006 (71 FR 57489). The Navy will conduct six public hearings to receive oral and written comments on the Draft EIS/OEIS. Federal agencies, state agencies, and local agencies and interested individuals are invited to be present or represented at the public hearings. This notice announces the dates and locations of the public hearings for this Draft EIS/OEIS.

Record of Decision for Kilo Wharf Extension (MILCON P-502) at Apra Harbor Naval Complex, Guam, Mariana Islands
The Department of the Navy announces its decision to extend Kilo Wharf by 400 feet (122 meters) to the west at Apra Harbor Naval Complex, Guam, Mariana Islands. The project includes dredging of reef flat and other marine habitats, construction of an additional mooring island, and improvements to the existing wharf. Improvements to the existing wharf include upgrades to the primary and secondary electrical power supply; upgraded lightning protection and grounding system; new electrical substation building, perimeter fencing, and floodlighting system; and seismic upgrades.

The CNO Executive Panel will report on the findings and recommendations of the Defense of the Sea Bed Subcommittee to the Chief of Naval Operations. The Department of the Navy is amending its certifications and exemptions under the International Regulations for Preventing Collisions at Sea, 1972 (72 COLREGS), to reflect that the Deputy Assistant Judge Advocate General (Admiralty and Maritime Law) has determined that USS FREEDOM (LCS 1) is a vessel of the Navy which, due to its special construction and purpose, cannot fully comply with certain provisions of the 72 COLREGS without interfering with its special function as a naval ship. The intended effect of this rule is to warn mariners in waters where 72 COLREGS apply.

Notice of Intent To Prepare an Environmental Impact Statement for the U.S. Marine Corps Grow the Force Initiative (or GTF) at Marine Corps Base Camp Lejeune, Marine Corps Air Station New River, and Marine Corps Air Station Cherry Point, NC
Pursuant to section (102)(2)(c) of the National Environmental Policy Act (NEPA) of 1969, as implemented by the Council on Environmental Quality Regulations (40 Code of Federal Regulations parts 1500-1508) and U.S. Marine Corps (USMC) NEPA implementing regulations in Marine Corps Order P5090.2A, the USMC announces its intent to prepare an Environmental Impact Statement (EIS) to evaluate the potential environmental consequences that may result from the permanent assignment of approximately 9,900 additional Marines and support service personnel at three installations in North Carolina: Marine Corps Base Camp Lejeune (MCBCL) and Marine Corps Air Station New River (MCASNR) in Jacksonville and Marine Corps Air Station Cherry Point (MCASCP) in Havelock. The proposed action includes incremental permanent personnel increases at existing USMC installations. By Fiscal Year (FY) 2011 MCBCL, MCASNR, and MCASCP personnel (military and civilian) increases are expected to be approximately 7,700 (MCBCL), 1,400 (MCASNR), and 800 (MCASCP). Alternatives to be examined in the EIS may consist of alternative sitting locations on these installations for new facility construction, renovation and use of existing facilities, or a combination of both new and existing facilities. The no-action alternative, of not permanently basing these Marines and associated personnel, will also be examined. The USMC is initiating the scoping process with this notice of intent. Scoping assists the USMC in identifying community concerns and local issues related to the proposed action.
Notice of Availability and Notice of Public Hearings for Draft Environmental Impact Statement for the Activities To Implement 2005 Base Realignment and Closure Actions at National Naval Medical Center, Bethesda, MD
Pursuant to Section (102)(2)(C) of the National Environmental Policy Act of 1969 (NEPA), the regulations implemented by the Council on Environmental Quality (40 CFR parts 1500-1508), and the Department of the Navy (DON) NEPA regulation (32 CFR part 775), DON announces the availability of the Draft Environmental Impact Statement (DEIS) for potential environmental impacts associated with implementing actions directed by the Defense Base Closure and Realignment (BRAC) Act of 1990, Public Law 101-510, as amended in 2005 (BRAC Law), at the National Naval Medical Center (NNMC) in Bethesda, MD. Under the BRAC law, the Walter Reed Army Medical Center (WRAMC) will realign all tertiary and complex health care services to the NNMC campus in Bethesda. The transfer and integration of these services with existing functions at NNMC will result by law in creation of a new premier military health care center to be named the Walter Reed National Military Medical Center (WRNMMC) at Bethesda, MD. The BRAC law calls for completion of the realignment, establishment of the WRNMMC, and closure of WRAMC to be accomplished by 15 September 2011. The realignment of tertiary and complex medical care will bring additional patients and visitors requiring additional staff and facilities to be provided at NNMC. The DEIS provides information on the proposed new construction and facility alterations, current estimates of the additional staff that will be needed, and an assessment of the potential environmental impacts associated with implementation of these realignment actions at NNMC in Bethesda, MD.

The Naval Research Advisory Committee (NRAC) will meet to discuss information classified at the SECRET level from government organizations and proprietary information from commercial organizations. With the exception of two unclassified sessions on December 12, 2007 from 2 p.m. to 3 p.m. and from 3 p.m. to 4 p.m., all other sessions on December 11, 2007 and December 12, 2007 will include discussions involving proprietary information regarding technology applications and systems under development in the private sector between competing companies and/or information classified at the SECRET level that is devoted to intelligence briefings; emerging threats posed by potential adversaries; the exploitation of physical vulnerabilities; the tactical applications of known and emerging technologies; an assessment of the emerging concepts in such areas as: Training, S&T funding allocation, technology monitoring, progress assessments, and probable time frames for transformation and implementation; the challenges raised with the utilization and fielding of various technology applications; and a security briefing that will discuss security policies and procedures, and counterintelligence information classified at the SECRET level.

Notice of Intent To Prepare an Environmental Impact Statement for Access Between the Laurelwood Housing Area and an Adjacent State Primary or Secondary Road at Naval Weapons Station Earle, Colts Neck, NJ and To Announce a Public Scoping Meeting
Pursuant to section (102)(2)(c) of the National Environmental Policy Act (NEPA) of 1969, and the regulations implemented by the Council on Environmental Quality (40 CFR Parts 1500-1508), the Department of the Navy (Navy) announces its intent to prepare an Environmental Impact Statement (EIS) to evaluate the potential environmental consequences of providing access between the Laurelwood housing area at Naval Weapons Station (NWS) Earle and an adjacent state primary or secondary road. The requirement for this access in 2010 is a stipulation within the lease agreement between the Navy and the developer of Laurelwood. This developer may construct necessary road improvements to obtain access and rent any housing units to the general public through the year 2040. Dates and Addresses: Public scoping will be conducted in the form of an open-house style meeting to be held in Monmouth County, New Jersey to receive written comments on environmental concerns that should be addressed in the EIS. The public scoping meeting will be held on November 27, 2007, from 4 p.m. and 8 p.m., at Brookdale Community College, 765 Newman Springs Road, Lincroft, New Jersey.

Parts 1500-1508), and Presidential Executive Order 12114, Environmental Effects Abroad of Major Federal Actions, the Department of the Navy (Navy) has prepared and filed with the U.S. Environmental Protection Agency a Draft Environmental Impact Statement/Overseas Environmental Impact Statement (EIS/OEIS) on October 19, 2007. This EIS/OEIS evaluates the environmental effects for the shock trial of the MESA VERDE (LPD 19) at a site offshore of either Norfolk, Virginia; Mayport, Florida; or Pensacola, Florida. A Notice of Intent for this DEIS/OEIS was published in the Federal Register on March 12, 2004. The Navy will conduct three public hearings to receive oral and written comments on the Draft EIS/OEIS. Notice of Intent To Prepare a Supplemental Environmental Impact Statement to the Final Environmental Impact Statement and Notice of Request for Public Scoping Comments
Pursuant to section 102(2)(c) of the National Environmental Policy Act (NEPA) of 1969, and the regulations implemented by the Council on Environmental Quality (40 CFR parts 1500 through 1508), the Department of the Navy (DON) announces its intent to prepare a Supplemental Environmental Impact Statement (SEIS). This SEIS supplements the Navy's 1999 Final Environmental Impact Statement (FEIS), ``Developing Home Port Facilities for Three NIMITZ-Class Aircraft Carriers in Support of the U.S. Pacific Fleet,'' as authorized by the Record of Decision (ROD) dated January 28, 2000 and published in the Federal Register on February 8, 2000 (65 FR 6181). The limited purpose of this SEIS is to supplement the traffic analysis contained in the 1999 FEIS, to assess potential new information, validate impacts to traffic and to analyze the effectiveness of existing traffic mitigation measures implemented per the 2000 ROD when three CVNs home ported at Naval Air Station North Island (NASNI), California are simultaneously in port. Completion of the SEIS is necessary under 40 CFR 1502.9 to assess potential new information and to validate impacts to traffic during infrequent periods when three CVNs home ported at NASNI are simultaneously in port. The SEIS will analyze the effectiveness of existing traffic mitigation measures implemented per the 2000 ROD under these conditions. The SEIS will evaluate impacts such as changes in local traffic conditions, changes in personnel loading and potential changes in CVN operational deployment and maintenance schedules that could affect the average number of days three carriers are simultaneously in port. The SEIS will also evaluate the effects of traffic mitigation measures implemented pursuant to the 2000 ROD. Past, present and reasonably foreseeable future regional actions impacting traffic will be examined from a cumulative impacts perspective. In addition, the SEIS will address infrastructure improvements for Berth LIMA, which include utilities upgrades previously analyzed under the 1999 FEIS and newly defined site improvements and other minor alterations to existing infrastructure. Utilities upgrades include: repairs and upgrades to electrical power, communications and information systems, security lighting, fire protection, steam, compressed air, potable water, wastewater and fueling systems. Site improvements and other alterations include: Demolition of existing fenders, moorings, and pier pavement; installation of new fender pile system (with 200-300 fender piles) and mooring fittings; construction of Anti-Terrorism/Force Protection (AT/FP) features (watch tower, guard kiosk, fencing and surveillance equipment); and demolition, repair and paving of the wharf, sidewalks, curbing, storm water drainage features and vehicle parking areas; and landscaping. It is anticipated that the construction of infrastructure improvements to Berth LIMA will take approximately one year to accomplish. Public input is requested to ensure the scope of the SEIS analysis incorporates public concerns and affords the public an input in the decision making process.
Meeting of the Board of Visitors of Marine Corps University
The Board of Visitors of the Marine Corps University (BOV MCU) will meet to review, develop and provide recommendations on all aspects of the academic and administrative policies of the University; examine all aspects of professional military education operations; and provide such oversight and advice, as is necessary, to facilitate high educational standards and cost effective operations. Admiralty Claims
The Department of the Navy is amending its Admiralty Claims regulations concerning the scope of admiralty claims and the limit on the Secretary of the Navy's settlement authority on admiralty claims reflected in Chapter XII of the Manual of the Judge Advocate General (JAGMAN). The Department of the Navy is updating its Admiralty Claims regulations to reflect the United States Code provisions.

Revised Notice of Intent To Prepare an Environmental Impact Statement/Overseas Environmental Impact Statement for the Undersea Warfare Training Range and Notice of Request for Public Scoping Comments
This notice is issued to advise the public that the Draft Environmental Impact Statement/Overseas Environmental Impact Statement (EIS/OEIS) for the Undersea Warfare Training Range (USWTR) will be revised, and to invite the public to provide comments for consideration during preparation of the revised EIS/OEIS. In compliance with Section (102)(2)(c) of the National Environmental Policy Act (NEPA) of 1969, as implemented by the Council on Environmental Quality Regulations (40 CFR Parts 1500-1508), and Executive Order 12114, the Department of Navy (Navy) announced the preparation of an EIS for the then ``East Coast Shallow Water Training Range EIS/OEIS'' on May 13, 1996 (FR 22028) and invited the public to comment on the scope of the EIS/OEIS. Subsequently, a Draft EIS/OEIS was released on October 28, 2005 (FR 62107) to evaluate the potential environmental consequences associated with constructing and operating an Undersea Warfare Training Range (USWTR). In response to comments received from federal agencies, state agencies, and members of the public, Navy determined that the DEIS should be revised and a new DEIS issued, incorporating suggestions received during the public review and comment period. The changes contemplated involve the addition of an alternative and a modification of the methodology used to analyze impacts on marine mammals. Given the nature of these changes, the Navy has decided to reopen the scoping process and invites the public to submit any comments relevant to the scope of issues to be addressed in the revised EIS/OEIS. Scoping comments previously submitted following publication of the 1996 NOI are still valid and will be considered. All comments received during the Oct 2005 DEIS public review and comment period will be considered during the course of this scoping process and need not be resubmitted. The proposed action is to instrument an approximate 500-square- nautical-mile area of the ocean with undersea cables and sensor nodes, creating a USWTR, and to use the USWTR for anti-submarine warfare (ASW) training. The purpose of the proposed action is to enable the Navy to train effectively in an ocean environment encompassing required water depths (e.g., 120 to 900 feet depth) at a suitable location for Navy Atlantic Fleet units. Training typically would involve an individual unit or up to three vessels and two aircraft using the range at any one time. The Navy anticipates analyzing four alternative sites. The candidate sites are located in the Atlantic Ocean approximately 30 to 50 nautical miles offshore, within existing Navy Operating Areas (OPAREAs). The three candidate sites previously identified as alternatives would continue to be considered: Offshore of northeastern Virginia, offshore of southeastern North Carolina, and offshore of northeastern Florida. A site offshore of central South Carolina will be added as a fourth alternative.
