The Department of the Navy is establishing a new System of Records entitled the Command Individual Risk and Resiliency System (CIRRAS) application. The CIRRAS application will be used by the USMC to enable Commanding Officers and Senior Enlisted Advisors to make informed and timely decisions on Force Preservation Risk Assessments, to optimize individual/unit readiness, and to facilitate enterprise- wide risk management. Individual data will assist commanders by quickly identifying those Marines or Service Members requiring immediate command attention. Trend analysis will assist USMC commanders to implement mitigation strategies to improve overall individual/unit readiness. These records will also be used as a management tool for statistical analysis, tracking, reporting, evaluating program effectiveness, and conducting research.

The PMSR Draft EIS/OEIS evaluates the potential environmental consequences associated with conducting military readiness activities within the PMSR, which include testing (research, development, acquisition, testing and evaluation (RDAT&E)) and training activities analyzed in the March 2002 PMSR Final EIS/OEIS and environmental assessments (EAs) completed since 2002. The Draft EIS/OEIS also evaluates proposed increases in military testing and training tempo at the PMSR to fully support current, emerging, and foreseeable future RDAT&E and Fleet training requirements.

Death Gratuity

This final rule removes the Department of the Navy (DON) regulation requiring the Secretary of the Navy to pay a death gratuity between $800 and $3,000 upon the death of a member of the naval service while on active duty, active duty for training, or inactive duty training. That benefit is enumerated in both U.S. Code and the Department of Defense (DoD) Financial Management Regulation. The United States (U.S.) Department of the Navy (Navy), after carefully weighing the strategic, operational, and environmental consequences of the Proposed Action, announces its decision to select Alternative 3 (Preferred Alternative) from the Fallon Range Training Complex (FRTC) Final Environmental Impact Statement (EIS) Environmental), dated January 2020. This alternative will support the Navy's request for a legislative proposal in the National Defense Authorization Act for Fiscal Year 2021 for Congressional action and Presidential approval for renewal of the current federal land withdrawal and withdrawal of additional federal land to expand the range. It also includes the acquisition of non-federal land. While making this decision, the Navy carefully weighed its strategic and operational needs; potential impacts on the human, natural, and cultural environment; and comments from government officials and agencies, tribal governments, and the public on the proposal and environmental analysis. The Navy selected Alternative 3 because it best meets the purpose of and need for modernization while minimizing impacts on public access and land use. The Navy will implement management practices, monitoring, and mitigation measures to reduce potential impacts of the FRTC modernization.
