Meeting of the Board of Visitors of Marine Corps University
The Executive Committee of the Board of Visitors of the Marine Corps University (BOV MCU) will meet to receive the recommendations of the Officer Professional Military Education Study Group. The Board will receive the final written report from the three-month study of Marine Corps Professional Military Education. All sessions of the meeting will be open to the public.
Notice of Intent To Prepare an Environmental Impact Statement (EIS)/Overseas Environmental Impact Statement (OEIS) for a Proposal To Enhance Training, Testing, and Operational Capability Within the Hawaii Range Complex and To Announce Public Scoping Meetings
Pursuant to Section 102(2)(C) of the National Environmental Policy Act of 1969, as implemented by the Council on Environmental Quality regulations (40 CFR parts 1500-1508), and Executive Order 12114 (Environmental Effects Abroad of Major Federal Actions), the Department of the Navy (DoN) announces its intent to prepare an EIS/OEIS. This EIS/OEIS will evaluate the potential environmental effects of increasing usage and enhancing the capability of the Hawaii Range Complex to achieve and maintain Fleet readiness and to conduct current, emerging, and future training and research, development, test, and evaluation (RDT&E) operations. The EIS/OEIS will consider two action Alternatives to accomplish these objectives, in addition to the No Action Alternative. The following will be invited to be cooperating agencies: Department of Energy, Missile Defense Agency, U.S. Army, U.S. Fish and Wildlife Service, and National Marine Fisheries Service.

The U.S. Naval Academy Board of Visitors will meet to make such inquiry as the Board shall deem necessary into the state of morale and discipline curriculum, instruction, physical equipment, fiscal affairs, and academic methods of the Naval Academy. The meeting will include discussions of personnel issues at the Naval Academy, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy. The executive session of this meeting will be closed to the public.
Availability of the Draft Environmental Assessment for an Airspace Proposal in the Ft. Campbell, KY Area
This announces the availability of the Draft Environmental Assessment (EA) for an airspace proposal in the Ft. Campbell, KY area. The airspace proposal is required for the establishment of Helicopter Aerial Refueling routes utilizing United States Army helicopters and United States Air Force and/or Marine Corp airplanes to conduct air-to- air refueling training. In order to use these routes on a recurring basis they are required to be published in the Department of Defense publication system therefore requiring an environmental study. The EA assesses the potential environmental impacts of all areas that underlie the flight routes. There are six routes in the proposal which will be utilized by an U.S. Army tenant unit of Ft. Campbell, KY.

The Naval Research Advisory Committee (NRAC) will meet to discuss classified information from government organizations. All sessions of the meeting will be devoted to briefings, discussions, and technical examination of issues related to maritime strategy and Department of the Navy plans, programs, and objectives. It is envisioned that these discussions will enable the NRAC to identify technology gaps where additional science and technology investment may be needed to satisfy current and projected Navy and Marine Corps requirements.

Notice of Intent To Prepare an Environmental Impact Statement for the Development of the Westside of Marine Corps Base Quantico, Including the 2005 Base Realignment and Closure (BRAC) Action, Marine Corps Base Quantico (MCBQ), Virginia
Pursuant to Section 102(2)(C) of the National Environmental Policy Act (NEPA) of 1969, as implemented by the Council on Environmental Quality regulations (40 CFR parts 1500-1508), and applicable Marine Corps Order P5090.2A, guidelines for NEPA, the Marine Corps announces its intent to prepare an Environmental Impact Statement (EIS) for the development of the westside of MCBQ, including the 2005 BRAC action at MCBQ, VA. The Marine Corps previously published a Notice of Intent (NOI) to prepare a Programmatic Environmental Impact Statement (Vol. 67 FR 37405) for the development of the westside of MCBQ on May 29, 2002. This NOI cancels the previous NOI, and establishes the opportunity for the public to comment on the proposed action which now includes the BRAC 2005 actions at MCBQ. The Marine Corps will hold a public scoping meeting open house for the purpose of further identifying the scope of issues to be addressed in the EIS. Written and recorded comments will be accepted during this time. To ensure that the full range of issues related to this proposed action will be addressed, representatives from MCBQ will be available to answer questions and solicit public comments from all interested parties during the open house. Following future publication of the draft EIS, at a time to be determined, a second public meeting will be held to address comments on the draft document.
