Curation of Federally-Owned and Administered Archeological Collections
The National Park Service proposes to amend the regulations for the curation of federally-owned and administered archeological collections to establish definitions, standards, and procedures to dispose of particular material remains that are determined to be of insufficient archaeological interest. Boston Harbor Islands National Recreation Area Advisory Council
This notice announces a meeting of the Boston Harbor Islands National Recreation Area Advisory Council. The agenda includes a presentation by Cathy Stanton, anthropologist, lecturer, and writer who has been investigating the origins of the cottages located on Peddocks Island and is exploring whether this area can be classified as a ``community'' within the Boston Harbor Islands. There will also be a discussion about the Council's mission, goals, and community outreach initiative, and Superintendent Giles Parker will give updates about park operations and planning efforts.
Final Environmental Impact Statement for Cottonwood Cove and Katherine Landing Development Concept Plans, Lake Mead National Recreation Area, Arizona and Nevada
The National Park Service announces availability of the Final Environmental Impact Statement (EIS) for the Cottonwood Cove and Katherine Landing Development Concept Plans, Lake Mead National Recreation Area. The document describes and analyzes three alternatives. Alternative 1 (no action alternative) reflects current management direction and serves as a baseline for comparison with the other alternatives. Existing facilities would be retained with minimal changes. Alternative 2 Implement Previous Planning Proposals would implement previous planning proposals that separate day use and marina facilities, maintain the type of overnight facilities, and provide flood mitigation. Alternative 3 Enhance Visitor Experience and Park Operations (agency-preferred alternative) would enhance day-use opportunities, upgrade and expand the type of overnight facilities, and provide flood mitigation. The Final EIS also analyzes the potential environmental impacts of the alternatives, including: Potential impacts to native plant communities and soils; wildlife; threatened, endangered, and special status species; floodplains; archeological resources; historic structures; cultural landscape; ethnographic resources; visitor use, experience, and safety; park operations; and socioeconomic environment.
Grand Canyon National Park Quiet Aircraft Technology Incentive: Seasonal Relief From Allocations in the Dragon and Zuni Point Corridors
The Moving Ahead for Progress in the 21st Century Act (MAP-21) in section 35001(b)(2) directs the Administrator of the Federal Aviation Administration (FAA) and the Secretary of the Interior to provide quiet aircraft technology incentives for commercial air tour operators at Grand Canyon National Park. The FAA and the National Park Service (NPS) propose to implement this directive by giving effect to section 804(c) of the National Parks Air Tour Management Act (NPATMA) to provide seasonal relief from allocations in the Dragon and Zuni Point corridors for commercial air tour operators that convert or have converted to quiet aircraft technology. The FAA and the NPS will ensure that seasonal relief from allocations complies with statutory conditions that the cumulative impact of such operations does not increase noise at the Grand Canyon and that this incentive does not diminish the statutory mandate to achieve the substantial restoration of natural quiet. This incentive is proposed to be made available in the Dragon and Zuni Point corridors during the first quarter (January- March) beginning in 2015, may be extended to include part or all of the fourth quarter beginning in 2016, and will remain in effect unless it violates the statutory conditions or until a longer term approach for managing air tour noise is in place.

We (National Park Service) will ask the Office of Management and Budget (OMB) to approve the Information Collection Request (ICR) described below. Through the preparation of a Final Trail Management Plan, the National Park Service proposed to expand recreational bicycling opportunities in Cuyahoga Valley National Park. The Final Trail Management Plan evaluated approximately 10 miles of new, single-track, off-road bicycle trails in undeveloped regions of the park; 3.1 miles of new cross-country trails; and 1.35 miles of new connector, multi-use trails for bicycle use. The National Park Service general regulation pertaining to bicycles requires promulgation of a special regulation to authorize bicycle use on new trails constructed outside of developed areas.
Environmental Assessment for the General Management Plan for Sand Creek Massacre National Historic Site, Colorado
The National Park Service has determined that an Environmental Assessment, rather than an Environmental Impact Statement, is the appropriate environmental documentation for the general management plan for Sand Creek Massacre National Historic Site. This determination is the result of evaluating public comments and considering the analysis required to adequately address environmental impacts in developing the General Management Plan.
Final Environmental Impact Statement for the Dyke Marsh Restoration and Long-term Management Plan, George Washington Memorial Parkway, Virginia
The National Park Service (NPS) announces the availability of a Final Environmental Impact Statement (FEIS) for the Dyke Marsh Restoration and Long-term Management Plan at the George Washington Memorial Parkway (GWMP), Virginia. The FEIS provides a systematic analysis of alternatives for the restoration and long-term management of the tidal freshwater marsh and other associated wetland habitats lost or impacted in the Dyke Marsh Preserve on the Potomac River.

The U.S. Department of the Interior, Bureau of Indian Affairs, in consultation with the appropriate Indian tribes or Native Hawaiian organizations, has determined that the cultural item listed in this notice meets the definition of unassociated funerary object. Lineal descendants or representatives of any Indian tribe or Native Hawaiian organization not identified in this notice that wish to claim this cultural item should submit a written request to the U.S. Department of the Interior, Bureau of Indian Affairs. If no additional claimants come forward, transfer of control of the cultural item to the lineal descendants, Indian tribes, or Native Hawaiian organizations stated in this notice may proceed.
Concession Contracts
We are amending our concessions contracts regulations to clarify that the Director may amend or extend a prospectus soliciting proposals for a concession contract prior to and including the proposal due date and may award a temporary concession contract. We are also updating consolidated information collection requirements.
