The National Park Service (NPS) has completed a Wilderness Eligibility Assessment to determine if lands within the original 1974 legislated boundary of Big Cypress National Preserve (Preserve) meet criteria indicating eligibility for preservation as wilderness. Based on the assessment, the NPS has concluded that of the 557,065 acres assessed, 188,323 acres meet the eligibility criteria. In accordance with NPS Management Policies 2006, Section 6.2.2, the scope of the BAP/EIS currently being prepared for the Preserve will be expanded to include a wilderness study to determine if any portions of the Preserve should be recommended for inclusion in the National Wilderness Preservation System as defined in the Wilderness Act of 1964. A notice of intent to prepare an EIS with the BAP was published in the Federal Register of March 11, 2014. This additional notice is being published in accordance with the Council on Environmental Quality's regulations implementing the National Environmental Policy Act of 1969 (NEPA), specifically 40 CFR 1501.7. The NPS will conduct public meetings in the local area to receive further input from interested parties on issues, concerns, and suggestions pertinent to backcountry use and access and wilderness designation within the Preserve. The comment period will be announced through local media outlets, at the meetings, and on the backcountry access plan Web site at https://parkplanning.nps.gov/bicy.

The rule fixes typographical errors and incorrect citations and cross-references. The rule removes a firearms provision that was vacated by court order in 2009 and adds language consistent with federal law governing the possession of firearms in National Park units. The rule removes an outdated reference to a designated airstrip at Lake Mead National Recreation Area that has been closed since 1987.

The National Park Service (NPS) is seeking public comments on Nobles Grade 3-D Seismic Survey/Plan of Operations (Plan) to explore for oil and gas within Big Cypress National Preserve. The Plan seeks approval to conduct a seismic survey over a 110 square mile area to evaluate the subsurface geologic structure and geophysical conditions pertaining to accumulations of commercial quantities of crude oil and natural gas in the Sunniland Oil Trend. The applicant, Burnett Oil Company, Inc., proposes to conduct the seismic survey by using small, portable seismic receivers (geophones) and recording devices, which measure and record subtle vibrations in the ground. No explosives will be used to create the vibrations or seismic acoustical signals, and there will be no ground disturbances from detonations. Instead, vibrations will be created using mobile plates attached to special off-road vehicles which are placed against the ground, vibrated, and then moved on to the next location. The source and receivers would be placed in a line grid to allow the applicant to map the subsurface geology.

The proposed amenity fee is intended to provide enhanced tour reservation services through the Recreation.gov system. The National Park Service, has prepared and approved a Record of Decision for the Final Environmental Impact Statement for the new General Management Plan (GMP) for Golden Gate National Recreation Area. Approval of the GMP concludes a very extensive public engagement and conservation planning and environmental impact analysis effort that began during 2006. The requisite no-action ``wait period'' was initiated on April 25, 2014, with the Environmental Protection Agency's Federal Register announcement of the filing and release of the Final EIS.

We (National Park Service) will ask the Office of Management and Budget (OMB) to approve the Information Collection (IC) described below. The National Park Service is exploring ways to reduce the risk of damage to structures and natural systems from destructive storm surge and sea level rise. We will collect information from stakeholders' about their values and perceptions of climate change- related vulnerabilities and adaptation strategies for managing cultural resources within the two historic districts (Portsmouth Village and Lookout Village) at Cape Lookout National Seashore (CALO). Stakeholders will be visitors at Portsmouth Village and Lookout Village, partner organizations, local community members with ties to the historic districts, federal, state and private cultural resource experts. This collection will be used to inform cultural resource adaptation planning efforts (i.e., maintenance, sustainability and post-storm recovery of historic structures and cemeteries) related to impacts of extreme weather events. To comply with the Paperwork Reduction Act of 1995, and as part of our continuing efforts to reduce paperwork and respondent burden, we invite the general public and other Federal agencies to take this opportunity to comment on this IC.
