Notice of Intent To Prepare an Environmental Impact Statement for the Potomac River Tunnel in the National Capital Region
Pursuant to Section 102 (2)(C) of the National Environmental Policy Act of 1969, 42 U.S.C. 4332(2)(C), the National Park Service) and DC Water as co-lead agencies are preparing an Environmental Impact Statement for the Potomac River Tunnel in the National Capital Region. The area affected is within the Chesapeake and Ohio Canal National Historical Park, Rock Creek Park, and National Mall and Memorial Parks in Washington, DC. The purpose of this EIS is to analyze the impacts of constructing a tunnel and supporting infrastructure for capture, conveyance, and storage of combined sewer overflows when the combined sewer system capacity is exceeded.
Draft Environmental Impact Statement for the Wilderness Stewardship Plan, Sequoia and Kings Canyon National Parks, California
The National Park Service announces the availability of a Draft Environmental Impact Statement for the Wilderness Stewardship Plan, Sequoia and Kings Canyon National Parks, California. The plan is needed to provide management direction for two designated wilderness areas, several potential wilderness additions, and an area of proposed wilderness. The plan provides the long-term vision for protecting wilderness character, incorporates new research findings, and uses a new interagency planning framework for preservation of wilderness character. The plan also replaces the current plans-of-record, the 1986 Backcountry Management Plan and its accompanying 1986 Stock Use and Meadow Management Plan.

Notice of Meeting for Star-Spangled Banner National Historic Trail Advisory Council
As required by the Federal Advisory Committee Act (5 U.S.C. Appendix 1-16), the National Park Service (NPS) is hereby giving notice that the Advisory Council for the Star-Spangled Banner National Historic Trail will hold a meeting. The trail commemorates the Chesapeake Campaign of the War of 1812, including the British invasion of Washington, District of Columbia, and its associated feints, and the Battle of Baltimore in summer 1814. This meeting is open to the public. Preregistration is required for both public attendance and comment. Notice of Designation of Potential Wilderness as Wilderness, Congaree National Park, South Carolina
The Congaree Swamp National Monument Expansion and Wilderness Act of 1988 (Pub. L. 100-524, October 24, 1988) designated approximately 15,010 acres of Congaree Swamp National Monument, now Congaree National Park, as wilderness, and approximately 6,840 acres as potential wilderness additions. Section 2(b) of Public Law 100-524 authorizes the Secretary of the Interior to convert any designated potential wilderness at Congaree National Park to designated wilderness upon publication in the Federal Register of a notice that any non- Federal interests in land have been acquired and all uses thereon prohibited by the Wilderness Act of 1964 (Pub. L. 88-577) have ceased. Accordingly, this notice hereby converts approximately 6,690 acres of designated potential wilderness at Congaree National Park to designated wilderness. The converted acreage comprises all but about 60 acres of designated potential wilderness in the park that have been acquired to date by the United States. The approximately 90 acres of private land still remaining within the park's designated potential wilderness are not affected by this Notice. These private lands, if acquired by the United States, may be converted to designated wilderness at a later date. A map showing the lands hereby converted to designated wilderness is on file at the administrative office of Congaree National Park. All interests in the lands converted to designated wilderness via this Notice have been acquired by the United States, and there are no current, or proposed, uses of the 6,690 acres that are incompatible with wilderness designation. These 6,690 acres shall be added to the 15,010 acres of designated wilderness within the Congaree National Park Wilderness and managed in accordance with the Wilderness Act of 1964.
Notice of Availability of the Final Environmental Impact Statement for the Fishery Management Plan, Biscayne National Park, Florida
Pursuant to 102(2)(C) of the National Environmental Policy Act of 1969, 42 U.S.C. 4332(2)(C), the National Park Service (NPS), announces the availability of the Final Environmental Impact Statement (FEIS) for the Fishery Management Plan (FMP) for Biscayne National Park (Park), Florida. The authority for publishing this notice is 40 CFR 1506.6. The FMP is designed to guide fishery management decisions in the park for the next five to ten years. An FMP is needed to guide sustainable use of the Park's fishery-related resources, as recent studies suggest that many of these resources are in decline. The development of the alternatives and the identification of the preferred alternative were based on a combination of public input from three public comment periods and three series of public meetings, the input of the FMP Working Group, inter-agency meetings, and environmental and socioeconomic analyses.

Privacy Act of 1974; as Amended; Notice of a New System of Records
Pursuant to the provisions of the Privacy Act of 1974, as amended, the Department of the Interior is issuing a public notice of its intent to create the National Park Service ``Planning, Environment and Public Comment (PEPC) SystemNPS-23'' system of records. The system is an online collaborative tool designed to facilitate the project management process in conservation planning and environmental impact analysis. The system assists the National Park Service in making informed decisions with regard to a number of compliance issues throughout the planning, design, and construction process.
