The Bureau of Indian Affairs (BIA) owns, or has an interest in, irrigation projects located on or associated with various Indian reservations throughout the United States. We are required to establish irrigation assessment rates to recover the costs to administer, operate, maintain, and rehabilitate these projects. We are notifying you that we have adjusted the irrigation assessment rates at several of our irrigation projects and facilities to reflect current costs of administration, operation, maintenance, and rehabilitation.

The National Park Service (NPS) announces the availability of a final Legislative Environmental Impact Statement (LEIS) for the harvest of glaucous-winged gull eggs by the Huna Tlingit in Glacier Bay National Park. The document describes and analyzes the environmental impacts of a preferred alternative and one additional action alternative for managing a limited harvest of glaucous-winged gull eggs. A no action alternative is also evaluated. This notice announces the availability of the final LEIS.

Pursuant to the provisions of the Federal Advisory Committee Act, notice is hereby given of meetings of the Invasive Species Advisory Committee (ISAC). Comprised of 30 nonfederal invasive species experts and stakeholders from across the nation, the purpose of the Advisory Committee is to provide advice to the National Invasive Species Council, as authorized by Executive Order 13112, on a broad array of issues related to preventing the introduction of invasive species and providing for their control and minimizing the economic, ecological, and human health impacts that invasive species cause. The Council is co-chaired by the Secretary of the Interior, the Secretary of Agriculture, and the Secretary of Commerce. The duty of the Council is to provide national leadership regarding invasive species issues.

Pursuant to 42 U.S.C. 4332(2)(C) of the National Environmental Policy Act of 1969 and National Park Service (NPS) policy in Director's Order Number 2 (Park Planning) and Director's Order Number 12 (Conservation Planning, Environmental Impact Analysis, and Decision- making), the NPS announces the availability of a Draft Environmental Impact Statement (DEIS) for the Tamiami Trail (U.S. Highway 41) Modifications: Next Steps Project for Everglades National Park, Florida.

In compliance with the National Environmental Policy Act of 1969 (NEPA), as amended, and the Federal Land Policy and Management Act of 1976 (FLPMA), as amended, the Bureau of Land Management (BLM) Gunnison Field Office, Gunnison, Colorado intends to prepare an Environmental Assessment (EA) to consider whether, and under what conditions, to issue geothermal leases under pending nominations, which may include an amendment to the Gunnison Resource Area Approved Resource Management Plan (RMP) of February 1993, as amended by the RMP Amendments for Geothermal Leasing in the Western United States (2008). While the area nominated for geothermal leasing is allocated as open to consideration for geothermal leasing under the amended Plan, and the proposed level of development contemplated in the amended Plan will not be exceeded by issuance of the proposed leases, the Reasonably Foreseeable Development scenario for the resource area has been refined and updated since that time, and additional stipulations to protect other resources and uses may be developed through this process and adopted into the Plan. The BLM proposes to amend the existing Gunnison Resource Area RMP using the NEPA analysis to support its decision. Review of the RMP is necessary due to recently updated information regarding the presence of Gunnison sage-grouse and Canada lynx habitat that was not analyzed in the existing RMP. The BLM, by this notice, is announcing the beginning of the scoping process to solicit public comments and identify issues.

We, the U.S. Fish and Wildlife Service (Service), announce the availability of our final comprehensive conservation plan (CCP) and finding of no significant impact (FONSI) for the Guam National Wildlife Refuge (Refuge). In the final CCP, we describe how we will manage this Refuge for the next 15 years.

As required by 43 CFR 2650.7(d), notice is hereby given that the Bureau of Land Management (BLM) will issue an appealable decision approving the conveyance of surface and subsurface estates for certain lands to Doyon, Limited, pursuant to the Alaska Native Claims Settlement Act. The lands are located north of Fort Yukon, Alaska, aggregating 184.61 acres. Notice of the decision will also be published four times in the Fairbanks Daily News-Miner.

In accordance with the Federal Land Policy and Management Act (FLPMA) and the Federal Advisory Committee Act of 1972 (FACA), the U.S. Department of the Interior, Bureau of Land Management (BLM) Coeur d'Alene District Resource Advisory Council (RAC) will meet as indicated below.

Under the provisions of 30 U.S.C. 188(d) and (e), and 43 CFR 3108.2-3(a) and (b)(2), the Bureau of Land Management (BLM) received a petition for reinstatement from Fossil Energy, Inc. for competitive oil and gas lease WYW175940 for land in Natrona County, Wyoming. The petition was filed on time and was accompanied by all the rentals due since the date the lease terminated under the law.

In accordance with the Federal Land Policy and Management Act of 1976 and the Federal Advisory Committee Act of 1972, the U.S. Department of the Interior, Bureau of Land Management (BLM), Arizona Resource Advisory Council (RAC), will meet on June 17, 2010, at the BLM National Training Center located at 9828 North 31st Avenue in Phoenix from 8 a.m. until 4:30 p.m. Agenda items include: BLM State Director's update on statewide issues; Presentation on the California Condor Reintroduction Program; State Director Updates on the BLM Arizona National Landscape Conservation System (NLCS), Water and Renewable Energy Strategies and RAC discussion and recommendations on issues BLM should consider as these strategies are implemented; RAC questions on BLM District Managers' Reports; and reports by RAC working groups. We, the U.S. Fish and Wildlife Service, are initiating 5-year reviews for 34 species under the Endangered Species Act of 1973, as amended (Act). We request any new information on these species that may have a bearing on their classification as endangered or threatened. Based on the results of these 5-year reviews, we will make a finding on whether these species are properly classified under the Act. We also announce in this notice 96 completed 5-year reviews for species in California and Nevada in Fiscal Year (FY) 2009 and early (FY) 2010.

The Mohave County Community College District (College) filed an application to lease/purchase approximately 12.5 acres of public land in Mohave County, Arizona, under the provisions of the Recreation and Public Purposes (R&PP) Act, as amended, for the purpose of a community college. The Bureau of Land Management (BLM) has examined and found the land suitable to be classified for lease and/or conveyance under the provisions of the R&PP Act.

This Notice opens 1,920 acres, more or less, of public land located in Cochise County, Arizona, to location and entry under the public land laws, including the general mining laws.

The Secretary of the Interior (Secretary) is directed by the Omnibus Public Lands Management Act of 2009 to establish the Dominguez- Escalante National Conservation Area (D-E NCA) Advisory Council (Council). The Secretary is requesting nominations for 10 members to sit on the Council. The Council will advise the Secretary, through the Bureau of Land Management (BLM), on matters regarding the preparation and implementation of the D-E NCA Resource Management Plan (RMP). An initial nomination period ended January 4, 2010. Members of the public who submitted nomination packages during the first nomination period need not submit a second nomination package to be considered.

In accordance with the requirements of the Endangered Species Act of 1973, as amended (Act), we, the U.S. Fish and Wildlife Service (Service), invite the public to comment on applications for permits to conduct enhancement of survival activities with endangered species.

Pursuant to the Mineral Leasing Act of 1920, as amended by the Federal Coal Leasing Amendments Act of 1976, and to Bureau of Land Management (BLM) regulations, all interested parties are hereby invited to participate with Bridger Coal Company on a pro rata cost sharing basis in its program for the exploration of coal deposits owned by the United States of America.

NMFS and FWS published a notice in the Federal Register on April 12, 2010, announcing the availability of the Stanford University Habitat Conservation Plan (Plan), the Draft Environmental Impact Statement (DEIS) for Authorization of Incidental Take and Implementation of the Plan, and the Implementing Agreement (IA) for public review and comment. The document contained incorrect dates and contact information.

Pursuant to the National Environmental Policy Act of 1969, 42 U.S.C. 4332(2)(C), the National Park Service (NPS) announces the availability of a Final Environmental Impact Statement for the General Management Plan for Monocacy National Battlefield. The plan will provide guidance to park management for administration, development, and interpretation of park resources over the next 20 years. Impact

The Trinity Adaptive Management Working Group (TAMWG) affords stakeholders the opportunity to give policy, management, and technical input concerning Trinity River (California) restoration efforts to the Trinity Management Council (TMC). The TMC interprets and recommends policy, coordinates and reviews management actions, and provides organizational budget oversight. This notice announces a TAMWG meeting, which is open to the public.
