In accordance with the National Environmental Policy Act of 1969 (NEPA), as amended, and the Federal Land Policy and Management Act of 1976, as amended, the United States Geological Survey (USGS) has prepared a Final Environmental Assessment (EA) for the projects described in this NOA. By this notice, the USGS is announcing its availability. In addition, a Draft Environmental Assessment was published on December 23, 2009, for a 7-day public comment period and no comments were received.

We, the U.S. Fish and Wildlife Service (Service), announce the availability of a draft comprehensive conservation plan (CCP) and draft environmental assessment (EA) for Tamarac National Wildlife Refuge (NWR) and Tamarac Wetland Management District (WMD) for public review and comment. In this draft CCP/EA we describe how we propose to manage the refuge and district for the next 15 years.

The Bureau of Land Management (BLM) has submitted an information collection request to the Office of Management and Budget (OMB) for a 3-year renewal of OMB Control Number 1004-0132 under the Paperwork Reduction Act. This control number includes paperwork requirements in 43 CFR parts 3200 and 3280, which cover management of Federal geothermal resources.

Pursuant to the National Environmental Policy Act of 1969, 42 U.S.C. 4332(2)(C), the National Park Service (NPS) announces the availability of the Record of Decision (ROD) for the General Management Plan, Chattahoochee River National Recreation Area, Georgia. On December 15, 2009, the Regional Director, Southeast Region, approved the ROD for the project. As soon as practicable, the NPS will begin to implement the Preferred Alternative contained in the Final Environmental Impact Statement (EIS) issued on November 13, 2009. Six alternatives were evaluated in the EIS These include: Alternative A, No Action Continue Current Management; Alternative B, Focus on Solitudeimplements management programs to minimize development in the park and maximize the opportunity for visitors to experience solitude in natural settings; Alternative CVisitors would be drawn toward a system of relatively developed hubs in which administrative and interpretive facilities are located; Alternative DExpanding and distributing access throughout the park, including newly acquired parcels to provide diverse types of visitor experiences; Alternative ETakes some features of Alternatives C and D and provides expanded access to the park while at the same time maintaining substantial acreage with less ``hardened'' forms of access such as paved parking areas, roads, and other structures; and Alternative F, the preferred alternativeIncreases opportunities for the park to expand use to local visitors and increase connectivity to neighboring communities through trail linkages, partnering, and expanded interpretive, education and outreach activities.

We, the Fish and Wildlife Service (Service), announce the availability of an incidental take permit (ITP) application and habitat conservation plan (HCP). Mosaic Fertilizer, LLC (applicant) requests a 24-year ITP under the Endangered Species Act of 1973, as amended (Act). The applicant anticipates taking approximately 75 acres (ac) of Florida scrub-jay (Aphelocoma coerulescens)-occupied habitat incidental to land clearing and phosphate mining in Manatee County, Florida (project). As authorized under the provisions of the Federal Land Policy and Management Act of 1976, notice is hereby given that certain public lands near Stead, Nevada, will be temporarily closed to all public use to provide for public safety during the 2010 Reno Air Racing Association Pylon Racing Seminar and the Reno National Championship Air Races.

The Assistant Secretary of the Interior for Land and Minerals Management proposes to extend the duration of Public Land Order (PLO) No. 6818 for an additional 20-year term. PLO No. 6818 withdrew 5 acres of public land from settlement, sale, location, or entry under the general land laws, including the United States mining laws, to protect the Bureau of Land Management's Tonopah Administrative Site in Nye County. The withdrawal created by PLO No. 6818 will expire on November 28, 2010, unless extended. This notice gives an opportunity to comment on the proposed action and to request a public meeting.

The Bureau of Land Management (BLM) proposes to offer one parcel of public land of approximately 2.5 acres in White Pine County, Nevada for competitive sale at not less than the appraised fair market value (FMV). The sale will be subject to the applicable provisions of Sections 203 and 209 of the Federal Land Policy and Management Act of 1976 (FLPMA), 43 U.S.C. 1713 and 1719, respectively, and the BLM land sale and mineral conveyance regulations at 43 CFR 2710 and 2720.

The Bureau of Land Management (BLM) announces the availability of a Record of Decision (ROD) setting forth the Utah State Director's decision to approve the UNEV Refined Liquid Petroleum Products Pipeline and amend the Pony Express Resource Management Plan (RMP). The Utah State Director signed the ROD on June 25, 2010, which constitutes the final decision of the BLM and renders the Pony Express Resource Management Plan Amendment (RMPA) effective immediately.

The purpose of this notice is to reopen the nomination period for certain Bureau of Land Management (BLM) Resource Advisory Councils (RAC). This notice issues the official trail marker insignia of the Star-Spangled Banner National Historic Trail. The insignia for this trail was completed in August 2008 after the Trail was designated. It first came into public use in 2008. The National Park Service uses this insignia to mark the Trail's route. This publication accomplishes the official designation of the insignia in use by the National Park Service.

We, the U.S. Fish and Wildlife Service (Service), announce the reopening of the comment period on our October 13, 2009, proposed revised designation of critical habitat for the arroyo toad (Anaxyrus californicus) under the Endangered Species Act of 1973, as amended (Act). We also announce the availability of a draft economic analysis (DEA) of the proposed revised designation of critical habitat for the arroyo toad; revisions to proposed critical habitat; and an amended required determinations section of the proposal. We are reopening the comment period for an additional 30 days to allow all interested parties an opportunity to comment on the items listed above. If you submitted comments previously, you do not need to resubmit them because we have already incorporated them into the public record and will fully consider them in preparation of the final rule.

Notice is hereby given that effective immediately, the Las Cruces District Office is implementing the following closure to all public use, including casual use, to protect person, property, and public land and resources, and generally to provide for public safety. Specifically, the closure is needed in order to reduce or prevent the opportunity for damage to property, personal injury, or loss of life in the vicinity of the Community Pit No.1 in Do[ntilde]a Ana County, New Mexico.
