Based on our review, we find the petition provides substantial scientific or commercial information indicating that listing this subspecies may be warranted. Therefore, with the publication of this notice, we are initiating a review of the status of the subspecies to determine if listing is warranted. We, the U.S. Fish and Wildlife Service (Service), announce the reopening of the public comment period on our February 4, 2010, proposed rule to reestablish the Sonoran pronghorn (Antilocapra americana sonoriensis) in southwestern Arizona. We proposed to reestablish the Sonoran pronghorn under section 10(j) of the Endangered Species Act of 1973, as amended (Act), and to classify that reestablished population as a nonessential experimental population (NEP). The proposed rule provided a plan for establishing the NEP and provided for allowable legal incidental taking of Sonoran pronghorn within the defined NEP area. A draft environmental assessment (EA) on this proposed action was also made available for comment. This action will provide all interested parties with an additional opportunity to submit comments on the proposed rule to reestablish Sonoran pronghorn into southwest Arizona and its accompanying draft EA. Information previously submitted need not be resubmitted as it has already been incorporated into the public record and will be fully considered in the final rule.

We, the Fish and Wildlife Service (Service), announce the availability of the final post-delisting monitoring plan (PDM Plan) for the bald eagle (Haliaeetus leucocephalus). The Endangered Species Act (ESA) requires that we implement a system, in cooperation with the States, to monitor effectively for at least 5 years the status of all species that have been recovered and no longer need ESA protection. In 2007, we removed the bald eagle in the contiguous 48 States from the Federal List of Threatened and Endangered Wildlife and Plants (delisted) due to recovery. Over a 20-year period, we will monitor the status of the bald eagle, at 5-year intervals.

The IDEIA provides that the Secretary of the Interior will allocate funding for the coordination of assistance for special education and related services for American Indian children aged 0 to 5 with disabilities on reservations served by elementary schools for Indian children that are operated or funded by the Department of the Interior (``Bureau-funded schools''). The BIE allocates this funding to tribes and tribal organizations. In support of this allocation, the BIE collects information on the number of American Indian children aged 0 to 5 with disabilities on reservations served by Bureau-funded schools. This notice requests comments on that information collection.

Current Federal policy encourages non-Federal development of environmentally sustainable hydropower potential on Federal water resource projects. The Bureau of Reclamation (Reclamation), in consultation with the Department of Energy, Western Area Power Administration (Western), will consider proposals for non-Federal development of hydroelectric power at Ridgway Dam, a feature of the Dallas Creek Project. Reclamation is considering such hydroelectric power development under a lease of power privilege. No Federal funds will be available for such hydroelectric power development. Western would have the first opportunity to purchase and/or market the power that would be generated by such development under a lease of power privilege. The Dallas Creek Project is a Federal Reclamation project. This notice presents background information, proposal content guidelines, and information concerning selection of a non-Federal entity to develop hydroelectric power at Ridgway Dam, and power purchasing and/or marketing considerations.

On April 23, 2010, the Department of the Interior (Interior), signed a Finding of No Significant Impact (FONSI) which documents the selection of the Proposed Action as presented in the Final Environmental Assessment (EA) for the Wasatch County Water Efficiency Project Recycled Water Project. Interior has determined that implementing the Proposed Action described in the EA will not have a significant impact on the quality of the human environment and that an environmental impact statement is not required. This project anticipates conveying recycled water in the facilities of the Wasatch County Water Efficiency Project (WCWEP), Bonneville Unit, Central Utah Project (CUP). It would provide an opportunity for more effective and efficient management of water, make efficient use of recycled water, provide opportunities for stream and wetland benefits, and encourage the conservation and wise use of water, all of which are objectives of the CUP Completion Act.

We, the U.S. Fish and Wildlife Service (Service), propose to remove the Lake Erie Watersnake (Nerodia sipedon insularum) from the List of Threatened and Endangered Wildlife due to recovery. This action is based on a review of the best available scientific and commercial data, which indicate that the subspecies is no longer endangered or threatened with extinction, or likely to become so within the foreseeable future. Based on our determination that the Lake Erie Watersnake is no longer endangered or threatened with extinction, we have also determined that designation of critical habitat for the Lake Erie Watersnake is not prudent. We seek information, data, and comments from the public regarding the Lake Erie Watersnake, this proposal to delist, and the draft post-delisting monitoring plan. This proposal implements the recommendations from the 5-year status review initiated on April 22, 2008 (73 FR 21643).

Proposed Issuance of an Incidental Take Permit to Energy Northwest for Construction and Operation of the Radar Ridge Wind Project LLC

We, the U.S. Fish and Wildlife Service (USFWS), intend to prepare an Environmental Impact Statement (EIS), under the National Environmental Policy Act (NEPA) regarding an application from Radar Ridge LLC for an incidental take permit for take of the threatened marbled murrelet (Brachyramphus marmoratus) in accordance with the Endangered Species Act of 1973, as amended (Act). Radar Ridge LLC is proposing to construct and operate the Radar Ridge Wind Project near Naselle, Washington. The project would consist of up to 32 wind turbines with a generating capacity of 82 megawatts (MW) of electricity. Power generated by the wind turbines would be transmitted to the existing Bonneville Power Administration substation at Naselle, Washington. We are furnishing this notice to announce the initiation of a 30-day public scoping period, during which we invite other agencies, and the public, to provide comments on the range of alternatives and scope of issues to be included in the EIS.

We, the U.S. Fish and Wildlife Service, published a final rule in the Federal Register on October 27, 2003, to create regulations governing migratory bird rehabilitation in the United States. Before creation of those regulations, rehabilitators were required to obtain a special purpose permit to engage in rehabilitation activities. The language in the final paragraph of the 2003 regulations dealt with the transition of special purpose permit holders to operation under the new rehabilitation permit regulations. This paragraph is no longer relevant, so we remove it from the regulation.

The RMP amendments will revise sage-grouse and sagebrush management direction in the existing Casper, Kemmerer, Pinedale, Rock Springs, Newcastle, and Rawlins RMPs to incorporate policies set forth in BLM Wyoming Instruction Memoranda (IM) 2010-012 and 2010-013. Proposed Mine Expansion. The mine permit is administered by the Bureau of Land Management (BLM) Butte Field Office and the Montana Department of Environmental Quality (DEQ). We, the U.S. Fish and Wildlife Service (Service), announce the reopening of the public comment period on the proposed revised designation of critical habitat for the Preble's meadow jumping mouse (Zapus hudsonius preblei) under the Endangered Species Act of 1973, as amended. We also announce the availability of a draft economic analysis, a draft environmental assessment, and an amended required determinations section of the proposal. We are reopening the comment period for the proposal to allow all interested parties an opportunity to comment simultaneously on the revised proposed rule, the associated draft economic analysis and draft environmental assessment, and the amended required determinations section. If you submitted comments previously, you do not need to resubmit them because we have already incorporated them into the public record and will fully consider them in preparation of the final rule.

NPS invites further public comment in the proposed LSI alternative.
